Safety Policy and Procedures
Sons of the American Revolution Color Guard Safety Policy and Procedures Purpose The purpose of this document is to establish standardized Safety Policy and Procedures for the National Society, Sons of the American Revolution to be adopted by the National, State and Chapter Color Guards to promote uniformity for multi-state events and to facilitate the acquisition of liability insurance coverage for the Color Guard. State Societies may in their discretion adopt more stringent standards if desirable or required by the laws of their state. Policies A. Insurance: 1. All chapter and/or state societies that have compatriots firing weapons shall have a liability insurance policy that covers events at which Black Powder is fired. 2. All liability insurance policies obtained by a Chapter or State shall name the respective State Society and National Society as additional insureds. B. Training: 1. Before carrying a weapon at an SAR event, all compatriots will be trained in the safe handling of that weapon even if they are not firing. 2. Any compatriot who will be firing shall be additionally trained in the safe operation and firing of their firearm. 3. The recognized standards for training shall be (1) the National Park Service Manual of Instruction for the Safe Use of Reproduction Flintlock Rifles & Muskets in Interpretive Demonstrations (1/21/2010), (2) the NRA NMLRA Basic Muzzle Loading Shooting Course or (3) an equivalent training course taught by an instructor who has been certified by the appropriate State Color Guard Commander. If the color guardsman receives training from an outside source such as the NRA or NPS, the State Color Guard Commander or his designee will examine the color guardsman for familiarity with SAR uses of a firelock and provide additional training as necessary. -

HOW TO LOAD COWBOY FAST DRAW CARTRIDGES By: Cal Eilrich a.k.a. Quick Cal, Executive Director CFDA Revised: November 27th, 2016 In 2007, we began researching various methods used to load Cowboy Fast Draw Cartridges for CFDA Titled Championship events. Everyone seemed to have their own formula. Some loaded them by hand and some loaded them on progressive loading presses. We found a wide variety of results, some even within the same tournament in which there was found 300+ (fps) variations in velocities. This meant that championships could have been decided because of ammunition variations of as much as 2 hundredths of a second (.020), which is a huge amount of time in Cowboy Fast Draw. We simply had to do better. In reality there will always be some variations in velocities even in factory live ammunition, at 15 – 20 fps. Bullseye shooters use techniques such as matched brass, matched bullets and a trickle powder charge to get it tighter than that. We also have to keep in mind that wax bullets, due to density variances, can never be manufactured and sized as exact as lead or jacketed bullets can be. After extensive testing, we have found that it is possible to reduce the velocity variances to around 30 – 40 fps, which only amounts to a few thousandths of a second. This is true with both CFD Cartridges and Shotgun Primer Loads. This article is about addressing, not only various components, but also loading techniques, and the best equipment used to load them. • Brass • Brass is the first step in producing consistent cartridges, make sure that you tumble them thoroughly, before removing the primers. -

BLAKISTON’S SON & CO. 1012 WALNUT STREET 1920 Printed in Great Britain INTRODUCTION It is a generation since a dictionary of explosives has been published, and, in the meantime, many new explosives have been introduced. It is hoped, therefore, that this small volume, giving concise information about these special materials, may prove useful to those who have to deal with them. In Cundill and Thomson’s “ Dictionary of Explosives,” issued in 1895, there arc many entries of the names of inventors and of mixtures which had been proposed but have never been used commercially, nor are likely to be. As modem explosives were then in their infancy, it was no doubt wise to insert all the available information whether it appeared to be important or not; but now it seems to me better to restrict the scope of the dictionary so as to keep its size within moderate limits. Practically only explosives with special or proprietary names are therefore dealt with here. For information concerning chemical substances, such as the nitro-toluenes and other nitro-compounds, reference should be made to the text-books on explosives and chemistry. A few words may, however, be said here about the nitro- celluloses. These are made by treating cellulose with a mix ture of nitric and sulphuric acids, and then purifying the product by washing it thoroughly with hot water. The variety of cellulose most used for this purpose is cotton, and the product obtained from it is frequently called nitrocotton, three special varieties of which are collodion cotton, pyro- collodion and guncotton (q. -

Rifles Part I. Muzzles, Muskets & Minié Balls Loading a Flintlock Rifle For the first part of the nineteenth century, professional armies fought with the same smooth- bore flintlock muskets as their fathers and grandfathers. It generally takes an experienced soldier between twenty and thirty seconds to properly load a flintlock musket. First, the user has to unseal his pre-measured cartridge of gunpowder, which is usually contained in a paper or linen packet which is bitten open. (Because of the salty nature of gunpowder, this builds up a terrible thirst over the course of a battle, making potable water an essential part of any armed conflict.) Once the gunpowder is poured into the muzzle, the shooter inserts the lead ball, which is encased in a lubricated bit of cloth called “wadding.” Pulling the ramrod from its forestock slot, the shooter tamps the ball home, ensuring firm contact with the propellant charge. The ramrod is then returned to the forestock—unless a panicked soldier leaves it inside the barrel, to be fired along with the bullet! To fire the musket, the hammer is pulled to half-cock. A small pinch of gunpowder is placed in the “priming pan” located on the right side of the musket. The pan is closed to secure the primer, which brings a metal flange called the “frizzen” into striking position in front of the hammer. The hammer is fully cocked, the musket is aimed, and the trigger is pulled. The hammer dashes the flint against the frizzen, simultaneously creating a spark and pushing open the pan to expose the primer. -

Agenda Item County of Hanover Board Meeting: September 27, 2017 Subject: Public Hearing - Ordinance 17-09: Rifle Hunting of Deer At the request of Community Development Committee Chairman Davis, staff researched the Summary of potential of allowing rifle hunting of deer in Hanover County. The current Hanover County Agenda Item: Code provision limits rifle hunting of deer to the use of muzzle-loading rifles during the special muzzle-loading deer season and during the general firearms deer season. Rifle hunting of other game is, however, allowed Code provisions of other localities governing rifles and rifle hunting were reviewed and found to be very diverse. However, a common element for most localities that allow rifle hunting of deer is that the caliber must larger than .22 and an elevated stand must be used. Chairman Davis invited Officer David Hennaman of the Virginia Department of Game and Inland Fisheries to address the Committee. Officer Hennaman noted statewide statistics over the last ten years pertaining to deer hunting. A total of 188 incidents of hunters hit by rifle or shotgun fire – 150 shotguns and 38 rifles. He discussed the provision of surrounding jurisdictions that allow rifle hunting of deer and noted that the majority of counties in Virginia allow it. He offer that rifle hunting is safer than shotgun hunting based on the statistics. The Sheriff’s Office was consulted and offered for consideration that if rifle hunting for deer is to be allowed, a rifle of .23 caliber or larger be use from an elevated stand at least ten feet above the ground.
