02. Presidentas Message

/ 2012/2013 oí the SLLA could be considered as a quiet period. However the new Council started its work just a month after the last annual general meeting. Several of its programmes & projects needed much time to organize & fínalize. As the annual report shows most of the programmes started only in March, 2013.

As is usual this year too, the educational work tops the list of SLLA activíties & achievements. My thanks to the Education Offícer, Ms Swarana Jayathilake & her team for the enthusiastic work.

Resigning of the Treasurer and Publication Officer in the mlddle of the term due to their personal commitments caused some amount of anxiety, but without delay Ms Jayanthi Weeratunga and Ms Damayatnthi Jayasundara accepted the invítations to be the Treasurer and Publication Officer respectively and I am grateful to both of them on behalf of the SLLA.

Groups and Committees too stepped on to their work. Out of which Mentor & Cluster concept created by the former President is commended hereby and as the Mentor of Cluster 2, we were able to organize a workshop for its members namely the Librarians in Govt., School & Local Govt. Sector. Librarians from all corners of the ¡stand participated at the seminar and it was a success. i am grateful to the organizing committee, participants, resource persons, Councilors and the staff for their assistance.

With pleasure I wish to highlight the second opportunity we received through the OPA to send our budget proposals to the Treasury. I was invited by the President/OPA together with other member Association for a pre discussion of our proposals, so as to keep our proposals on par with the (poiicy of the government) five concepts of Mahinda-Chintana. I suggested that the SLLA should go with Knowledge Hub concept. It was agreed. On this occasion too, Mr. Amarásiri-lmmediate Past President assrsted me to further improve our previous proposals. Finally the proposals were submitted to the government. Ultimately as the President I participated in the discusSions together with other representative of the OPA. Immediately before the discussion I was able to handover a very short letter requesting HE the President on "The Development of Library Service & the Systematic Development of Library Profession in the Country". Recently on a directive of HE the President the Secretary to the Treasury called SLLA for a discussion. At this point the SLLA extended this invitation to the other institutions which has relations with the SLLA; namely the NLDSB, Kelaniya Campus & NI LIS to particípate at the discussions. Treasury Head lead the discussion together with other Officials of the Govt. Sector;, namely Department of Management Services, Combined Services División, Salaries & Cadre Review Commission, Establishment División etc. This discussion was held in early March. This followed a further discussion with the Salaries & Cadre Review Commission and recently with the División of Combined Services. We are hopeful of the eradication of Govt. & Local Govt. Librarians anomalies & promotions in near future. The Secretary to the Treasury requested the SLLA to submit a report to before the next Budget on "How Library Service in the country could help the State requirements or the nation? Is it aimed in the developmental activíties of the country? pubiíc to suppiement their day to day needs on information? As the President, I see this as a great leap towards development of Libra ry Service.

NIUS started its MLS & MIM courses recentiy and this opened doors to the SLLA Associates with severa! years experience to broaden their professionai qualifications.

Prior to this the SLLA had discussion with the Chairman of the Board on several common matters retated to iibrarians in State sector viz: Losses, grading of librarles, conservation & preservaron methods etc.

SLLA stepped on to more social activities this year by organizing a New Year party held at the Air Forcé Grounds and also for the first time formed a cricket team & played five limited- over's- matches joined with IMP & other associations. Players were very happy about this venture.

It is with pleasure I mention that Dr Ruwan Gamage has been selected by the IFLA to particípate at the conference scheduied to be held in August in Singapore.

NACLIS, the National Conference on Library & Information Science which is due to be held on 27th June is progressing with hard working Dr Ruwan Gamage & his team.

There are yet two or more events to be taken place in near future, may be in July or August as there is hardly any timé to spent on them.

While thanking the President - Elect,Ms Shivanthi Weerasinghe and other councilors my special thanks go to the Immediate Past President Mr Upali Amarasiri for advice and assistance given to me during this period.

03. Secretary's Report

The Annual Report for the period covering 22nd June 2012 to 28* June 2013 inclusive is presented to members with a record of activities carried out by the Sri Lanka Library Association. This year some Groups and Committees have not come forward with organizing activities pertaining to their subject fields. But a fair number of activities were carried out jointly with other institutions on many issues.

Two office bearers - Ms. G.M.de Silva our Treasurer and Ms. Kumari Wickramasinghe our Publication Officer resigned due to personal reasons during this year. SLLA would have suffered a bad drawback had not Ms. Jayanthi Weeratunga and Ms. Damayanthi Jayasundara stepped in time, offering their Services.

Two vacancies occurred in the Executive Committee. Prof. Piyadasa Ranasinghe and Dr. Ms. Wathmanei Seneviratne declined their appointments as Nominated Members again for personal reasons. Prof. Russell Bowden and Ms. Daya Ratnayake were nominated for the vacant posts.

Among the office staff members too, there occurred two resignations. Ms. Shanthi de Alwis, the Administrative Secretary tendered resignation at the end of year 2012 after 33 years of Service. After her emoluments were satisfactorily concluded, the Councii decided to re-employ her on contract basis renewable annually with a remuneration package of Rs. 29,000/- sans other benefits from l stof January, 2013.

Ms. Shashika Madhubhashini de Silva resigned her post as Office Assistant suddenly to take appointment with The Standard Chartered bank. Ms. W.J.K.V. Udeesha Sewwandi has been employed as Office Assistant on casual basis to cover up Ms. Shashika's work.

The annual increments of Ms. Edna Malkanthi de Silva and Ms. Pradeepika de Silva have been granted, and, as permanent staff members, an incentive payment of a month's basic salary at New year in April, 2013 was accorded as had been done in the previous years.

SLLA has contlnued to extend the Service period of Ms. Lakshika Dissanayake recruited as Casual Office Assistant on account of her useful contribution to the work in connection with the SLLA Education Programme till December 2013.

Mr. M.P. Gamini J aya rama is the new Office Aide of the SLLA. He is also employed on casual basis. Apart from his routine work he makes a marked contribution in attending to minor Service problems of the computers and the photocopier with wilingness.

I take this opportunity to thank all Councii Members, Executive Committee Members, Representatives and Members of SLLA Profesional Groups, Convenors and Members of SLLA Regular Commlttees, the General Membership - especially my colleagues - for the advice, cooperation and encouragement unreservedly extended to me.

It is with deep gratitude I mention here the support extended to me generously by Ms. Kumari Wickramasinghe from July 2011 to the time of her resignation and Ms. Damayanthi Gunasekera from February, 2013 to date in the recording of Minutes of the Councils and Executive Committees being aware of my disability to take down notes on account of a nerve problem.

I wish to extend my sincere and grateful thanks to the SLLA office staff - Ms. Shanthi de Alwis, Ms. Edna Malkanthi de Silva, Ms. Pradeepika de Silva, Ms. W.J. K. V. Udeesha Sewwandi, Ms. Lakshika Harshani Dissanayake, Mr. Gamini Jayarama for their hard work and continuous support given to me and the Councii during this tenure of my office too. Ms. Edna Malkanthi and Ms. Lakshika Dissanayake helped to prepare the cover page and the invitation card. I appreciate their helpfulness. This being my final year as an office bearer of the SLLA, I wish all of the office staff and the the best of luck in all their future endeavors.

04. Treasurer's Report

The finandal year of the Sri Lanka Library Association (SLLA) was closed on 31st March 2013. The SJMS Associates, Chartered Accountant has audited the Statements for the financia! activities and Cash Statements in accordance with the Sri Lanka Accounting Standards for the Small & Medium- Sized Entities.

The net income for the year was Rs.1,701,707/- which was a 44% decrease compared to the previous year figure Rs.3,936,549/-. The main reason to this was the decrease in the number of students that registered for the DEPLIS. Dué to the same reason the income generated through Examinations and Course Fees were also less. ,

Association had to pay the Gratuity of Rs.442,525/- for two staff members who resigned this year and also paid compensation of Rs.381,700/- for one member.

During the period the addition to the fixed assets was Rs. 744,216/- which also íncluded the cost of the Professional Cloaks (Rs.554,150/-).

The administration expenses for the year was Rs.4,470,180/- whereas in the previous year it was Rs.3,968,400/-. This was due to the inflation.

Based on the Financial Statement it was noted that there had been a decrease in the income as weli as an increase in the expenditure.

07. Membership The membership of the SLLA as at 15th June 2013 is recorded as 411. This total membership consists of 266 Corporate Members (Associates) and 145 Non Corporate Members. There were 25 appiications for Associateship, one appiicant did not come for the interview and 23 were approved by the Council at its last Meeting. The selected candidates will be awarded Associateship at this 53“* Annual General Meeting.

08. Meetings During the period under discussion (from July, 2012 to June, 2013) there were eight regular Council Meetings. The current year began with a special meeting of Sénior Council Members invited by the President for a preliminary discussion to lay out a plan of action.

The Executive Committee held six meetings during the year.

09. Highiights During 2012 /2013

• 23"* August, 2012 President-OPA, Archt. Plnr. LT.Kiringoda by a letter ajddressed to Presidents of all Member Associations of the OPA, had informed of the Pre-Budget meeting convened by HE the President on 23rd August, 2012 at the Temple Trees to discuss proposals of the professional community.

Mr. Kiringoda has requested the President, SLLA to attend or nomínate one representative of the SLLA to attend the meeting with OPA delegation and to send our suggestions or particípate with SLLA suggestíons in the discussions prior to the Pre-Budget meeting. SLLA President participated at the Pre-Budget meeting with SLLA suggestíons.

• 13* and 14* September, 2012 Ms. Kumari Wickramasinghe - Publicaron Officer, SLLA attended a workshop on "Empowerment of Staff of Libraries and Information Centers for National Development" and submitted a report at the request of the SLLA. This workshop was organized and conducted by the Sri Lanka Foundation Institute (SLFI) on 13* and 14* September, 2012.

• 08.11.2012 The National Library and Documentation Services Board and the Sri Lanka Library Association jointly conducted a seminar on Legal Deposit Law on 08.11.2012

• 2nd January, 2013 Mr. John Hicock, a US Academic librarían and a member of the Executive board of the International Relations Roundtable of American Library Association, on a visit to Sri Lanka informed via e-mail that he was interested in leaming about libraries in our country. A group of SLLA Council members organized to meet him on the 2nd January, 2013.

• 22nd February, 2013 On 22nd February, 2013 an IT introductory lecture on "Library Automation D a/7 was given at the SLLA auditorium by Mr. Harsha Balasooriya inrtiated by the SLLA as a platform for presenting a discussion on library automation product and ideas.

• 04* March, 2013

The famiiy of late Ms. Vijita de Silva a founder member of the Sri Lanka Library Association has requested to introduce a research award in memory of her. The objectives of the award are to encourage and recognize research in the library and information Science (LIS) field in Sri Lanka and thereby improve the Sri Lankan LIS sector.

The famiiy would provide the required funds (Rs. 500,000) for this purpose to the SLLA to be deposited in a bank acceptable to the famiiy and the SLLA and shouid use the annual interest earned to provide the annual research award (approximately Rs. 50,000) to the best LIS research project of the previous year undertaken in the LIS field.

The award shouid be named Ms. Vijita de Silva Award and shouid be awarded annuaily at the SLLA -AGM. MOU relevant to the award has been signed by the President and the famiiy of Ms. Vijita de Silva and the award will be awarded at the SLLA AGM in 2014.

l l th March, 2013 A presentation by eminent Scientific Writer in Sri Lanka Mr Nalaka Gunawardana on "Librarians' role of the Internet era: from a Scientific Writer/Researcheris eye", was a specíal lecture for Library Professionals of Sri Lanka heid at the National Institute of Library & Information Science (NILIS) Auditorium, University of Colombo on l l th March, 2013. About 50 Library Professionals, LIS students from the Department of Library & Information Science, University of Kelaniya and NILIS participated. The Lecture was a result of a coilaboration of the IT Committee and Special Library Group of the Sri Lanka Library Association (SLLA) and the National Institute of Library and Information Science (NILIS) as an initiative of their monthly invited lecture series - 2013. This was co-ordinated by Mr. J. Amaraweera and Mr. Preethi Liyanage.

• 21* March, 2013 A seminar on "Library as the centre of knowledge," organized by Government Libraries, School Libraries and Public Libraries Groups (Cluster 02) as a joint event, was held at the Auditorium of the National Library and Documentation Services Board (NLDSB) on 21* March, 2013, co-ordinated by Ms. D.I.D. Andradi, President, SLLA as Mentor of Cluster 2.

• 27th April, 2013 Ms. B.A.I. Kolonne Convenor of the Social Services Committee organized the Bak Maha Uieia to celébrate the Sinhala New Year - an event revived after about 10 years. The winners of competitions were given prizes. Following ¡s the report sent by the Convener.

4 > The SLLA President, Ms. D.I.D.Andradi sent a letter to the Minister of Educational Services protesting the appointment of the Director General of the NLSDB.

SLLA was informed regarding the appointment of an officer from the Education Department to the post of Director General. SLLA wrote a letter of protest. President SLLA informed the Hon. Minister spoke to her saying that it is only a temporary appointment, and SLlA forwarded a copy of our protest to the NLDSB Board Meeting. As result of our efforts tne appointment was canceiled.

Reports from Groups / Committees

• School / Public / Government Librarles Groups - Cluster 2

A seminar on "Library as the centre of knowledge," organized by Government Libraries / Public Libraries / School Libraries Groups (Cluster 02) as a joint venture, was held at the Auditorium of the National Library and Documentation Services Board (NLDSB) on 21** March, 2013, coordinated by Ms. D.I.D. Andradi, President, SLLA.

A detailed joint report with photographs of the event was forwarded by Ms. H.P. Rohinie W. Hettiarachchi (Convener, Government Libraries Group), Ms. Varuni Gangabodaarachchi, (Convener, Public Libraries Group) and Ms. Amara Pathirana, (Convener, School Libraries Group), to the SLLA. The organizing committee comprised of Ms. Sewwandi Jayasinghe, Ms. Jayantha Chandralatha, Ms. Urika Munasinghe, Ms. Yanika Nandasena, Mr. Sugath Gunathilaka, Ms. Yamuna Geeganagamage and Mr. Sujeeewa Thewahettige.

The objectives of this seminar were: (a) to create a dialogue between information resource personnel and practicing US professionals. Resource persons were Professor Piyadasa Ranasinghe, former Head of the Department of Library and Information Science, University of Kelaniya, Mr. Harrison Perera, former Líbrarian of , Dr. Ruwan Gamage, Sénior Lecturer of NILLIS, University of Colombo, and Mrs. Daya Ratnayake, Former President of the Central Province Library Services Board.

The Chief Guest was the Hon. Minister of Education Services, Mr. . The other invited guests were Mrs. Kanthi Perera, Secretary to the Ministry of Education Services, Prof. Somaratna Balasooriya, Chairman of NLDSB, Mr. Tikiri Gunathiiaka, Head of the Department of Library and Information Science, University of Kelaniya. Ms.Shivanthi Weeerasinghe (President Elect) and Ms. Swarna Jayatiiiake (Education Officer) and several other Council Members attended.

Around 80 participants from Government, Public and Schooi Libraries participated from various parts of the country incíudingthe Northern and Eastern provinces.

A special souvenir pubiished on the theme by the Ciuster was presented to the Hon. Minister by Ms. Andradi, President of the SLLA. This souvenir carnes brief detaiis of many libraries in a number of subject fields among Agriculture, Defense, Education, Foreign Affairs, Health, Irrigation, Labour, Law, Museum, Public, Schooi and Technical Colleges in the Government sector.

Ms. Andradi, President of the SLLA delivered the welcome address. The key lecture on "Library as the Centre of Knowledge" was delivered by Mr. Harrison Perera. Ms. Daya Ratnayake delivered a lecture on "Future of the Library and Information Science of Sri Lanka". The lecture on "Building Professional Ethics and Public Relations" was delivered. by Professor Piyadasa Ranasinghe. Dr. Ruwan Gamage conducted a lecture on "Empowering the Librarians through Research Culture."

^Final session of the seminar was open for discussion. Some librarians posed their professional problems to the President and the Council Members present. Participants were appreciative and conveyed their thanks to the SLLA and to the co-ordinators.

Vote of thanks was delivered by Ms. Varuni Gangabodaarachchi, Chief Librarían, Colombo Public Library, Convener of the Public Libraries' Group.

• NACUS 2013 Committee

The theme of the 10* National Conference on Library & Information Sciences (NACLIS 2013) is "New Technology, New Trends, New Ideas: Modifying the Library with the User in Mind" organised by the SLLA - LIS/NACLIS Group with Co-ordinator, Dr. Ruwan Gamage assisted by the LIS/NACLIS Group members. t NACLIS 2013 will be held on 27th June, 2013 at the Sambuddhatwa Jayanthi Mandiraya, Colombo 05. Over 20 papers have been proposed either to be presented or as posters. Also, around 10 outstanding projects carried out by schooi and public librarles have been iúentified for a special project called 'Research Incubator'. This is a new programme incorporating public and schooi librarians in scientific research. These 10 librarians will be introduced to 10 mentors, and an equal number of research works are expected to be presented by contributing to the póster session with introductions to their projects.

A discussion will also be held using 'unconference' Model.This is an informal discussion forum where all those who attend become contributors. This will be marked as a pioneer unconference in Sri Lanka in Library & Information Sciences.

• Report from the Publications Officer

Newsletter Ms. Kumari Wickramasinghe as Publication Officer brought out the Quarterly Bulletín of the SLLA Newsletter Vol.28 - Issues 1 & 2 combined in December 2012.

Ms. Damayanthi Jayasundara, the present Publication Officer has printed the last two issues (Nos.3 & 4 ) combined to be distributed to the members at the AGM.

Sri Lanka Library Review The Publication Committee has focused on publishing articles based on research, and an equal number of research works are expected to be presented and also articles with general interest in the US field to update the knowledge of Members. Sri Lanka Library Review will be ready at the AGM.

New enrolments for the Diploma in Library Science Leve!-1 Course- 2013

The Ceremonial Inauguraron of the DIPLIS level I course in all three languages was held at the OPA auditorium on 29* of April 2013. The office bearers including the Presidenta General Secretary, President Elect, Education Officer, Assistant Education Officer and Lecturers participated in introducing educational programmes of the SLLA. There were 256 new entrants for the current year in all three médiums in all centers.

The EO welcomed all the participants and presented the progréss of the educational activities that are done at the Association, benefit of the following Diploma course and job opportunities available currently etc.. The education officer presented a slide show to give an idea of the SLLA activities during past years.

The president of the SLLA addressed the gathering revealing what is SLLA and its recognition. Mr. R.D.AnandaTissa, Mrs. Hiruni Kanchana and Mrs. Samanthi shared their ideas on subjects matters related to Classification, IT and Cataloguing. The event was successfully conducted and participation was 100%. All lecturers who participated to the inauguration addressed the gathering and emphasized importance of improving knowledge on other languages, English and Tamil as a library professional. Ciasses for the year were commenced on 21rt April 2013.

DEPLIS level III examination was held on 23rd and 24 of March at Lumbini Vidyala. Results will be released in August 2013. Level III -2013/14 course commenced in June 16* 2013 in Colombo, and Jaffna. Course in Batticaloa also will commence in July 2013.

Revisión Seminars and Workshops Number of Workshops and Revisión Seminars were held successfuliy for the benefit of students of SLLA as follows. DIPUS Level-1 Revisión seminar was held on 19th January 2013 at the NLDSB in three médiums and Workshops for ievei -1 distance students was held on 17th & 18th of November 2012.

DIPUS le v e l-ll Fuil day Revisión seminar was held on the 25* August 2012 for all students of ali centres at NLDSB. DIPUS Level -III Fuil day revisión seminar was held on the 9 * March 2013 for all students of all centres at NLDSB and four work shops for Distance Course Students in Colombo.

> Alternation of entry qualifications 2013 Recruitment policy adopted by the government was considered and accordingly entry qualifications were changed as Degree or AL in three subjects and OL in six subjects at not more than two sittings with 2 credit passes for language and mathematics including simple pass in English. A credit pass at OL for English language is required to follow English médium course. The Issue of entry qualifications to follow the DIPLIS Course was discussed. It was felt that the entry qualification to follow DIPLIS Leve! 1 , should be Advanced Level and not Ordinary Level examination to upgrade the quality of the SLLA DIPUS Course.

A sub committee comprising of the President, President Elect, Education Officer, Assistant Education Officer, Ms.Sumana Jayasuriya and Ms. Daya Ratnayake discussed on this matter and forwarded recommendations to the Council.

• Outstandíng money raised by CILIP-GIG to help'Hikkaduwa Public Ubrary through SLLA Mr. Graham Monk, as Chair of Government Information Group (GIG) of the Chartered Institute of Library and Information Professionals (CILIP) in the UK; providing a brief overview of the CILIP GIG project and its present situation has offered to dónate approximately 2500 Pounds Steriing.

The proposal of Mr. Graham Monk was approved by the Council held on 18.01.2013 and appointed Mr. Upali Amarasiri and Ms. Varuni Gangabodaarachchi (two Council members who were associated with the project) to co-ordinate. SLLA informed Mr. Monk that it will use the funds to improve the Hikkaduwa Public Library in consultatíon with the library and Hikkaduwa Urban Council with the approval of the co-ordinators and the SLLA Council.

• Workshops on Library Advocacy and Policy Development - Reportad by Dr. Ms.Premila Gamage, Librarían, Institute of Policy Studies (IPS) of Sri Lanka This programme is a series of workshops to train iibrary association leaders and professionals on library advocacy & policy development.

The inaugural workshop of the seríes was conducted in Colombo in 2009 with the intention of training LIS leaders, especially public librarians, educators and activists to gain the requisite skiils in policy development and implementation; including developing government relations platforms, monitoring government proposals, effective advocacy campaigns and public relations.

A workshop was held in Jaffna Public Library Auditorium with the support of the Jaffna Municipal Council on 27-28 April, 2012.

In addition to the above workshop two more workshops were conducted in Trincomalee Kulakotan Conference Hall, with the support of Assistant Commissioner of Local Government/s Office, Trincomalee from 13-14 July, 2012 and in Kantale 20 Sri Lanka Library Association: Annuaí Report and Auditors' Report 2012-2013

Pradesheeya Sabha building with the support of Kantale Pradesheeya Sabha from 18- 19 March, 2013 respectively.

Follow-up workshop on Library Advocacy and Policy Development was conducted in Tissamaharama Children's Library with the support of Tissamaharama Pradesheeya Sabha from 17 -18 May, 2013.

Since its inauguraron, SLLA conducted workshops in Baduila, Kurunegala, Polonnaruwa, Matara and Rathnapura, but was unable to conduct the workshops in North and Eastern provinces due to socio-political conflicts in the country at the time. However SLLA managed to conduct workshops in Jaffna, Trincomalee and Kantale in 2012 and 2013.

The workshops were fully supported by the Action for Development through Librarles Programme (ALP) of International Federation of Library Associations and Institutions (IFLA) with financial support from SIDA. In addition to ALP/SIDA funding, the workshop was also supported by the National Library and Documentation Services Board (NLDSB), Municipal Councils and Pradeshiya Sabhas in the respective areas. Therefore SLLA was not only able to increase the number of partícipants but also expand the number of workshops from five to ten.

On behalf of the SLLA, the workshops were managed and co-ordinated by Prof. Piyadasa Ranasinghe, then President of the SLLA and Dr Premila Gamage, Librarían, Institute of Policy Studies (IPS) of Sri Lanka. Mr. P.B. Gallaba, Mr. J. Amaraweera, Mr. U. Alahakoon, Ms. Janaki Fernando, Ms. K. Kamalambikai, Dr Premila Gamage and Prof. Ranasinghe contributed as resource persons for these workshops. Mrs Indranie Ponnamperuma, the SLLA secretary attended the final workshop in Tissamaharama.

The workshops, which were the first of its kind in Sri Lanka, had trained nearly 300 participants including librarians, policy-makers, and administrators. The outcome of training workshops are already visible. Some of the members of the Pradeshiya Sabha in Jaffna, in Tissamaharama and Community Development Officers in Kurunegala are engaged in organizing similar workshops in their provinces. Moreover, some of the librarians, even though in a small scale, have already implemented the advocacy action plans that they developed at workshops.

SLLA is thankful to the various Local Government institutions that has supported these events from the beginning.

• A Conference attendance grant by the Stitching IFLA Foundation to support 10 colieagues to attend IFLA World Library and Information Congress in Singapore was announced. The successful candidates are to receive support in the form of Congress registraron and a subsidy towards travel, accommodation and additional expenses for a máximum total of EUR 3,000. Additional expenses to be covered by other sponsorship or by candidates themselves.

Members of the National Library Associations and whose applications containing CV, motivation of the professional benefit of attending the Conference are supportéd by that Association in the form of a letter. Several sénior members appiied for this grant, and SLLA is happy to observe that Or. Ruwan Gamage has been selected.

• Council nominated Mr. P.B.Gallaba as a contestant to Chair of the IFLA Committee on Freedom of Access to Information and Freedom of Expression (FAIFE) for the two year term commencing immediately following the IFLA World Library and Information Congress - 2013

• Council nominated Ms. H.P.S.Damayanthi Gunasekera as a contestant to Chair of the IFLA Committee on Copyright and other Legal Matters (CLM)) for the two year term commencing immediately following the IFLA World Library and Information Congress - 2013.

■ OPA invited the SLLA to IPM six-a-side softball Cricket Carnival for the members of the OPA (organized by Young Members Forum). The l rt Match was played at Shalika Grounds at Narahenpita on 5 * May, 2013. SLLA team comprised of Mr. Preethi Liyanage - (Captain) / Mr. Sugath Gunathilake - (Vice Captain) / Dr. Ruwan Gamage / Mr. Mahindanath Amarasiri / Mr. Tharanga Ranasinghe / Ms. Pradeepa Silva / Ms. Kumari Wickramasinghe (Reserve) / Mr. Lionel Amarakoon (Reserve) / Mr. Nirmitha Perera (Reserve)

• OPA has organized "OPA Talent show" on 20* June 2013 for Members of Member Associations with the objective of creating a platform to present the aesthetic talents of members of Professional Associations affiliated to the OPA. The Young Professionals and Social Events Committee is organizing a concert where the performance could be in the areas of vocals, musíc, short dramas, mime acts etc., of five minutes" duration to be held at the Bishop's College Auditorium.

SLLA has selected Mr.R.D. Ananda Tissa and Mr. Preethi Liyanage to organize some ítem on our behalf.

• The Ministry of External Affairs through Secretary, Ministry of Education has sent a letter "Fellowship for Research and Advance Training (FRAT) 2013" informing the SAARC/IPA/SDC/Trg.Progs/2012 dated 22nd November 2012., requesting at least one but more than three nominations from each Members States for this Training Programme. Ms. Sewwandi Jaytasinghe'

14. Abolition of Ufe Membership

Life membership of the SLLA was requested by three Corporate Members namely Ms. S.S.M.Nanayakkara, Mr. M.C.Ponnamperuma and Ms. Indranie Ponnamperuma in October, 2012. An issue was made out of these requests as the President expressed that life membership has been abolished from year 2004.

The Council that met on 29th November, 2012 appointed a five member committee headed by Prof. Jayasiri Lankage to inquíre into the aboiishing of life membership.

After this committee report and further deliberations at subsequent Council meetings, the Council that met on 17th June 2013 decided to revive the life membership by presenting a resolution to the membership at the ÁGM.

15. SLLA Office Staff The SLLA office staff comprises: Ms. Shanthi de Alwis - Administrative Secretan/ - re-employed on contract basis from l.1.2013 Ms. Edna Malkanthi de Silva - Sénior Accounts Assistant (Permanent staff) Ms. J.S. Annual increments for the two permanent staff members were given for the year covered, cost of living allowances for 2012/2013 and an incentive extra payment of one month's basic salary in April 2012 for the Sinhala New Year. Ms. Pradeepika de Silva was given a salary increase and placed on a new salary scale.

16. SLLA Library The professional library of the SLLA ¡s still housed at the National Library premises and opens only two days a week (i.e. on Thursdays and Saturdays) from 8.30 a.m. to 4.30 p.m.

17. Bereavements Prof. (W.B) Wijeratna Banda Dorakumbura The funeral of Prof. W. B. Dorakumbura took place at the Kandy Public cemetery on Sunday, 28th October, 2012. He was residing at Kuda Ratwatte Road, Kandy at the time.

Born in 1932, Prof. Dorakumbura was President of the Sri Lanka Library Assodation in the 1970's, Lecturer in Library Science conducted by the Sri Lanka Library Assodation, Member of the Board of Directors of the Bandaranayaka Centre for International Studies, Vice Chancellor and Chief Librarían of the Sri Jayawardanapura University and Former High Commissioner to Pakistán from Sri Lanka and pioneered the Sri Lanka National Library and Documentation Services Board.

18. Resignations

Ms. Gayathri Maheshika de Silva who was appointed Treasurer at the AGM for the year 2012/2013 on 22.06.2012 has tendered notice of resignation due to personal reasons with from 2nd November, 2012 via e-mail stating that she had not been in good health and was not able to attend two meetings (Council & Executive Committee) ñor had been able to visit the SLLA office for Treasurerís duties, and that she believes this situation would have created difficulties at the SLLA office.

Dr. Ms. Wathmanel Seneviratne, tendered her resignation from the Executive Committee as Nominated Member stating difficulty of attending meetings.

Prof. Piyadasa Ranasinghe tendered his resignation from the Executive Committee as Nominated Member as he intended going abroad.

Ms. Kumari Wickramasingha - Publication Officer resigned in January 2013 stating

The Administrative Secretary of the SLLA, Ms. Shanthi de Alwis tendered resignation to take effect from 31rt December, 2012 after a Service period of 33 years with the SLLA. She was paid all her dues - EPF/ETF and Gratuity. The Council of the SLLA that met on 18th january, decided to re-employ her to the same post on post-retirement contract strictly on a temporary basis with effect from 1* January, 2013 for a period of one year, renewable annually for a monthly remuneration of Rs. 29,000/=.

19. Appointments to Councii / Executive Committee vacancies

Ms. Jayanthi Weeratunga, Librarían, National Science Foundation, was appointed as Treasurer to fiii the vacancy created by the resignation og ms. 6.M . de Silva from December, 2012.

Prof. Russell Bowden was appointed to the Executive Committee as Nominated Member for the vacancy created by Prof. Piyadasa Ranasinghe.

Ms. Daya Rathnayake was appointed to the Executive Committee as Nominated Member for the vacancy created by Dr. Ms. Wathmanel Seneviratne.

Ms. Damayanthi Jayasundara was appointed as Pubiication Officer to fill the vacancy created by the resignation of Ms. Kumari Wickramasingha.

Ms. Jayanthi Weeratunga, Librarían, National Science Foundation (NSF) accepted the post of Treasurer vacated by Ms. Maheshika de Silva.
