Eight reservoir dams in the 20% project area are involved in the project, with four reservoir dams at Lezhi County and the other four at Pingchang County. By reference to the classification prescribed in “World Bank Operational Policy: Safety of Dams”, five out of the eight reservoirs have dams higher than 15 metersthree out of the eight reservoirs have dams lower than 15 m. Table2-1 shows the basic information about the eight dams and Table2-2 shows the basic information about the five dams higher than 15 m, based on the investigation and data collection and analysis. The remaining one, Bianqiaogou hill pond, hasn’t been appraised for the reason of the disagreement between the domestic requirement and the World Bank requirement (domestic requirement being that safety appraisal will be carried out for those reservoirs with a capacity of over 100 thousand m3, while the World Bank’s being that safety appraisal must carried out for dams higher than 15m) See table 3-1 for the appraisal results. As is shown in the above table, there are three Grade 1 dams, two grade 2 damstwo grade 3 dams and one dam yet to be appraised. 3.2 Analysis of the Safety Appraisal Results of the Dams According to the “Safety Management Regulation for Reservoir Dams of the PRC” dams can be classified into: Grade 1 Dams: refers to those dams, in normal operational conditions, without grave engineering quality problems, whose flood resistance capacity meets the Ministry’s criteria, and functions as it was designed. Grade 2 Dams: refers to those dams, in normal operational conditions, without grave engineering quality problems, whose actual flood resistance capacity falls no short of the special criteria issued by the Ministry for the key water conservancy projects with dangers recently removed and the structure strengthened, and functions as it was designed. Grade 3 Dams: refers to those dams whose actual flood resistance capacity falls short of the special criteria issued by the Ministry for the key water conservancy projects even with dangers recently removed and the structure strengthened, or the project has some grave engineering quality problems which have affects on the safety of the dam, and can not function as designed. The three grade 1 dams involved in the project do not have grave safety problems. No special reform measures are needed except for some replenishment of observation facilities and continuity in regular management. The two grade 2 dams and the two grade 3 dams have problems of seepage, aging or white ants problems, and have inadequate observation and management facilities. Prompt renovation measures and funds are needed for such dams to ensure the safe operation. With Banqiaogou Reservoir, the safety appraisal will be done promptly by the relevant department. 4 The Counter-measures for the Safety Problems of the Dams Different measures will be applied according to the types of the dams. With the three grade 1 dams, it is necessary, of course, to strain the regular management and monitoring. Accepted 26 November, 2009 Inter-simple sequence repeats markers were used to estimate the genetic diversity of Pogonatherum paniceum (Lam.) Hack. from Sichuan Province, Yunnan Province, Chongqing City and Guangxi Zhuang Autonomous Region in China. 100 primers were carried out on 22 wild populations, 14 could produce highly reproducible inter-simple sequence repeats markers bands. Out of the 239 discernable DNA fragments, 227 were polymorphic. The percentage of polymorphic bands was 94.98% at the species level. Nei’s gene diversity and Shannon information index were 0.312 and 0.471, respectively. This indicated that the genetic diversity of P. paniceum (Lam.) Hack. was low. The values of genetic identity ranged from 0.548 to 0.820 with a mean of 0.673. Nei’s genetic distance between 22 populations ranged from 0.198 to 0.601. Unweighted pair group method with arithmetic mean cluster analysis based on Nei’s genetic distance showed that most populations were positioned into the relevant areas. Significant correlation between genetic and geographic altitude distances among populations was found by Mantel test.

The airport is positioned as Hub Airport, which plans to put into public in 2020. Chengdu Tianfu International Airport has facilitated development of airport economy for Ziyang, which 45-50 km2 has been included into airport economy zone. We plan to develop manufacturing service and high-tech agriculture and form industrial clusters including airport service, modern logistic, cultural innovation, thus making it an international center for foreign exchanges. Our visit this time is expected to exchange ideas with local government and industrial zone which have good practice in this regard, assimilate what works best. Also, we wish to build relationship in airport manufacturing, service sector and agriculture for possible cooperation in future. Ziyang City Located in the central part of Sichuan Basin, Ziyang was established as a prefecture in 1998 and upgraded to the status of city in 2000. It governs Yanjiang District, Anyue County and Lezhi County, covering an area of 5,747 km2 and with a total population of 3.55 million. Ziyang has a long History and rich culture. Back to 35,000 years ago, ancestors of Ziyang people unlocked the gate of the human civilization of Sichuan. In 135BC under the rule of Western Han Dynasty, counties are set up here then followed by state and prefecture, and the history of governmental establishment has stretched to more than 2100 years.

Soares Magalhães1,8 Human leptospirosis outbreaks still persistently occur in part of China, indicating that leptospirosis remains an important zoonotic disease in the country. Spatiotemporal pattern of the high-risk leptospirosis cluster and the key characteristics of high-risk areas for leptospirosis across the country are still poorly understood. Using spatial analytical approaches, we analyzed 8,158 human leptospirosis cases notifed during 2005–2016 across China to explore the geographical distribution of leptospirosis hotspots and to characterize demographical, ecological and socioeconomic conditions of high-risk counties for leptospirosis in China. During the period studied, leptospirosis incidence was geographically clustered with the highest rate observed in the south of the Province of Yunnan. The degree of spatial clustering decreased over time suggesting changes in local risk factors. However, we detected residual high-risk counties for leptospirosis including counties in the southwest, central, and southeast China. High-risk counties difered from low-risk counties in terms of its demographical, ecological and socioeconomic characteristics. In high-risk clusters, leptospirosis was predominantly observed on younger population, more males and farmers. Additionally, high-risk counties are characterized by larger rural and less developed areas, had less livestock density and crops production, and located at higher elevation with higher level of precipitation compare to low-risk counties.
