The Government of India also declared it as a disaster and announced several measures to mitigate the epidemic. Government of Kerala, has deployed several stringent measures to control the spread of the epidemic. Since strict surveillance is one of the most potent tool to prevent the occurrence of a community spread, the government has directed district administration to take all possible measures to prevent the epidemic. AND WHEREAS, SRO notification issued by Govt of Kerala as Kerala Epidemics Diseases, Covid 19, Regulations 2020 in official gazette stipulates that all possible measures shall be incorporated to contain the disease. AND WHEREAS, more than 31179 live cases are undergoing treatment in the district as on date, and epidemiological investigation is being carried out in each case and their primary and secondary contacts is being traced for the effective containment of further transmission of disease. AND WHEREAS, the District Authority has examined the matter in detail and is convinced that the requirement is genuine and urgent to contain the severe spread of covid 19. AND WHEREAS, new cases have been detected without any known source or link with Covid 19 or with patients any travel history and hence the District Core Group has recommended 34 wards to be included as containment zones/ micro containment zones. AND WHEREAS, he details of the existing Containment Zones in the District as per the previous Orders are mentioned in Annexure 1. NOW THEREFORE, I, Dr.NavjotKhosa IAS, District Collector & Chairperson of District Disaster Management under the Authority powers vested with me as the District Authority to invoke the provisions envisaged in the sec 26, 30 and 34 of the Disaster Management Act 2005 and passes the order as follows. Police Authorities shall enforce effective perimeter control around the containment zones. 3) All kinds of activities which include gathering like social, political,cultural, commercial and entertainment programmes are in prohibited containment zones until further orders. 4) All meeting (Government / Private) in both containment zones and non containment zones should be held through online mode only. 5) All functions like wedding, and housewarming, family residents reunions etc. in both containment zones and non containment zones shall be conducted after prior intimation to concerned SHO of nearest police station. A maximum of 50 shall be persons allowed in marriages (duration of about 4 2 hours). Marriage events should be registered in the Event Registration' module of Covid 19 Jagratha Portal in Advance. The maximum number of persons who can take part in funerals is limited to 20. 6) All sector activities primary including Agriculture, Planataion, Animal Husbandry, Dairying, Fisheries, Forestry , all secondary sectors like Industries, MSMEs etc and constructions shall continue covid and following protocol national directives in containment zones and non containment zones where feasible work -from-home shall be resorted to. 7) The Restaurants and eateries shall be allowed only to cater to parcel and home delivery and shall be closed 9.00 by P.M. The employees working in these places must either be vaccinated against covid or carry a covid negative certificate without fail. 8) All Malls, Bars, Clubs, Gymnasiums, Sports complex, Swimming pools, Multiplexes, Cinema Theaters and Entertainment parks remain shut until further orders. 9In places of worship, the number of persons allowed is in proportion to the area available so that 2 meter social distance can be maintained. In any case, not more than 50 persons are allowed inside the premises. 10) The in market areas shops congested shall not encroach upon the road and ensure there is sufficient on space lefts roads to maintain social distancing and avoid crowding. 11) Shooting (Indore and for Outdoor) films, television serials, documentaries shall not be permitted. 12) Migrant workers will continue to work wherever they are adhering to Covid protocol. Movement of house-helps and caregivers for old age people shall be permitted. 13) Ration Shops(Civil Supplies Department) and outlets of Civil Supplies Corporation shall function. 14) E-commerce activities shall be with permitted strict adherence to Covid Protocol. The E- commerce firms shall issue official card to their Identity staffs. These firms shall pass the details of the respective employees on field to the nearest Police station and the SHO shall keep a vigil on the door to door delivery mechanism. 15) All State and Central Government offices and their Autonomous bodies, Corporations etc. dealing with emergency and essential services (Revenue&Disaster Management, Health, Home, Local Self Government, Civil Supplies. Transport, Animal Husbandry, Fire& Rescue, Industries. Forest, Labour, Social Justice. Factories&Boilers. KWA, KSEBL etc) and COVID 19 containment and 5 management duties shall be functional and officers/personnel of the same shall be allowed unrestricted movement. Rest of the department shall work with essential staff only. Sector Magistrates deployed from whatever department shall continue their enforcement work unhindered. 16) All Industries /Companies/ Organizations dealing with emergency and essential services and requiring operations 24*7shall be permitted to operate. Movement of employees of such organizations shall be allowed on producing valid ID card issued by their respective Organization /Institution. 17) Employees and vehicles of Telecom Service providers. Infrastructure Providers, Internet Service providers. Petronet, Petroleum and LPG units are essential services and shall be allowed movement on producing valid ID card issued by their respective organization institution. Only essential staff/ employees of IT and II enabled Service companies/organizations shall work from office and rest shall work from home. 18) Patients and their attendants/persons having emergency needs and eligible people intending to take vaccination shall be allowed movement with valid ID proof. 19) Only neighborhood shops dealing with medicines(pharmacies), newspapers, food, groceries, fruits and vegetables, dairy and milk booths, meat, fish and toddy shall be allowed to function. Repair and service centres of vehicles and equipments will also be allowed. Home delivery of essential items shall be encouraged to minimize movement of individuals outside their homes. All operations shall be performed subject to COVID 19 protocol. Shopkeepers and their staff shall use double masks and gloves. 20) Banks may be open on working days from 10 AM to 1 PM for the public Internal work with in the bank may be carried on till 2 PM All customers are advised to do online transactions as far as possible. 21) Movement of long distance bus services, trains and air travel are permitted Movement of Public Transport, Goods Carriage vehicles and private vehicles, auto rickshaws
