Presidentas Message / 2012/2013 oí the SLLA could be considered as a quiet period. However the new Council started its work just a month after the last annual general meeting. Several of its programmes & projects needed much time to organize & fínalize. As the annual report shows most of the programmes started only in March, 2013. As is usual this year too, the educational work tops the list of SLLA activíties & achievements. My thanks to the Education Offícer, Ms Swarana Jayathilake & her team for the enthusiastic work. Resigning of the Treasurer and Publication Officer in the mlddle of the term due to their personal commitments caused some amount of anxiety, but without delay Ms Jayanthi Weeratunga and Ms Damayatnthi Jayasundara accepted the invítations to be the Treasurer and Publication Officer respectively and I am grateful to both of them on behalf of the SLLA. Groups and Committees too stepped on to their work. Out of which Mentor & Cluster concept created by the former President is commended hereby and as the Mentor of Cluster 2, we were able to organize a workshop for its members namely the Librarians in Govt., School & Local Govt. Sector. Librarians from all corners of the ¡stand participated at the seminar and it was a success. i am grateful to the organizing committee, participants, resource persons, Councilors and the staff for their assistance. With pleasure I wish to highlight the second opportunity we received through the OPA to send our budget proposals to the Treasury. I was invited by the President/OPA together with other member Association for a pre discussion of our proposals, so as to keep our proposals on par with the (poiicy of the government) five concepts of Mahinda-Chintana. I suggested that the SLLA should go with Knowledge Hub concept. It was agreed. On this occasion too, Mr. Amarásiri-lmmediate Past President assrsted me to further improve our previous proposals. Finally the proposals were submitted to the government. Ultimately as the President I participated in the discusSions together with other representative of the OPA. Immediately before the discussion I was able to handover a very short letter requesting HE the President on "The Development of Library Service & the Systematic Development of Library Profession in the Country". Recently on a directive of HE the President the Secretary to the Treasury called SLLA for a discussion. At this point the SLLA extended this invitation to the other institutions which has relations with the SLLA; namely the NLDSB, Kelaniya Campus & NI LIS to particípate at the discussions. Treasury Head lead the discussion together with other Officials of the Govt. Sector;, namely Department of Management Services, Combined Services División, Salaries & Cadre Review Commission, Establishment División etc. This discussion was held in early March. This followed a further discussion with the Salaries & Cadre Review Commission and recently with the División of Combined Services. We are hopeful of the eradication of Govt. & Local Govt. Librarians anomalies & promotions in near future. The Secretary to the Treasury requested the SLLA to submit a report to before the next Budget on "How Library Service in the country could help the State requirements or the nation? Is it aimed in the developmental activíties of the country? Is it only for social development or else to help the general 3 Sri Lanka Libra ry Association: Annual Report and Auditors' Report 2012-2013 pubiíc to suppiement their day to day needs on information? As the President, I see this as a great leap towards development of Libra ry Service. NIUS started its MLS & MIM courses recentiy and this opened doors to the SLLA Associates with severa! years experience to broaden their professionai qualifications. Prior to this the SLLA had discussion with the Chairman of the Board on several common matters retated to iibrarians in State sector viz: Losses, grading of librarles, conservation & preservaron methods etc. SLLA stepped on to more social activities this year by organizing a New Year party held at the Air Forcé Grounds and also for the first time formed a cricket team & played five limited- over's- matches joined with IMP & other associations. Players were very happy about this venture. It is with pleasure I mention that Dr Ruwan Gamage has been selected by the IFLA to particípate at the conference scheduied to be held in August in Singapore.
