Affirmed. 1. Federal Land Policy and Management Act of 1976: Wilderness--Wilderness Act--Words and Phrases. "Roadless." H.R. Rep. No. 94-1163, 94th Cong., 2d Sess. 17 (1976), provides a definition of "roadless" adopted by the Bureau of Land Management in its Wilderness Inventory Handbook. The word "roadless" refers to the absence of roads which have been improved and maintained by mechanical means to insure relatively regular and continuous use. A way maintained solely by the passage of vehicles does not constitute a road. 2. Federal Land Policy and Management Act of 1976: Wilderness--Wilderness Act Sights and sounds outside a wilderness study area will be considered during the study phase of the wilderness review process absent a finding by BLM during the inventory phase that such impacts are adjacent to the unit and are so extremely imposing that they cannot be ignored, and and if not considered, reasonable application of inventory guidelines would be questioned. 3. Federal Land Policy and Management Act of 1976: Wilderness--Wilderness Act The requirement in section 2(c) of the Wilderness Act of 1964, 16 U.S.C. § 1131(c) (1976), that a wilderness possess, inter alia, outstanding opportunities for solitude or a primitive and unconfined type of 61 IBLA 370 IBLA 81-539 recreation is properly construed to require outstanding opportunities for either solitude or a primitive and unconfined type of recreation; both need not be present in an inventory unit to allow the unit to enter the study phase of the wilderness review process. -

The road log and field guide covers the area between Caliente and Fallen, Nevada, and includes a stop near Soda Springs, California. The trip is 5 days long. Days 1 to 3 are covered in Part 1, which describes the Indian Peak and Central Nevada caldera complexes and exposures in White River Narrows and includes a road log between Caliente and Austin, Nevada. Part 2 describes day 4 and the morning of day 5. Included in this section are descriptions of the Stillwater caldera complex and its distal eruptive products and a road log from Austin to Fallen, Nevada. Douglas Walker, Chair Date Approved: May 12, 2016 ii Abstract This study examines the geological and geophysical controls on geothermal fluid migration in two discrete geothermal systems in the highly-extended region of the central Great Basin. Active right-lateral oblique slip of the Fairview Peak-Louderback Mountain fault zone is transferred to similarly active normal dip-slip movement in the Dixie Valley-La Plata-Sand Springs fault zone across a buried accommodation structure in southern Dixie Valley and northern Fairview Valley, central Nevada. This accommodation zone coincides with the potentially exploitable geothermal systems known as Pirouette Mountain and Elevenmile Canyon. Similar to many other Great Basin geothermal systems the translation of geothermal fluids near to the surface is related to a structural configuration that promotes fluid flow through fracture permeability. An interpretation of this relationship as it applies to these geothermal systems was completed through a combination of detailed geologic mapping, Ar- geochronology, interpretation of geophysical data (aeromagnetics, gravity, and 2D-seismic), and structural analysis. -
Fallon Range Training Complex Modernization Final Environmental
3.12 Recreation No Action Alternative Under the No Action Alternative, the 1999 Congressional land withdrawal of 201,933 acres from public domain (Public Law 106-65) would expire on November 5, 2021, and military training activities requiring the use of these public lands would cease. Expiration of the land withdrawal would terminate the Navy’s authority to use nearly all of the Fallon Range Training Complex’s (FRTC’s) bombing ranges, affecting nearly 62 percent of the land area currently available for military aviation and ground training activities in the FRTC. Alternative 1 – Modernization of the Fallon Range Training Complex Under Alternative 1, the Navy would request Congressional renewal of the 1999 Public Land Withdrawal of 202,864 acres, which is scheduled to expire in November 2021. The Navy would request that Congress withdraw and reserve for military use approximately 618,727 acres of additional Federal land and acquire approximately 65,157 acres of non-federal land. Range infrastructure would be constructed to support modernization, including new target areas, and expand and reconfigured existing Special Use Airspace (SUA) to accommodate the expanded bombing ranges. Implementation of Alternative 1 would potentially require the reroute of State Route 839 and the relocation of a portion of the Paiute Pipeline. Public access to B-16, B- 17, and B-20 would be restricted for security and to safeguard against potential hazards associated with military activities. The Navy would not allow mining or geothermal development within the proposed bombing ranges or the Dixie Valley Training Area (DVTA). Under Alternative 1, the Navy would use the modernized FRTC to conduct aviation and ground training of the same general types and at the same tempos as analyzed in Alternative 2 of the 2015 Military Readiness Activities at Fallon Range Training Complex, Nevada, Final Environmental Impact Statement (EIS). -

Daniel Stepner A thesis submitted to the Faculty of Graduate and Postdoctoral Studies in partial fulfillment of the requirements for the degree of: Master of Science In Earth Sciences University of Ottawa Daniel Stepner, Ottawa, Canada, 2017 Abstract The tuff of Elevenmile Canyon (TEC) is a 25.1 Ma trachydacite to rhyolite intracaldera tuff produced by the largest of 6 Oligocene overlapping calderas that, along with related plutons, constitute the Stillwater Caldera Complex, one of the largest eruptions of the Western Nevada Volcanic Field during the mid-Tertiary ignimbrite flare-up. Typically crystal-rich with a mineral assemblage of plagioclase > quartz sanidine > biotite ± hornblende and clinopyroxene, there are two discernable pumice types throughout the tuff: a lighter crystal-rich pumice and a darker, commonly aphyric pumice type. Rb-Sr and Sm-Nd isotopic compositions of pumice fragments and whole rock samples indicate an 87 86 enriched mantle component ( Sr/ Srin = 0.70495 – 0.70535, Nd[t=25.1Ma] = -1.13 to - 206 204 0.39) similar to that of coeval Cenozoic mafic lavas. Pb isotopes ( Pb/ Pbin = 19.042 – 207 204 19.168, Pb/ Pbin = 15.557 – 15.664) fall along a tight trend between the Northern Hemisphere Reference Line (Hart 1984) and an endmember similar to local granitic units. Major and trace element modelling support a source for the TEC derived from the mixing of anatectic melts of crustal rocks with intruded mantle-derived magmas similar to a local basaltic-andesite. -

Monarrez, Nicole Bonuso* Department of Geological Sciences, California State University, Fullerton, CA 92834-6850, USA Abstract The Middle Triassic records the return of diverse marine communities after the severe effects of the end-Permian mass extinction. This diversification leads to the Mesozoic/ modern adaptive radiation resulting in substantial changes in marine communities in compari- son to their Paleozoic predecessors. This analysis focuses on the faunal abundance, ecologi- cal patterns, and environmental interpretation of a Middle Triassic section in Central Nevada. Twelve bulk samples were collected. Visible fossils were identified and tallied from hand sam- ples and thin-sections were used to aid in environmental interpretation. Beginning in the Late Anisian, we observed an ammonoid dominated to flat-clam, epifaunal dominated benthic com- munity within a muddy, quiet, inner shelf depositional environment. Through time, epifaunal bivalves dominate within a middle shelf environment followed by an increase in infaunalization and shell-thickness. During this time the presence of oncoids and the reported finding of cor- als suggest the middle shelf environment gave way to a higher energy patch reef shelf edge environment. Finally, we observe epifaunal brachiopods communities at the top of our section deposited in a middle shelf environment. In sum, we observe the dominance of modern taxa (i.e., bivalves) with Paleozoic ecologies (i.e., epifaunal), followed by the dominance of modern taxa with Modern ecologies (i.e., infaunal, thick shells) and then a return to Paleozoic taxa (i.e., brachiopods) and Paleozoic ecologies within an overall transgressive environment.
