VARIOUS TELECONFERENCE LOCATIONS SPECIAL NOTICE: Pursuant to the Governor’s Executive Orders N-25-20 and N-29-20, this meeting will be held via teleconference only and no physical location from which members of the public may observe the meeting and offer public comment will be provided. Access to the meeting will be available via URL: uberconference.com/lomitacity or by phone at 424-208-2491. In order to effectively accommodate public participation, participants are asked to provide their comments via e-mail before 6:00 p.m. on Tuesday, July 21, 2020, to [email protected]. Please include the agenda item in the subject line. All comments submitted will be read into the record until the time limit of five minutes has been reached. ORAL COMMUNICATIONS Persons wishing to speak on Consent Agenda items or subjects other than those scheduled are requested to do so at this time. In order to conduct a timely meeting, a five-minute time limit per person has been established. Government Code Section 54954.2 prohibits the Council from discussing or taking action on a specific item unless it appears on a posted agenda. 5. Award a Professional Services Agreement to AKM Consulting Engineers for Cypress Water Production Facility Upgrade Project RECOMMENDED ACTION: 1) Award a Professional Services Agreement to AKM Consulting Engineers for a constructability review, construction management, construction inspection, construction administration and testing services for the Cypress Water Production Facility (CWPF) Upgrade Project in the amount of $413,240 plus a 15% contingency amount of $61,986; and 2) Authorize the City Manager and City Clerk to execute the agreement. k. Authorize Rejection of Hathaway Park Restroom Upgrade Project Bid RECOMMENDED ACTION: 1) Reject the bid for Hathaway Park Restroom Upgrade Project; and 2) Authorize staff to re-bid the project. DISCUSSION AND CONSIDERATION OF A RESOLUTION PLACING AN ORDINANCE ESTABLISHING A ¾ CENT GENERAL TRANSACTIONS AND USE (SALES) TAX MEASURE ON THE NOVEMBER 4, 2020, GENERAL ELECTION FOR CONSIDERATION BY THE VOTERS OF THE CITY OF LOMITA Presented by Ryan Smoot, City Manager RECOMMENDED ACTION: 1) Approve a Resolution Placing on the Ballot at the November 3, 2020, General Municipal Election a Proposed Ordinance to Establish a Three-Quarter Percent (3/4%) General Transactions and Use (Sales) Tax; directing the City Attorney to prepare and file an Impartial Analysis of the Ballot Measure and; authorizing and setting deadlines for the filing of arguments in the office of the City Clerk for and against the ballot measure; and 2) Approve an Ordinance Adding Chapter 6 to the Lomita Municipal Code Establishing a Transaction and Use Tax Administered by the CA Dept. of Tax and Fee Administration by Ordering the Submittal of Said Ordinance to the Voters at Said Election. As a result of the Coronavirus (COVID-19) pandemic, the City is under a state of local emergency, as well as states of emergency that have been declared in the County of Los Angeles, state of California, and a federal emergency declared by the President of the United States. At the direction of the Governor, starting March 19, 2020, the entire state is subject to stay-at-home orders. These measures are imposed to reduce the risk of spreading COVID-19. To comply with these emergency measures, the City Council meeting will be open and public but conducted via teleconference only. This way the public, the staff, and the Council will not be physically in the same place. The City is endeavoring to employ technology that will allow the public to view the meeting live and participate. The members of the public are encouraged to submit written correspondence to [email protected] for any item on which they would like to comment.
