The Patrolmen’s Revolt: Chicago Police and the Labor and Urban Crises of the Late Twentieth Century By Megan Marie Adams A dissertation submitted in partial satisfaction of the requirements for the degree of Doctor of Philosophy in History in the Graduate Division of the University of California, Berkeley Committee in charge: Professor Robin Einhorn, Chair Professor Richard Candida-Smith Professor Kim Voss Fall 2012 1 Abstract The Patrolmen’s Revolt: Chicago Police and the Labor and Urban Crises of the Late Twentieth Century by Megan Marie Adams Doctor of Philosophy in History University of California, Berkeley Professor Robin Einhorn, Chair My dissertation uncovers a history of labor insurgency and civil rights activism organized by the lowest-ranking members of the Chicago police. From 1950 to 1984, dissenting police throughout the city reinvented themselves as protesters, workers, and politicians. Part of an emerging police labor movement, Chicago’s police embodied a larger story where, in an era of “law and order” politics, cities and police departments lost control of their police officers. My research shows how the collective action and political agendas of the Chicago police undermined the city’s Democratic machine and unionized an unlikely group of workers during labor’s steep decline. On the other hand, they both perpetuated and protested against racial inequalities in the city. To reconstruct the political realities and working lives of the Chicago police, the dissertation draws extensively from new and unprocessed archival sources, including aldermanic papers, records of the Afro-American Patrolman’s League, and previously unused collections documenting police rituals and subcultures. -

Karina Mora† & Alexia Diorio†† In The Fight for $15: The Right Wage for a Working America, David Rolf, a seasoned labor union leader, describes the need for a $15-per-hour minimum wage.1 He begins by contrasting the “old world,” one in which labor unions were strong and employees enjoyed cradle-to-grave benefits, with the “new world,” an environment in which labor unions are weak and employees face insecure, part-time, and benefit-devoid job prospects.2 But, according to Rolf, advocating for a higher minimum wage is the way— possibly the only way—to fight back. The higher minimum wage is the end goal, and the means is a new approach to organizing labor. Rolf offers the example of the passage of the $15 minimum wage ordinance in Seattle as embodying the new approach to organizing workers. Through his depiction of the Fight for $15 in Seattle, Rolf hopes to provide a framework from which other labor movements can learn. He champions the Fight for $15 by arguing that it is a good policy decision backed both by moral and economic principles: job security and long-term stability for workers, and economic growth based on increased consumer demand, respectively.3 Rolf starts the book by describing an idyllic pre-1970s America: the middle class was strong, the economy was growing, and income inequality DOI: https://doi.org/10.15779/Z384M91B07 †. Its local work currently focuses on preventing evictions as a result of foreclosures. Most people come to City Life out of the desire to save their homes. However, all City Life organizers noted that saving one’s own home appears to have no impact on one becoming a long-term participant in the movement, or a negative impact when this is accomplished through purely service rather than service-supported direct action. -

STRATEGIC INTEGRATION, CONTRACT ADMINISTRATION, AND COMPREHENSIVE CONTRACT CAMPAIGN EFFECTIVENESS: A CASE STUDY OF THE CULINARY WORKERS UNION, HERE LOCAL 226’S 2002 COMPREHENSIVE CONTRACT CAMPAIGN A Thesis Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Master of Science by Paul Everett Hayes January 2006 © 2006 Paul Everett Hayes ABSTRACT This thesis is a case study of the comprehensive contract campaign that the Culinary Union, HERE Local 226 utilized in its 2002 round of negotiations with casino operators in Las Vegas. The focus of this study is on how the comprehensive contract campaign strategy used by the Culinary Union increased the local’s bargaining power in the negotiations. This case study links the success of the 2002 comprehensive contract campaign to the local’s prior practices, long-term strategies, as well as its organizational structure and culture. This case study also examines how the political, social, and economic context of Las Vegas’s casino industry influenced the Culinary Union’s comprehensive contract campaign. It describes the interactive relationship between these external contextual factors, the local’s strategic choices, and industrial relations outcomes in Las Vegas’s casino industry. This case study describes how the Culinary Union, by using the organizing model of contract administration, created an organizational culture and structure that lead to increases in the quality and quantity of rank-and-file participation in the union, and how this benefited the union in its 2002 comprehensive contract campaign. In addition to citing specific examples from the 2002 contract campaign itself, this case study uses the industrial relations literature relating to union commitment and participation, in order to support this argument. -

We have a deal that I believe accomplishes both goals.” Select Month Murray said the plan announced today has the confirmed support of 21 of 24 members of his Income Inequality Advisory Committee (IIAC), a group convened in December with representatives from Seattle’s employer, labor, and non-profit communities to address the pressing issue of income equality in Seattle. The IIAC-supported plan supports Seattle’s low-wage employees and its employers with the following framework: Small businesses (businesses with fewer than 500 employees) will reach a $15 per hour minimum wage in seven years.
