No. IPR (PR)-03/2009 Dated Naharlagun the 24th May, 2011 PRESS RELEASE NO 494 Ministers sworn-in in the Gamlin ministry Itanagar, May 20: The Jarbom Gamlin ministry was expanded today with swearing-in of eleven new cabinet ministers. The expansion saw the retention of all the ten ministers from the previous Dorjee Khandu ministry, which includes Kalikho Pul, Setong Sena, Nabum Tuki, Tako Dabi, Chowna Mein, Tanga Byaling, Atum Welly, Takar Marde, Honchu Ngandam and Bosiram Siram. One new face was added to it with inclusion of Pema Khandu, son of former Chief Minister Late Dorjee Khandu. At present, Pema Khandu is not a member of State Legislative Assembly but is the District President of Tawang District Congress Committee, reports PRO to Governor Arunachal Pradesh Governor Gen JJ Singh administered the oath of office and secrecy to the new ministers in an impressive function at Darbar Hall, Raj Bhavan today. Arunachal Pradesh Legislative Assembly Speaker Wanglin Lowangdong, Deputy Speaker Tapang Talo, Lok Sabha member Ninong Ering, chairmen of various government organizations, members of State Legislative Assembly, senior bureaucrats of State and Central governments, senior public leaders, former ministers, guests and invitees along with media fraternity witnessed the function. Col (Retd.) Dr Dhaniram Shandil, AICC General Secretary In- charge of Arunachal Pradesh and family members of former Chief Minister Late Dorjee Khandu also attended the swearing-in ceremony as special invitees. Arunachal Pradesh Legislative Assembly
ARUNACHAL PRADESH LEGISLATIVE ASSEMBLY ORIGIN AND GROWTH With the enactment of the NEFA Panchayat Raj Regulation (No.3 of 1967), the grounding for the Legislative Assembly of Arunachal Pradesh was prepared. This Regulation introduced a three-tier system: Gram Panchayat at the Village level, Anchal Samiti at the Block level and Zilla Parishad at the District level. An apex Advisory Body, known as the Agency Council with the Governor of Assam as its Chairman, came into being on 29th December, 1969. A step further in the direction was taken with the enactment of NEFA (Administration) Supplementary Regulation, 1971 (No. 4 of 1971) which provided for replacement of the Agency Council by Pradesh Council and appointment of five Counselors’, one from each District, who were in charge of various development departments. This Pradesh Council thus came into being on 2nd October, 1972. As a natural outcome, the demand for a Legislative Assembly was pressed in every sitting of the Pradesh Council which made the Union Government to send a study team to assess the standard of Parliamentary acumen attained by the people of Arunachal Pradesh. The Union Government, after studying all aspects of the matter, agreed to the demand of the people for a Legislative Assembly, and on 15 August 1975, the Pradesh Council was converted into the Provisional Legislative Assembly of the Union Territory with all the members of the Pradesh Council becoming members of the Provisional Legislative Assembly and the Councilors being given the rank of Ministers. It is indeed a proud privilege and honour for me to participate in this 54th NDC meeting. This meeting has been convened essentially to consider and approve the Draft 11th Five Year Plan (2007-2012). The visionary and comprehensive Eleventh Five Year Plan envisions to steer the process of development through rapid reduction of poverty and creation of employment opportunities, access to essential services like health and education specially for the poor, equality of opportunity, empowerment through education and skill development to meet the objectives of inclusiveness and sustainability . However, I would like to share our views on some of the important issues and recommendations highlighted in the agenda. 2) Let me start with reiterating what our Hon’ble Prime Minister has stated in his Independence Day address on 15th August 2005. “ in this new phase of development, we are acutely aware that all regions of the country should develop at the same pace. DEPUTY SPEAKER, ARUNACHAL LEGISLATIVE ASSEMBLY Written by Shruti Shekhar 3rd Year, BBA LLB (Hons.), Symbiosis Law School, Pune The judgment given on the 13th July,2016 by the five judge constitution bench comprising of Justices J.S. Khehar, Dipak Misra, Madan B. Lokur, P.C. Ghose and N.V. Ramana. This is said to be one of the landmark judgments in the history of democratic India. It was one of the biggest blows to the BJP government when Supreme Court gave the judgment of restoring back Congress-led Nabam Tuki government in the state of Arunachal Pradesh. The five-judge constitution bench was passing orders after examination of constitutional schemes on the scope of discretionary powers of the Governor. The bench was essentially looking into constitutionality of State Governor J.P. Rajkhowa’s move to advance the Arunachal Assembly session, which eventually triggered a political crisis leading to the Congress-led Nabam Tuki government and proclamation of President’s rule in the State on January 26, 2016. Nabam Rebia is a politician from the Indian National Congress (INC) and a former member of the parliament representing Arunachal Pradesh in the Upper House of the Indian Parliament. Bamang Felix is an Indian politician from the state of Arunachal Pradesh. Felix was elected unopposed from the Nyapin seat in the 2014 Arunachal Pradesh Legislative Assembly election, standing as a People's Party of Arunachal candidate.
