Telesat C-band Transition Quarterly Report (Q2 2021) Pursuant to Section 27.1412(f) of the Commission’s rules, Telesat Canada and its subsidiary, Telesat Spectrum Corporation (collectively, “Telesat”)1, hereby submit their second quarter 2021 report on their progress in clearing the lower 300 MHz portion of the conventional C-band (3.7-4.0 GHz) for satellite operations in the contiguous United States (“CONUS”) and repacking services into the upper 200 MHz of the conventional C-band (4.0-4.2 GHz). A. Provision of Filters and Transition of Space Station Operations to 4.0-4.2 GHz Band Telesat has implemented its C-band transponder grooming plan for the services that were identified in Telesat’s most recently filed transition plan and quarterly report. Filters have been installed on all earth stations that are associated with these services that are not the subject of an “opt out” election.2 The Relocation Coordinator’s outreach program for unclaimed antennas uncovered additional receive antennas/antenna ports that (unbeknownst to Telesat) are pointed at a Telesat satellite. With one exception, discussed below, none of these antennas/ports currently receives C-band signals from a Telesat satellite. Telesat believes that in most or all cases these antennas/antenna ports have not downlinked C-band signals from a Telesat satellite for years, since the antennas/ports likely had been used to receive broadcast services that have not been transmitted on Telesat satellites for quite some time. At least in one case, the port being transitioned, while pointed at a Telesat satellite, was never actually used to downlink C-band signals from a Telesat satellite. Telesat already has transitioned some of these antennas/ports and has plans in place to transition the remainder by early August 2021.3 Additional details for these antennas/ports can be found in Table 2. 1 On December 31, 2021, Telesat notified the Commission of a pro forma assignment to Telesat Spectrum Corporation of the C-band portion of the U.S. market access grants for three Telesat Canada satellites, Anik F1R, Anik F2, and Anik F3. SAT-MPL-20201231-00156, SAT-MPL-20201231-00159, and SAT-MPL-20201231-00155. 2 In its Q1 report for 2021, Telesat reported it expected DENALI 20020 (“DENALI”), LLC to resolve transition issues for one of its earth stations by signing a certification in a form to be provided by the Wireless Telecommunications Bureau. Since that time, Telesat and DENALI reached an understanding and DENALI installed the filters Telesat had provided. 3 Telesat is also investigating a couple of earth stations that have been identified to it as possibly pointing at, or having a port pointed at, a Telesat satellite, and will transition them to the 4.0-4.2 GHz band as appropriate. 160 Elgin Street, Suite 2100, Ottawa, ON Canada K2P 2P7 tel: +1 613 748 0123 Page 1 Telesat’s C-band transition team has learned of a third party service that has been receiving C-band signals in CONUS, on a limited basis, from transponder 5A on Anik F1R, which operates in the lower portion of the conventional C- band.4 By the end of July, Telesat plans to migrate the customer for this service, the Ohio Lottery, to transponder 12A. Additional details for the migration plan for transponder 5A can be found in Table 1. Telesat plans to install a filter for the one earth station antenna it has confirmed is receiving the Ohio Lottery signal from Anik F1R. It will install the filter shortly after the move of the service from transponder 5A to 12A. Telesat is working to identify any other earth stations/ports that are used to receive this service and require transition by Telesat. B. Compression plan/progress on compression Telesat has no requirements nor plan to change or add compression equipment in order to complete the transition. C. Progress on any antenna seeding in the plan Telesat has no requirements nor plan to seed any antennas in order to complete the transition. D. Progress on any TT&C construction Telesat has no requirements nor plan to construct new TT&C facilities in CONUS in order to complete the transition. E. Progress on new satellites Telesat has no requirements nor plan to construct new satellites in order to complete the transition. F. Any key risks/issues impacting schedule The developments described in this Report will delay Telesat’s completed transition until at least August 2021.
