Ir is proposed to establish new Schools (450 EMRS and l2 EMDBS) in the remaining 462 sub- districts by the yea r 2022 as per the following order of priority: a. Prioriry Districts (more than 50% ST population and more than 20,000 sT population) but not having an EMRS. Any sub-disficr in these districts may be identified as per the availability of land. List of l9 such districts is at Annexure-III. b. Districts having sub-districts with more than 50% ST population and more than 20,000 sT popularion but not having EMRS. List ofthese districts along with the sub-District is at Annexure-IV. c. Wherever density of ST population is higher in identified Sub-Districts/Blocks (90%o or more), Eklavya Model Day Boarding School (EMDBS) will be setup. The list ofthe Sub-Districts identified are at Annexure-V. d. Thereafter Sub-Districts (i.e. block/taluka,/tehsil) having more than 20,000 ST population and 50% STs subject to essential parameters like availability of land, educational backwardness etc will be taken up. Complete list of462 blocks having more than 20,000 ST population and more than 50% ST population and not having an EMRS is at Annexure-Vl. e. Proposals for setting up of ded icated infrastructure fbr establishing Centre of Excellence for sports with all related infrastructure (buildings, equipment's etc.). These Centre ofExcellences will have specialized state-of'-the-art facilities for one identified individual sport and one group spoft in each State. l5 such centres will be established during 2018-19 to 2019-20. 5. You are hereby requested to identify land (minimum of I 5 acres for EMRS and 5 acres for EMDBS) as per tlte orrJer of priority mentioncd in para 4. About 377 million (31%)1 of India’s population lives in 7,935 urban areas and contributes 63% of gross domestic product (GDP). About 70% of the urban population resides in 4682 rapidly growing urban agglomerations and cities with a population of over 100,000, including 53 cities with a population of more than a million. Growth in the remaining small towns was nominal. The contribution to GDP from the urban areas is expected to increase to about 75% as the proportion of urban population reaches 40% of the total population by 2030. 2. Urban water supply in India is characterized by intermittent water supply (often for a couple of hours in a week) and low coverage, high nonrevenue water, and poor cost recovery. No city in India can claim for universal coverage with continuous pressurized water supply. The service levels are even lower in small towns, which have been upgraded from village character to a town. These small towns mostly depend on local groundwater sources with no treatment and no planned hydraulic networks. The small town local bodies have been struggling with limited financial resources further aggravated by a lack of competent and skilled human resources capable of delivering services expected from a fully functional water utility. 3. The investment in urban infrastructure3 up to the year 2031 was estimated at $53.5 billion for water supply and $40.5 billion for sewerage services at 2009–10 prices.

DISTRICT PROFILE The Chandel district is one of the important districts of the state given the multi-lingual, multi- ethnicity culture and tradition it possesses. The District lies in the south-eastern part of Manipur. It is the border district of the state. Its neighbors are Myanmar (erstwhile Burma) on the south, Ukhrul district on the east, Churachandpur district on the south and west, and Thoubal district on north. It is about 64 km. away from Imphal. Several communities inhabit the district and they are scattered all over the district. The focus of this study is in the develop of the language of "heritage" relating to the Hill starting in the mid-2000s that implicitly connected its heritage to the mythic events of the slaying of the buffalo-demon. This essay argues that the connection between the Hill and "heritage" grows from an assumption that the landscape is historically important because of its role in the myth of the goddess and the buffalo- demon, which is interwoven into the city's history. It demonstrates that this assumption is rooted within a local historical consciousness that places mythic events within the chronology of human history that arose as a negotiation of Indian and colonial understandings of historiography.
