by Carl Pugliese A delay in processing the Illinois Guaranteed Loan Program applications has caused a slight increase in the number. of students who have applied for emergency loans this semester, a financial aids of ficial said recently. Herb Brooks-, director of Veteran Services, said there has been a steady stream of Eastern students applying for emergency loans this semester. Brooks said about 700 loans have been granted to students this year in comparison to about 630 last year during the period fromAugust to November. Brooks, who approves and screens all emergency loan applications, said a delay in sending IGLP funds to students has been a "contributing" factor in the increase of emergency loan applications. Financial Aids Counselor Elmer Pullen said the IGLP loan proces$ing has been delayed due to a com puter change-over on Sept. 16 in the IGLP's Deer field office.
