The Public Accounts Committee (PAC) Has Been Constituted for the Term Beginning on 1 May 2018 and Ending on 30 April, 2019 CONSTITUTION OF PUBLIC ACCOUNTS COMMITTEE (2018-19) New Delhi, 02 May 2018 : The Public Accounts Committee (PAC) has been constituted for the term beginning on 1 May 2018 and ending on 30 April, 2019. Shri Mallikarjun Kharge, MP (LS), has been appointed as the Chairperson of the Committee. 2. The Committee on Public Accounts, which is the oldest and the most prestigious Committee of Parliament, is constituted every year for examination of accounts showing the appropriation of sums granted by Parliament for expenditure of Government of India and such other accounts laid before Parliament such as accounts of autonomous and semi-autonomous bodies. The Committee also examines the Reports of Comptroller and Auditor General of India on various subjects like Civil, Defence, Posts, Railways and Taxation. Besides, the Committee examines the C&AG Reports on Performance Appraisals of various Centrally Sponsored Schemes and also on such subjects selected suo moto. 3. While scrutinizing the Reports of the Comptroller and Auditor General of India, the Committee examines instances of financial irregularities, extravagance, losses, delays etc. The Committee also scrutinizes in depth various aspects of the Government’s tax administration. 4. Since 1967, a convention has been established whereby an eminent leader from Opposition in Lok Sabha is appointed as the Chairperson of the Public Accounts Committee. In the past, the Committee has been chaired by eminent Parliamentarians such as Prof. N.G. Ranga, Shri M.R. Masani, Shri Atal Behari Vajpayee, Shri Jyotirmoy Basu, Shri H.N. Mukherjee, Shri P.V. Narasimha Rao, Shri R. Venkataraman etc. 5. The Public Accounts Committee has presented 1596 Reports so far since it became a Parliamentary Committee on 26 January, 1950. -2- 6. During the third year of the 16th Lok Sabha, the Public Accounts Committee (2017-18) examined a number of review/performance appraisal paragraphs /subjects in addition to the usual transaction audit paragraphs from the Reports of C&AG of India. The Committee during this period finalized and presented 25 Reports to the House which included Reports on important and topical subjects like Non-Compliance by Department of Posts, Excesses over Voted Grants and Charged Appropriations (2015-16), Pradhan Mantri Gram Sadak Yojana, Maintenance of Bridges in Indian Railways, Working of Central Board of Film Certification (CBFC) and Academic Activities of Satyajit Ray Film and Television Institute, Kolkata for the period from 2010-11 to 2014-15 and Management of Narcotics Substances. 7.
