1. Attendance The current expected Maximum adult ticket sales for any event will be 19, 9 9 9 . Final attendance figures for each event day will be announced nearer the event. Provisions will be adjusted for expected attendance figures accordingly.

3. Main Stage Audience Viewing Capacity The available audience viewing area in front of the main stage has been calculated at a minimum of 7000m2, excluding all structures and sterile areas; this gives a capacity for that area of the arena of 17500 based on an average audience density of 0.4m2 per person across the viewing area. It is unlikely that all audience members would be at the main stage area at the same time.

4. Programming and event line up

The first wave of artists to be announced for this year’s Mighty Hoopla are , Bananarama, Liberty X, Jamelia, Samantha Mumba, Tove Lo + Club Night Bill, with more artists to be announced. The programming across the event is largely pop music focussed to create a fun, party atmosphere.

Cross The Tracks are yet to announce their artists but will be focussed on soul, jazz and funk with a mix of international, national and local talent. The programming will be aimed at a family-friendly audience.

5. Terms & Conditions 5.1. Age Policy The organisers will support the licensing objectives to create a safe event. A suitable Child Protection Policy will be in place for the events. This will be agreed on an annual basis with the Multi Agency Planning Group.

For 2019 events, age restrictions are as follows:

When the event is open to all ages for Cross The Tracks on Sunday 9th June, the following ticketing and entry conditions will apply:

• Children of all ages are permitted (subject to being accompanied by an adult as defined in the entry T&Cs below) • Babies and children under 10 do not need a ticket, so enter free of charge. • Children aged 10 and over require their own ticket charged at 50% of the adult ticket price. • The adult ticket price will apply from the age of 18.

All children and young persons up to and including the age of 17 must be accompanied by an adult over the age of 26. This MUST be the parent, legal guardian or nominated guardian of the young person. An adult over the age of 26 can accompany a maximum of 4 young persons.

5.2. Ticket T&C’s The following entrance and ticket purchase terms and conditions apply to Mighty Hoopla and are listed on the event website.

TERMS & CONDITIONS 1. These Terms & Conditions a. Mighty Hoopla Ltd (“we”) are the promoters and organisers of the Mighty Hoopla Festival (“the event”). b. The following terms and conditions are in place to ensure the safety and security of everyone at Mighty Hoopla. c. By purchasing a ticket or accepting a guest ticket for the event from any outlet and entering the event as a ticket holder or guest you are agreeing to these Terms & Conditions. d. We reserve the right to vary these Terms and Conditions from time to time. Any updates will be published on the Mighty Hoopla website and at the entrances to the event.

2. Age Policy a. Mighty Hoopla is an over-18’s event. b. Proof of age in the form of recognised photographic ID may be required on entry and in order to purchase alcohol. A challenge 25 policy will be in operation at the bars. c. Babes in arms are not permitted at the event.

3. Ticket Purchase a. Only tickets bought from authorised agents will be valid for entry – you can find a list of authorised agents on the Mighty Hoopla website. b. Tickets are non exchangeable, refundable or transferable. Re-sale or attempted re-sale is not allowed. Where there has been a breach of this condition (or breach of any other terms

and conditions), we reserve the right to cancel the tickets and refuse entry to the event without refund or compensation. c. Eight tickets maximum per transaction d. Tickets, wristbands or other forms of accreditation to the event remain the property of the event for security purposes, and may be recalled at any time. e. Ticket holder names must be provided at point of purchase. No name changes will be made after purchase f. Tickets may not be used as part of a promotion, competition, advertising, or be given away as part of a product or service package or for commercial gain. g. We are not liable for any tickets that have been lost or stolen. h. Those collecting tickets by box office collection should bring the card with which they have made their booking and their confirmation code, personal ID is also advisable. Where the person collecting is not the card holder a signed letter of authorization from the card holder is required along with the confirmation code of the booking and personal ID for those collecting. This signed letter of authorization should describe the individual who will be collecting the tickets and should contain the last 4 digits of the card used to make the booking. i. Where multiple tickets have been bought in one transaction, all members of the party must arrive at the same time.

4. Entrance Policy a. There is no re-admittance to the event – please make sure that you have everything you need to enjoy your day. b. The organisers reserve the right of refusal of admission, whereupon the ticket will be refunded. c. All ticket holders and guests must consent to a security search of persons, clothing, bags and any other items deemed necessary, as a condition of entry. Prohibited items (including those outlined in these terms & conditions as well as on the Mighty Hoopla website) will be confiscated and disposed of. No facilities exist to store prohibited items at the event entrance. d. The organisers retain the right to conduct further searches during the event should they have a reasonable suspicion that any of these conditions have been breached. e. Various items are prohibited at Mighty Hoopla to keep the event safe and to allow us to comply with the licensing objectives. A full list of prohibited items is available at the Mighty Hoopla website – however we draw your attention to the following categories: i. Food and Drink – You may not bring any food or drink (including alcohol) to the event with the exception of sealed bottles of water up to 1 litre in size. There is a full range of licensed bars and food outlets inside the event, and free drinking water points throughout the site. ii. Drugs / Controlled Substances – The law of the land applies to Mighty Hoopla as much as anywhere else – do not bring drugs to Victoria Park as they will almost certainly be found as you enter the event, you will be ejected and passed to the police iii. ‘Legal’ Highs / Nitrous Oxide etc– these categories of so-called ‘legal’ highs are specifically prohibited at Mighty Hoopla, as we recognise that they have the potential to be just as harmful as other controlled substances. This applies equally to any substance that can’t be identified by our security team. iv. Weapons – weapons, or anything that could be considered a weapon, is prohibited at the event. v. Animals – only registered assistance dogs are permitted at the event – please contact our access team to discuss your requirements before the event. vi. Bicycles – Mighty Hoopla encourages you to cycle to the event. No bikes, or other forms of transport, are permitted in the event site. Please only use designated bike parking facilities. vii. Valuable items – Mighty Hoopla is a busy event and it’s easy to misplace items while you’re having fun. We do not take any responsibility for items lost at the event and recommend that you avoid bringing valuable items to the event where possible. If you do lose something, visit our welfare tent on the day, or contact us through the website after the event.

viii. Dangerous items – the following are considered dangerous and are not permitted. Glass in any form, cans or metal containers, spray cans, gas cannisters or compressed gas in any container, fireworks, flares, smoke cannisters, chinese lanterns, camping stoves or cooking apparatus, explosives, firearms, knives or blades, replica weapons of any sort, large golf umbrellas, stools / camping sticks / chairs or other furniture, gazebos or parasols, sports equipment, flags and banners, megaphones, amplification equipment, klaxons, airhorns, large bags, hi-visibility tabards or similar. ix. Other prohibited items – please refer to our website or to signs at the event entrance for details of other items that are prohibited to keep the event safe and crime free. x. We reserve the right to prohibit any other item if in the reasonable opinion of the organisers it could constitute a risk to safety or security. f. If you are refused entry to the event, or have been previously ejected, you may not attempt to purchase another ticket or to otherwise gain entry

5. Safety and Security a. Any behaviour which puts your safety, or that of other attendees or event staff at risk will lead to ejection from the event. b. Specifically, we will not permit moshing, crowd surfing or climbing on event structures or existing park landscape. c. We will also not tolerate anti social or abusive behaviour to any one at the event. d. There is no refund in the case of an ejection from the event.

6. Filming, & Photography a. By buying a ticket for Mighty Hoopla the customer consents to photography / filming / recording by Mighty Hoopla, our partners, or those authorised to so by us, and for any such recording to be used in any media, throughout the world, for all time. b. There will be CCTV present at the event. Further details of the purpose of the scheme and how it is controlled will be shown at the entrances. c. There is no unauthorised filming, photography or recording permitted at the event. Please do not bring professional equipment to the event as it will be refused entry.

7. Trading & Commercial Activity a. Only those specifically authorised by Mighty Hoopla to undertake trading or commercial activity at the event may do so. b. It is prohibited to undertake marketing activity (such as flyering, postering or any other form of advertising in any media) at the event, or anywhere in Brockwell Park.

8. General Information a. Artists listed not in order of appearance b. The billed music and attractions line-up and times may be subject to change at any time without notice. c. Strobe lighting, lasers and smoke/ haze effects and other special effects may be used in some performances. d. Please consider that exposure to loud music can damage hearing. e. Smoking is not permitted in enclosed spaces at the event. f. Mighty Hoopla is an outdoor event. Please bring suitable clothing and footwear. No refunds will be given due to inclement weather. g. Mighty Hoopla will not accept responsibility for any damage or loss of personal items at the event. Please report any losses at the Welfare tent on site.

Event Control Room – Statement of Intent Brockwell Park 2019

1. Event Control Room (ECR) Overview During the event it is proposed that an ECR will operate onsite, details of the location will be shared once confirmed. The ECR will be led by the Event Control Room Manager.

The Event Control Room will be operational from 1 hour before gates open and 1 hour after gate close.

Within the ECR there will be a representative from the following people: • Specific site representatives Loudsound • Security contractor(s) • Event Medical Provider • Statutory authorities / Emergency Services • Relevant local authorities.

The ECR will have a designated Event Control Manager throughout the duration of the event, to focus on the operation of the event site/footprint and the co-ordination with the other agencies with regards to operations within the wider environs of the Site. The ECR Manager will also be responsible for the co-ordination of the represented organisations during the event and maintenance of the event log.

An event log will be maintained in the ECR where all occurrences and actions reported to the team will be noted along with the time.

2. Event Liaison Team (ELT) There will be regular meetings involving statutory Services, Event Security and Event Medical, to discuss the event and any other aspect that may affect the event or wider area. These meetings shall be minuted by the ECR Manager.

The responsible members of ELT and roles are as follows:

Event Control Room Manager (ECR Manager) The ECR Manager is the Event Director’s representative and is in communication with the Event Director; Event Manager; Head of Security and Site Manager. The ECR Manager will ensure that requests regarding the event infrastructure are recorded and appropriate action taken to ensure the rectification of any fault or issue. The ECR Manager is also responsible for the maintenance of the event log and coordinating the activities of the other ECR members as appropriate.

Police The police will assume their statutory role outside the site perimeter as well as supporting the event security and management with various functions within the site as required. The police representative in the ECR will be responsible for coordinating police actions including those of traffic police.

Medical Services Representatives from the Ambulance Service (Based off site) and the event medical provider, who will be present in the ECR, will control and co-ordinate the deployment of medical resources around the event, including responding to reports and evacuating casualties from the site.

London Fire Brigade The London Fire Brigade (LFB) will co-ordinate the response to any fire incident within the event site that cannot be managed by the on-site event fire providers. The ECR will deploy the on-site response

as appropriate and provide coordinated security and medical support if required. Where an LFB officer is not present then any requirement for LFB support will be via the 999 network.

Security Controllers Event Site security resources will be directed by the Head of Security via the controllers located in the ECR. The security company will have a lead controller to act as a specific liaison within the ECR to ensure immediate contact. Security liaison’s will liaise with medical controllers and other agencies to provide a swift and suitable response to reported incidents.

Local Authority The Local Authority will have representatives within the control room, on site or available to dial in to the Event Control Room should an ELT be called.

3. CCTV A full CCTV plan will be available at a later date.

4. Amber, Red or Major Incident In the event of an Amber, Red or Major incident occurring at the Event, it is recognised that the Event Liaison Team (ELT) will likely be formed from the responsible representatives including the emergency services.

The management of the event may also pass from the organiser to a suitable statutory authority (principally the Police). Under such circumstances, the handover of responsibility will be documented by the ECR Manager, who will then place all the resources available on site at the disposal of the statutory authority. During the period of the major incident, the ECR manager will act as the organisers liaison with the police or statutory authority within ECR.

Introduction

Mighty Hoopla is an 18+ LGBT pop music festival. The festival has taken place previously in Victoria Park in 2017 and in Brockwell Park in 2018 alongside Field Day festival. In 2019 Field Day festival will move to an alternative location; however Mighty Hoopla will continue to take place in Brockwell Park alongside Cross The Tracks festival taking place on Sunday 9th June

Age restrictions for the events are:

The Mighty Hoopla 8th June – No persons under 18 admitted

Cross The Tracks 9th June – No age restrictions, persons under the age of 18 must be accompanied by an adult over the age of 26.

Alcohol service is operational for the majority of the period that the event site is open to the public and will be managed and supervised by the Designated Premises Supervisor.

BP19_CVAP_jb_v.1.2 3 There will be no Lost Children protocols in place on Saturday the 8th June as the event is open to persons over the age of 18 only. The lost children and welfare operation will be based out of the Welfare facility, located at TBC.

Protection of Young Persons and Vulnerable Adults The policies for dealing with children and vulnerable adults are essentially the same; the objective of the policy is to ensure the physical and mental well-being, as far as is practical, of any children, or vulnerable adults who may require assistance whilst in the Brockwell Park event site.

Alcohol Policy Brockwell Park events will operate a ‘Challenge 25’ policy to ensure that alcohol is not sold, served or given to persons under the age of 18. It is a criminal offence for a person under 18 to buy, or attempt to buy alcohol; it is also an offence to knowingly purchase alcohol for consumption by a person under 18.

Bar service staff and event security staff are briefed to be especially vigilant for persons under 18 consuming or attempting to purchase alcohol and also for persons purchasing it on behalf of persons under 18. Any person found to be contravening this requirement will be ejected from the event.

Suitable Content There are no activities planned for Cross The Tracks which would be unsuitable for children or vulnerable adults.

Welfare Team An experienced welfare team, based at the Welfare Hub, will have the responsibility for managing lost and found children and vulnerable adults. Members of the welfare team with responsibility for children will have completed the enhanced CRB or DBS vetting process.

Procedure for Lost or Found Children If any staff find a child that is obviously lost, in distress or alone, Event Control should be informed so that the dedicated security team can collect the child. Where possible, staff members should try and have a colleague with them whilst dealing with the child; if this is not possible, Event Control should be informed of the circumstances.

If a child is reported as missing it is important for the parents or carers to be re-assured that action will be taken immediately to ensure they do not wander out of the event. Any lost child will be notified to the security and event teams immediately so that wherever possible, that child can be prevented from leaving the site.

All carers that report a child missing will be issued with the welfare office telephone number and reminded how important it is that they advise Welfare that they have found their child and the reason why it is important. Lost children staff will reinforce this message and stress the importance of notifying the event team if the child is no longer missing.

If any staff are informed by a carer that a missing child has been recovered it is vital that welfare or Event Control are informed and are passed the child’s details.

Working with Children

If you find a lost child: • Let ECR know, via the radio, with a general description, but do not give too many details & do not state the child’s full name (just their initials) • Wait with the child (AND a colleague) until the security team come to collect them from you (you may be asked to take the child to the welfare post if you are close by) • Chat to the child and reassure them that we will be able to find their parent/carer • Do not be overly physical, they may want to hold your hand, which is generally OK, but do not sit them on your knee or hug them • If the child tells you that something has happened to them make sure this is reported (via ECR, who will ask the police to meet you). Write down what they told you asap using the child’s own words.

If an adult reports they have lost a child: • Ask for a general description (gender, age, hair colour, clothing) & report this to ECR, along with where & when last seen. You may need to do this through your supervisor. • Ask the adult to go to the Welfare tent to make a full report.

If you see a child being hurt or something doesn’t seem right: • Speak to the adult & ask them to stop what they are doing • Report your concerns to the police via ECR (again write down the facts asap) • Don’t discuss these issues with people who don’t need to know the details or if you don’t know who they are

Remember: • Don’t do or say anything to a child that another person might think was ‘odd’ or unprofessional or where your actions may be mis-interpreted.

Working with Vulnerable Adults

If someone reports they have lost an adult who they believe to be vulnerable:-

• Ask for a general description (gender, age, hair colour, clothing) and why they believe them to be vulnerable & report this to ECR, along with where & when last seen. You may need to do this through your supervisor. • Ask the carer to go to the Welfare tent to make a full report, arrange for someone to escort them if necessary.

If you find a person who appears to be vulnerable:-

Part C Guidelines for Event Control Staff

The ECR manager is the main point of contact in ECR for all missing/found children & vulnerable adults (VA) (unless this is handed over to the police).

The ECR manager and Event Control team will communicate regularly with Welfare, who will deal with found children and the parents/carers of missing children & VA.

The reasons that make an adult vulnerable will affect the response to how they are managed. For example, a found child wouldn’t usually be left with the hospital staff (unless for specific treatment), but this may be appropriate for an adult if they are vulnerable because of alcohol or drug consumption.

Information regarding each missing child or adult will be passed to Security for them to pass the details onto their staff around the event. These details will also be passed to the police but this will not necessarily be dealt with as a missing person report immediately.

Security provide teams of staff, who are CRB or DBS checked, to take found children & VA to welfare.

Reminders of persons that are still missing will be passed out to all agencies at appropriate times. The timing/frequency of this will depend on how vulnerable the child is felt to be, which will depend on their age, time of day, if they are used to being on their own etc.

The ECR manager and the police will agree the time at which a missing child should start to be treated as a ‘missing person’ for the police to take the lead on looking for them.

Please note:

Welfare complete a separate record for each person found or reported missing to them these are kept securely and can be referred to later if necessary.

Welfare staff have their own protocol for how they actually work with found children, who are in their care, as well as how they take reports of missing children.

In order to encourage parents/carers to return to Welfare and advise them if their child has been found, a time will be agreed for them to return by. The carer reporting the lost child will sign to agree to this and be given a written copy for their records and they will be given a card with a contact number. If they don’t return to Welfare they can call the welfare team or notify event staff who will advise ECR that the child has been found, quoting the original description.

Security Overview

In lieu of the full Crowd Management Plan and deployment schedules that contain sensitive information which could leave the event vulnerable if made public, please find below an overview of the deployments planned for the various stages of the event.

BUILD & BREAK • Security will be deployed to control access to the site , and banks vehicles through open sections of the park to ensure the 5mph speed limit is adhered to. • Traffic management staff (CSAS) will control the slip-lane closure and guide HGVs in through the Herne Hill gate. • Night cover will patrol the area when the park is closed.

INGRESS • A deployment of security stewards will be positioned at Brixton Station, Windrush Square, the PC World / Halfords car park, the A204 / Brixton Water Lane junction and the park gate on Brixton Water Lane, to direct people along our designated arrival route and keep the crowds moving. • Additional stewards will be positioned outside Herne Hill Station and at the level crossings adjacent to the Herne Hill gate. • A response team of SIA security will be deployed to assist with any incidents reported by stewards between the event perimeter and transport hubs.

ENTRY GATES • A sequenced search procedure will be implemented to prevent prohibited items and substances from being brought into the site:

o The first layer will be an explosives dog sweeping the arrivals before they enter the queuing lanes. o This is followed by a robust screening of individuals based on 100% bag search (no large bags / backpacks permitted – this bag size policy will be communicated well in advance), 100% pat-down and profiled, random wanding. o The next step is the ticket exchange, where tickets will be scanned to prevent unauthorised access. o Finally, the attendees are funnelled past drugs dogs to expose any illegal substances that have not been surrendered by this point.

• A number of amnesty bins will be positioned throughout the area to give attendees multiple chances to dispose of any illegal substances. • If any individual is still found in possession or flagged by the drugs dogs, an in- depth search will take place in a screened-off area. • Stewards will be used to scan tickets, with all security personnel involved in the search being SIA licensed.

Date: 30/01/2019 Security Overview v1 Brockwell Park Events – Mighty Hoopla 2019 EVENT SECURITY • Inside the arena security will be on position at every emergency exit, every stage and performance area, and at key bar and trader locations. • Roaming teams of SIA security will be deployed throughout the arena as an active presence to respond to incidents where intervention is required. • Exterior patrol teams will monitor the exterior fence line to prevent unauthorised access, and direct attendees to the relevant entry gates. • Security will also be deployed at fixed positions to protect vulnerable assets, including the miniature railway. • Night cover will patrol the area when the park is closed.

EGRESS • On egress the bulk of the entry search teams will be re-deployed to bolster provisions along key egress routes; primarily the route to Brixton station. • A heavier deployment during the egress period will guide attendees along the designated routes to local transport hubs, and allow the crowds to be pulsed (temporarily held and released) in order to manage the arrival rate at stations with finite capacities. • Security management will be in direct communication with TFL’s controller and the station managers to pre-empt any incidents that may result in the egressing crowds being held or re-routed. • Dedicated egress response teams will be on patrol, and called to any incident where intervention is required. • The park will be closed to the public by peak egress. To avoid attendees wandering unsupervised in dark areas of the park, fence lines will be erected to channel people along paths to the park gates on Brixton Water Lane and at the Herne Hill corner.
