Disaster, both natural and man-made, generally results in loss of life and propefi. Although Indian Rai|ways have a well-equipped system to tackle all minor/major accidents and need to have a well laid-down plan to be implemented. As per Railway Board guidelin6s, now Zonal Disaster Management Plan is being published in two parts. This VIIth revised edition of Divisional Disaster Management Plan incorporated important sections of Disaster Management Act 2005 and guidelines issued by National Disaster Management Authority, Role of different departments at the time of disaster ln the division, data bank and rail road map of Bhopal division etc. The revised action plan and data-bank will be very useful to tackle any disaster in the Divisional Railway network. COMMERCIAL DEPARTMENT ROLE OF COMMERCIAL DEPARTMENT On receipt of information of serious accident the following measure will be taken :- 1. DCM/ACM will proceed to Commercial Control in DRM office . 2. Sr.DCM/DCM will proceed to accident site alongwith DCMI & 5 TC adequate CCI porters and labours. 3. An Emergency Cell will be opened at BPL, ET, BIN & HBJ stations for information of passengers. 4. DCM/ACM will ensure proper catering arrangements. 5. SM will attend BPL station and will be overall incharge of Emergency cell at station along with Dy.SS (Comml) 6. ACM will proceed to accident site with staff by road with additional vehicle. DUTIES OF OFFICERS IN CONTROL OFFICE DURING ACCIDENT:- • On receipt of message from Control, DCM/ACM will immediately reach control office along with 2 CCI and will take position. • DCM/ACM would collect the following information from emergency control accident site. a) Time and place accident from emergency control at site/ operating HQ. b) Details of causalities-dead/injured and safe passengers from operating/emergency control at site information of train composition, No. of passengers traveling in train, No. of passengers in affected train/coaches, No. of TTE available in train. c) Details of special being run to accident site or from accident site to destination and official accompanying the special tains. d) Details of rescue operations and assistance being rendered to affected passengers. e) Telephone & fax number of the accident site. f) Information collected from site should relived to all emergency offices/enquiry offices with opened at stations. g) Maintain log of events, name of officers, deputed in hospital. • CCI in control will arrange to procure four copies of reservation charts of the concerned in case of passenger train from CCM(PM) Office and chart will be kept one each BPL PRS centre. • Commercial Control will inform Sectional CCI & CCIs of adjoining section to reach at site of accident. • CPS, CBS, CGS & CTI will be sent to site of accident to assist the passengers i.e. send the passengers involved in accident to Hospitals and shifting of passengers etc. They will be give details of such passengers to the Control Office. • List of Doctors, Hospitals and local authorities will be obtained from the concerned railway staff of the adjoining station. • In case of accident of Goods trains transport will be arranged along with labour for transshipment for which order will be given to sectional CMI and other supervisor staff available at site. • List of injured persons category-wise will be obtained from site of accident and accordingly ex-gratia payment will be given. Such list will be conveyed to Divisional Control office. List of injured persons will be given by the CCI at site hospital wise where they have been admitted. CCI at site3 will arrange Tea etc. Disaster Management Plan VIIth Edition Part-II Bhopal Division • DCM and Commercial Controller will ensure feeding of information regarding passenger name etc. to website in consultation with DSTE/Tele. THE EMERGENCY CELL WILL PERFORM FOLLOWING DUTIES DURING ACCIDENT:- • An emergency office should be opened immediately at BPL, HBJ, BIN &, ET • SM will be incharge of Emergency office, Emergency office should be manned by with CTI, 1 Hd.TC on duty in each shift. • Section CCI's should be available in the emergency office. Sectional CCI willl arrange available of refreshment material at site of brakdown. • The emergency cell will gather all information regarding accident from control and other locations well a accident site through phone. • A register should be maintained for information with time and date. • One Notice Board outside SM office displaying details of injured/dead as well as safe passengers alongwith list of affected/unaffected coach nos. should be made available. • Chart of affected and unaffected passengers should be readily available for conveying information next of kin/family of injured/dead passengers. Emergency Dot/Railway phone should be made available . • Adequate TTEs should proceed to accident site immediately alongwith special train. • Adequate Coolies should proceed to accident site immediately alongwith special train. • Adequate Safaiwalas should proceed to accident site immediately alongwith special train. • CBS, CGS, CPS will remain available at accident site along with adequate money for ex-gratia payment to injured passengers. MANAGEMENT OF THE ACCIDENT SITE:- THE DUTIES OF OFFICERS AT ACCIDENT SITE WILL BE AS UNDER:- Sr.DCM:- On receipt of information of serious accident Sr.DCM/DCM will proceed to accident site alongwith ACM and 2 TC. Sr.DCM/DCM will be overall in charge at the accident site. All the Commercial Officers and staff at the accident site will work under him. He will also co-ordinate with all other departments. The following action will be taken under guidance of Sr.DCM/DCM. Step-1 Arrangements will be made to provide alternate mode of conveyance to standard passengers. Step-2 Arrangements will be made to provide refund as per rules. Step-3 Arrangements will be made for making ex-gratia payments to passengers. Step-4 Arrangements will be made for filling up of claim forms by passengers. ACM will proceed in special train with catering arrangements. He will perform the following duties:- • The requirement of catering facility will be assessed. • The CCI of nearby station will be asked to arrange the availability of refreshment material at site of breakdown. • As per requirement the divisional catering team will collect sufficient readymade eatable material along with manpower i.e.

Having grown up in the San Joaquin Valley, I am honored to join UC Davis Children's Hospital's team and contribute to the well-being of our community's children. Clinical Interests Dr. Aghamohammadi has always had a passion for education, she enjoys teaching principles of medicine, pediatrics, and critical care to medical students, residents, and nurses alike. Her clinical interests include standardization of practice in the PICU through the use of protocols. Her team has successfully implemented a sedation and analgesia protocol in the PICU, and she helped develop the high-flow nasal cannula protocol for bronchiolitis. Additionally, she has been involved in the development of pediatric pain order sets and is part of a multi-disciplinary team to address acute and chronic pain in pediatric patients. Research/Academic Interests Dr. Aghamohammadi has been passionate about Physician Health and Well-being and heads the Wellness Committee for the Department of Pediatrics. Additionally, she is a part of the Department Wellness Champions for the UC Davis Health System and has given presentations on the importance of Physician Wellness. Objective: To assess the satisfaction of people living with HIV/AIDS with services provided at anti retroviral therapy Centre Hamidia Hospital Bhopal. Material and Methods: A hospital based cross-sectional study was undertaken from August 2008 to July 2009 on all the registered people living with HIV/AIDS (PLWHA) following antiretroviral treatment at Hamidia Hospital Bhopal. Data was collected and by using pre-designed & pre-tested questionnaire and analyzed using Epi-info version 3.5.3. Results: For most of the questions regarding satisfaction on the care services of the center, participants responded positively (excellent & good).The overall mean satisfaction score was “Excellent”. Conclusion: The services of the Center were rated positively (Excellent and above).The hospital management should work to strengthen the clinic services by helping the ART clinic staff to involve patients in the treatment process and recognize their opinions on follow up.

Introduction On December 3, 1984, forty tons' of deadly methyl isocyanate gas escaped from a Union Carbide plant and spread over the city of Bhopal, India.2 As many as 2,100 people died soon after the gas leak and approximately 200,000 suffered injuries, 3 making it the worst in- dustrial disaster to date.4 As of December 1990, the official death toll reached 3,828. 5 The legal community immediately became in- volved, filing the first suit against Union Carbide Corporation (UCC) in the United States four days after the disaster.6 Eventually, injured parties filed 145 lawsuits for damages against UCC in the United 7 States, and 6,500 against Union Carbide India, Ltd.

    Measles and Rubella Campaign 2019 Dear Parents / Guardians, Greetings from Sanskaar! This has reference to our earlier circular, dated 28th February 2019 As a part of the Government initiative to eliminate Measles and Rubella from India by 2020, the MR Vaccination Camp was organized at The Sanskaar Valley School campus on 19th of January, 2019 and we thank our parent community for their cooperation in making this drive a success. However, there are still some children who missed that opportunity and thus have remained unvaccinated. Please understand that it is a national eradication programme and hence, the Government is aiming at 100% coverage and has made it mandatory for all children aged 9 months till 15 years to get the MR (Measles and Rubella) vaccination done, irrespective of their previous vaccination status with Measles or MMR vaccination. The MR Vaccination facility has been made available by the Government at select locations in Bhopal till 15th of March, as per the list attached below. After every vaccination, each child will be handed over a vaccination certificate as a proof. We request the parents to avail this opportunity and get their children vaccinated, with the MR vaccine, in any one of these specified institutes, if they have not been vaccinated till date. We would also ask you to obtain their vaccination certificate, the photocopy of which must be submitted to the respective Class Teacher on the school reopening day, 11th March 2019. We request the parents to submit only the photocopy with the Student's Name, ID, Class and Section clearly written on it and please keep the original certificate safely at home; the Health Authorities may cross check / verify / collect data, in future.

Cambridge, Massachusetts, USA Presented At The Institution of Chemical Engineers Conference On Preventing Major Chemical Accidents London, England May 1988 ABSTRACT The investigation of large-magnitude incidents is fraught with difficulties and the process of establishing the primary cause of an incident often requires an understanding of human nature in addition to the necessary technical and engineering skills. The salient non-technical features that are common to the investigation of large-magnitude events are discussed in general. The investigation of the Bhopal disaster is discussed as a specific case study in light of these salient features. The results of the overall investigation are discussed and it is demonstrated that the commonly-held view that water-washing of a certain header caused the disaster is physically impossible. Evidence is presented which indicates that direct water entry into the methyl isocyanate storage tank was the likely initiating cause of the Bhopal disaster. I. INTRODUCTION In the aftermath of a major accident or incident in the chemical industry, it is common practice to ascertain the cause of the event through an investigation. If the magnitude of the incident is very large in terms of its impact on people, property, or the environment, it is not uncommon to assemble several teams of investigators to seek the cause of the incident independently. In the United States, a large-magnitude event may be investigated by the company that owns the facility, the insurance group that provides the liability coverage, federal investigators (e.g., OSHA, EPA), and state and local regulatory agencies.
