humanities Article Soviet Central Asia and the Preservation of History Craig Benjamin Frederik J Meijer Honors College, Grand Valley State University, Allendale, MI 49401, USA; [email protected] Received: 23 May 2018; Accepted: 9 July 2018; Published: 20 July 2018 Abstract: Central Asia has one of the deepest and richest histories of any region on the planet. First settled some 6500 years ago by oasis-based farming communities, the deserts, steppe and mountains of Central Asia were subsequently home to many pastoral nomadic confederations, and also to large scale complex societies such as the Oxus Civilization and the Parthian and Kushan Empires. Central Asia also functioned as the major hub for trans-Eurasian trade and exchange networks during three distinct Silk Roads eras. Throughout much of the second millennium of the Common Era, then under the control of a succession of Turkic and Persian Islamic dynasties, already impressive trading cities such as Bukhara and Samarkand were further adorned with superb madrassas and mosques. Many of these suffered destruction at the hands of the Mongols in the 13th century, but Timur and his Timurid successors rebuilt the cities and added numerous impressive buildings during the late-14th and early-15th centuries. Further superb buildings were added to these cities by the Shaybanids during the 16th century, yet thereafter neglect by subsequent rulers, and the drying up of Silk Roads trade, meant that, by the mid-18th century when expansive Tsarist Russia began to incorporate these regions into its empire, many of the great pre- and post-Islamic buildings of Central Asia had fallen into ruin. -

In 1993, a young American mountain climber named Greg Mortenson stumbled into a tiny village high in Pakistan’s beautiful and desperately poor Karakoram Himalaya region. Ill, exhausted, and depressed after a failed attempt to scale the summit of K2, Mortenson regained his strength and his will to live thanks to the generosity of the people of the village of Korphe. Before he left, Mortenson made a vow that would profoundly change both the villagers’ lives and his own—that he would return and build them a school. The book traces how Mortenson kept this promise (and many more) in the high country of Pakistan and Afghanistan. Mortenson was up against considerable odds. Not only is the region remote and dangerous, it is also a notorious breeding ground for Al Qaeda and Taliban terrorists. In the course of his work, Mortenson was kidnapped and threatened with death; he endured local rivalries, deep misunderstandings, jealousy, and corruption, not to mention treacherous roads and epic weather. What kept him going was his passionate belief that balanced, nonextremist education, for boys and girls alike, is the most effective way to combat the violent intolerance that breeds terrorism. To date, Mortenson’s Central Asia Institute has constructed fiftyfive schools, and the work goes on. Mortenson initially approached Karakoram as a climber and he never lost the mountaineer’s appreciation for the region’s austere beauty and incredible physical challenges. -

BAKER III INSTITUTE FOR PUBLIC POLICY RICE UNIVERSITY – APRIL 1998 CENTRAL ASIA: CONFRONTING INDEPENDENCE Introduction After the euphoria of gaining independence settles down, the elites of each new sovereign country inevitably stumble upon the challenges of building a viable state. The inexperienced governments soon venture into unfamiliar territory when they have to formulate foreign policy or when they try to forge beneficial economic ties with foreign investors. What often proves especially difficult is the process of redefining the new country's relationship with its old colonial ruler or federation partners. In addition to these often-encountered hurdles, the newly independent states of Central Asia-- Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan-- have faced a host of particular challenges. Some of these emanate from the Soviet legacy, others--from the ethnic and social fabric of each individual polity. Yet another group stems from the peculiarities of intra- regional dynamics. Finally, the fledgling states have been struggling to step out of their traditional isolation and build relations with states outside of their neighborhood. This paper seeks to offer an overview of all the challenges that the Central Asian countries have confronted in the process of consolidating their sovereignty. The Soviet Legacy and the Ensuing Internal Challenges What best distinguishes the birth of the Central Asian states from that of any other sovereign country is the incredible weakness of pro-independence movements throughout the region. -

CHAPTER FOUR EASTERN CENTRAL ASIA KASHGAR TO KHOTAN I. INTRODUCTION The early history of Central Asia is gleaned primarily from three major sources: the Chinese historical writings, usually governmental records or the diaries of the Bud dhist pilgrims; documents written in Kharosthl-an Indian script also adopted by the Kushans-(and some in an Iranian dialect using technical terms in Sanskrit and Prakrit) that reveal aspects of the local life; and later Muslim, Arab, Persian, and Turkish writings. 1 From these is painstakingly emerging a tentative history that pro vides a framework, admittedly still fragmentary, for beginning to understand this vital area and prime player between China, India, and the West during the period from the 1st to 5th century A.D. Previously, we have encountered the Hsiung-nu, particularly the northern branch, who dominated eastern Central Asia during much of the Han period (206 B.C.-220 A.D.), and the Yiieh-chih, a branch of which migrated from Kansu to northwest India and formed the powerful and influential Kushan empire of ca. lst-3rd century A.D. By ca. mid-3rd century the unified Kushan empire had ceased and the main line of kings from Kani~ka had ended. Another branch (the Eastern Kushans) ruled in Gandhara and the Indus Valley, and the northernpart of the former Kushan em pire came under the rule of Sasanian governors. However, after the death of the Sasanian ruler Shapur II in 379, the so-called Kidarites, named from Kidara, the founder of this "new" or Little Kushan Dynasty (known as the Little Yiieh-chih by the Chinese), appear to have unified the area north and south of the Hindu Kush between around 380-430 (likely before 410). -

Russian America and the USSR: Striking Parallels by Andrei V. Grinëv Translated by Richard L. Bland Abstract. The article is devoted to a comparative analysis of the socioeconomic systems that have formed in the Russian colonies in Alaska and in the USSR. The author shows how these systems evolved and names the main reason for their similarity: the nature of the predominant type of property. In both systems, supreme state property dominated and in this way they can be designated as politaristic. Politariasm (from the Greek πολιτεία—the power of the majority, that is, in a broad sense, the state, the political system) is formation founded on the state’s supreme ownership of the basic means of production and the work force. Economic relations of politarism generated the corresponding social structure, administrative management, ideological culture, and even similar psychological features in Russian America and the USSR. Key words: Russian America, USSR, Alaska, Russian-American Company, politarism, comparative historical research. The selected theme might seem at first glance paradoxical. And in fact, what is common between the few Russian colonies in Alaska, which existed from the end of the 18th century to 1867, and the huge USSR of the 20th century? Nevertheless, analysis of this topic demonstrates the indisputable similarity between the development of such, it would seem, different-scaled and diachronic socioeconomic systems. It might seem surprising that many phenomena of the economic and social sphere of Russian America subsequently had clear analogies in Soviet society. One can hardly speak of simple coincidences and accidents of history. Therefore, the selected topic is of undoubted scholarly interest. -
