S6M-00278 Michael Matheson: Addressing the Climate Emergency—That the Parliament agrees that addressing the twin climate and biodiversity crises remains a critical priority; recognises that the Scottish Government will continue to deliver action to support a green recovery from the COVID-19 pandemic, ensuring a just transition to net zero and a climate-resilient Scotland; agrees that this must be a shared and national endeavour by all sectors of the economy and society as a whole, and commits to working together, as Scotland prepares to welcome the world to Glasgow for COP26 and beyond, to restore nature and become a net zero nation.

*S6M-00262 John Mason: Proven or Not Proven—That the Parliament notes the debate around the current three verdict system in Scotland, and the suggestion that this has led to low conviction levels and confusion for jurors; acknowledges that the campaign to remove the "not proven" verdict from the Scottish legal system; suggests that within the debate surrounding the review of the three verdict system, the option of "proven" and "not proven" as the two available verdicts should be included; understands that a study conducted by the Open University of lawyers in Scotland found preference for "proven" and "not proven," as opposed to "guilty" and "not guilty"; considers that in a court of law it is the purpose of the Crown to prove the case or not, and further considers that having the two options being "proven" and "not proven" is a more honest description of what is happening in a court of law.

*S6M-00258 Kenneth Gibson: The Syrian Civil War – 10 Years of Misery—That the Parliament acknowledges with sorrow the 10th anniversary of the start of the Syrian civil war, which began when pro-democracy protests in the southern city of Deraa in 2011, inspired by uprisings in neighbouring countries, were reportedly ruthlessly and murderously suppressed by Syrian Government forces; understands that the conflict grew into a many-sided one, involving numerous foreign powers, with tragic consequences for Syria’s people; is aware that the Syrian Observatory for Human Rights reportedly documented the deaths of 387,118 people by December 2020, the majority of whom it understands were innocent civilians, often barbarously slain by a bewildering array of ordnance, including barrel bombs and chemical weapons; considers that the documented death toll does not include the estimated 205,300 people who are missing, have disappeared and are presumed dead, with many believed to have perished following torture in state-run prisons; believes that what it considers to be the unelected Syrian President’s forces are responsible for the vast majority of casualties; further understands that more than 2.1 million civilians have reportedly suffered conflict-related injuries or permanent disabilities, rape and trauma, while more than half of Syria’s pre-war population of 22 million has been forced to flee their homes; further considers that much of Syria’s rich cultural heritage has also been destroyed, including the ancient city of Palmyra, which was reportedly partially blown up by so-called Islamic State militants; backs a total ceasefire to prevent the further loss of human life, and to allow externally displaced people and refugees to return to their homes and rebuild a shattered country with much of its infrastructure gone along with a reported 70% of its economy; expresses its sympathy to everyone affected by this protracted conflict, and calls on the international community to prioritise ending this brutal, tragic and ongoing conflict. Progress of Legislation

A list of all Bills in progress can be accessed via the website at: https://www.parliament.scot/bills-and-laws/bills

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is four sitting days before the meeting at which those amendments will be considered (e.g. Wednesday for a meeting on Tuesday); at Stage 3 it is five days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for each Stage, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.

European Charter of Local Self-Government (Incorporation) (Scotland) Bill (M) Passed, 23 March 2021 The Bill has been referred to the Supreme Court under section 33 of the Scotland Act 1998 by the Attorney General and the Advocate General for Scotland.

UK Withdrawal from the European Union (Legal Continuity) (Scotland) Bill (G) Passed, 21 March 2018 Following a reference under section 33 of the Scotland Act 1998 by the Attorney General and the Advocate General for Scotland, the Supreme Court has ruled that some provisions of the Bill are outwith the legislative competence of the Scottish Parliament. The Bill cannot be submitted for Royal Assent in its unamended form.

United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Bill (G) Passed, 16 March 2021 The Bill has been referred to the Supreme Court under section 33 of the Scotland Act 1998 by the Attorney General and the Advocate General for Scotland.
