ABBOTSLEY PARISH COUNCIL Vacancy for Parish Clerk

Applications are invited for the position of Clerk to Abbotsley Parish Council.

Abbotsley is a small parish of 480 electors in the District of . The Parish Council has a maximum of 7 members and holds ordinary meetings in Abbotsley Village Hall on the second Thursday of every month, except August. Additional meetings may be called to consider planning and other public consultations.

Role • Clerk and Proper Officer to the council • Responsible Financial Officer Duties • Advise the council on procedural matters • Advise the council on the legal framework within which they operate • Maintain financial accounts • Keep a record of income and expenditure and produce quarterly accounts • Validate invoices and submit for approval by the council • Prepare records for audit purposes and VAT • Monitor and update the policies of the Council • Maintain the risk register • Maintain the asset register • Issue meeting summons and agendas (11 meetings per year plus the annual parish meeting) • Record and publish meeting minutes • Upload content to the council website to comply with the Transparency Code • Keep the Parish Council noticeboard and website up to date • Ensure that acceptance of office and declarations of interests are completed by councillors • Liaise with District Council, Cambridgeshire County Council and other outside bodies or contractors Qualifications and Experience • Holds the Certificate in Local Council Administration or is willing to obtain it • Experience of taking minutes, preparing reports, dealing with correspondence, keeping records, public speaking and sound financial knowledge • Computer literate with proficiency in Microsoft Word and Excel

Training can be provided via Cambridgeshire and Association of Local Councils Place of Work Your own home and Abbotsley Village Hall Hours of Work and Pay Scale Twenty four hours per month. Extra hours may be required from time to time. Pay scale to be determined depending on qualifications and experience, based on the National Joint Council for Local Government Services pay scale.
