  • The House Freedom Caucus: Extreme Faction Influence in the U.S
The House Freedom Caucus: Extreme Faction Influence in the U.S. Congress Andrew J. Clarke∗ Lafayette College Abstract While political observers frequently attribute influence to ideological factions, politi- cal scientists have paid relatively little attention to the emergence of highly organized, extreme, sub-party institutions. In the first systematic analysis of the House Free- dom Caucus, I argue that non-centrist factions embolden lawmakers to push back against their political party by offsetting leadership resources with faction support. As a result, extreme blocs in the House of Representatives can more effectively dis- tort the party brand. To test these claims, I analyze the impact of Freedom Caucus affiliation on changes in legislative behavior and member-to-member donation pat- terns. I find that Republican lawmakers become (1) more obstructionist and (2) less reliant on party leadership donations after joining the conservative faction. These findings suggest that Freedom Caucus institutions empower lawmakers to more ag- gressively anchor the Republican Conference to conservative policy positions by off- setting the informational and financial deficits imposed by party leaders. ∗Assistant Professor, Department of Government & Law. [email protected], http://www. andrewjclarke.net 0 In 2015, the highly organized and deeply secretive House Freedom Caucus formed in the U.S. Congress. Journalists credited the faction with overthrowing the Speaker of the House, hand-packing his successor, and pushing the House Republican Conference to adopt an increasingly extreme and aggressive posture with the Obama administration — all within a year. Shortly after, Republicans won unified control of the federal government, and the Freedom Caucus quickly reasserted its role a major player in legislative affairs.

August 2, 2018 The Honorable Henry Kerner Special Counsel Office of Special Counsel 1730 M Street, N.W. Suite 218 Washington, D.C. 20036-4505 Re: Violation of the Hatch Act by Alyssa Farah Dear Mr. Kerner: Citizens for Responsibility and Ethics in Washington (“CREW”) respectfully requests that the Office of Special Counsel (“OSC”) investigate whether Press Secretary for Vice President Mike Pence, Alyssa Farah, violated the Hatch Act by using her official social media account to tweet messages that included President Trump’s campaign slogan “MAGA” (Make America Great Again). These tweets were directed toward the success or failure of Donald J. Trump, a candidate in a partisan race. By tweeting these posts on a Twitter account that refers to her official position, Ms. Farah likely engaged in political activity prohibited by law. Factual Background Ms. Farah was appointed Press Secretary to the Vice President in September 2017 following her role as a top adviser to the House Freedom Caucus.1 As Press Secretary, Ms. Farah serves as the Vice President’s primary spokesperson.2 Shortly after joining the Trump Administration, Ms. Farah began using the official Twitter handle @VPPressSec. @VPPressSec Twitter Account There is little doubt that the @VPPressSec Twitter account is used by Ms. Farah for official government purposes. According to her Twitter page, the handle was created in January 2017, when Donald Trump began serving as the 45th President of the United States.3 The account profile states that Ms. Farah’s account, @VPPressSec, is the “Official Account of Press Secretary for @VP Mike Pence. • 1 Hearing Before the House Committee On
HEARING BEFORE THE HOUSE COMMITTEE ON OVERSIGHT AND REFORM FEBRUARY 6, 2019 TESTIMONY OF WALTER M. SHAUB, JR. FORMER DIRECTOR, U.S. OFFICE OF GOVERNMENT ETHICS SENIOR ADVISOR, CITIZENS FOR RESPONSIBILITY AND ETHICS IN WASHINGTON Chairman Cummings, Ranking Member Jordan, and members of the Committee, thank you for the invitation to appear before the committee to talk about the framework for government ethics in the executive branch and the reforms proposed in H.R. 1, the For the People Act. I applaud the members of this committee and other members of Congress for putting together this thoughtful piece of legislation and moving it quickly into the legislative process. This is an important bill that proposes necessary reforms to restore government integrity. Before leaving government in July 2017, I served as Director of the Office of Government Ethics (“OGE”). I spent almost 14 years of my life working for OGE, having come up through the ranks as a career public servant. In that time, I worked closely with the Bush, Obama and Trump White Houses. Between my time at OGE and my work related to federal employment law, I have devoted my entire professional career to government ethics and the merit systems principles. I have first-hand experience implementing government ethics reforms and am intimately familiar with the limitations of the existing executive branch ethics program. Based on this experience, I know how urgently the ethics program needs reform. I am here today to endorse H.R. 1 and offer a few suggestions for refining it. First, I would like to tell you about the program OGE administers and the ethics crisis in the executive branch.
