    FORKTAIL 6 (1991): 43-65 The Relict Gull Larusrelictus in China and elsewhere DANIEL G. DUFF, DAVID N. BAKEWELL and MARTIN D. WilLIAMS Since the last review a decade ago of the Relict Gull Larus relictus, some new specimens have been discovered, observations made and photographic records identified. All the known localities for the species are now summarised. Historically, before the validity of the species was established in 1970, the majority of specimens and sight records seem to have been attributed to Brown-headed Gull L. brunnicephalus. Five breeding sites are now known. The first indications are that the non-breeding range lies at more northerly latitudes than hitherto surmised. The species seems to replace Brown-headed Gull through much of Mongolia, Nei Mongol autonomous region and neighbouring territories, but shows features suggesting close relationship with Great Black-headed Gull L. ichthY{1£tus. On 24 April 1929 K. G. Soderbom collected a specimen of an unusual hooded gull at Tsondol on the Edsin Gol (river) in Inner Mongolia, China. The resulting controversy surrounding this bird is well summarised by Kitson (1980); the specimen was initially described as a race of Mediterranean Gull Larus melanocephalus relictus (LOnnberg 1931), and subsequently as an aberrant Brown-headed Gull L. brnnnicephalus (Dement'yev and Gladkov 1969) or as a Brown-headed X Great Black-headed L. ichthyaetus hybrid (Vaurie 1962). The Relict Gull Larus relictuswas eventually confirmed as a valid species in 1970 (Auezov 1971, Stubbe and Bolod 1971, ll'ichyev and Zubakin 1988) following the discovery of two breeding colonies in the U.S.S.R Only five breeding sites have so far been located and the wintering grounds remain largely undiscovered.

Imanbekova Almaty Technological University, Kazakhstan Abstract This article is devoted to some theoretical, methodological and practical aspects of sustainable eco-tourism. In the theoretical part of the paper it is noted that in the CIS the term “sustainable tourism” is rarely used and the more common term “Ecotourism” is most familiar. This article analyses the similarities and differences between them as well as other close and related “isms” within the meaning of the definitions: “Moral tourism”, “Nature tourism”, “Green tourism”, “Responsible Tourism”. According to the authors, “Sustainable Tourism” is not a kind of tourism. The characteristics of the listed types of tourism all have certain indicators associated with sustainable tourism. From this perspective, we can talk about eco-tourism as a pillar of sustainable tourism. In the practical part of the paper the authors give a general characterization of tourism in Kazakhstan. It analyses the problems encountered in the formation and development of ecological tourism. Based on a comprehensive analysis it concludes that tourism in Kazakhstan is not developed nor is there the political will to adopt a common organizational approach to the development of sustainable eco-tourism. In the methodological part of the paper, the authors develop the most important aspect – the “life cycle of the tourism product”, particularly its sustainability. The authors demonstrate its features, allocate life cycle stages and discuss the causes and factors contributing to the rate of aging of the product.

    Disaster relief emergency fund (DREF) Kyrgyzstan: Floods and mudflows DREF operation n° MDRKG008 GLIDE n° FL-2012-000043-KGZ 4th May 2012 The International Federation of Red Cross and Red Crescent (IFRC) Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross and Red Crescent emergency response. The DREF is a vital part of the International Federation’s disaster response system and increases the ability of National Societies to respond to disasters. CHF 110,430 has been allocated from the IFRC’s Disaster Relief Emergency Fund (DREF) to support the National Society in delivering immediate assistance to some 1,001 families (approximately 5,005 beneficiaries). Unearmarked funds to repay DREF are encouraged. Summary: Kyrgyzstan experienced the harshest winter with unusually low temperatures, heavy snowfalls throughout 2011 and 2012 and high precipitation, which exceeded the annual average by 2 – 2,5 times according to the Hydro Meteo Service of Kyrgyzstan. Snow melting and heavy rains caused mudflows and flash floods across Kyrgyzstan. Food stocks, home properties, livelihoods and Kulundu village of Leilek district, Batken oblast. Photo made by RCSK infrastructure have been heavily damaged. Series of mudflows occurred on the territory of Naryn, Osh, Jalalabad and Batken regions including remote districts throughout April. The most destructive flash floods were in Osh, Batken and Jalalbad during the period of April 23 to April 29, 2012. According to the Ministry of Emergency Situations a total of more than 2,300 households were affected in Osh, Batken, Jalalabad and Naryn1.
