The position is responsible for water resource protection and development and water-related projects for the Pueblo of Isleta, including inventorying the Pueblo’s water resources, assessing current and future water needs, improving irrigation infrastructure, expanding irrigated agriculture, developing ground and surface water, improving the health of the Pueblo’s Bosque, assessing ESA related issues and opportunities, and developing and managing habitat restoration projects approved by the Council. Minimum Qualifications/Requirements: ñ Master’s degree in Water Resources Management or Planning, Hydrology, Engineering, Chemistry, Geology, or related Natural Resources field ñ Five (5) years of experience directly related to the position duties ñ Three (3) years of supervisory experience ñ Experience with PL 93-638 Self-Determination contracting Knowledge, Skill and Ability Requirements: Describe how you obtained these Knowledge’s, Skills and Abilities. ñ Knowledge of relevant laws and policies on or affecting the Pueblo’s water, water rights and lands ñ Knowledge of relevant natural sciences, hydrology, and watershed management principles ñ Knowledge of laws, rules, and regulations that apply to fiscal operations ñ Knowledge of the principles and techniques used in environmental assessment and analyses ñ Knowledge of relevant state and federal laws related to water resources and water-related work (i.e., EPA Water Quality Standards, Clean Water Act Programs (NPDES Section 401/404), Bosque Restoration and Wetland Delineation Programs and discharge requirements) ñ Skill and proficient with MS software including Windows XP, Word, Excel, Powerpoint, Outlook, and Internet Explorer ñ Ability to understand complex environmental, technical and legal reports ñ Ability to effectively work and communicate with tribal leadership and staff, the MRGCD, federal, state, and local representatives, and with other outside entities that are involved in water issues ñ Ability to write successful grant applications and manage resources within a budget and timeframe ñ Ability to navigate through complex permitting, compliance, and legal policies and procedures ñ Ability to read, comprehend, explain and apply laws, regulations, policies and procedures ñ Ability to maintain confidentiality ñ Ability to communicate efficiently and effectively both verbally and in writing Other Requirements: Individual selected is subject to the following: ñ Valid New Mexico driver’s license with the ability to meet Pueblo of Isleta liability insurance requirements and maintain eligibility for insurance ñ Satisfactorily pass a background investigation, with NO prior convictions of any felonies ñ Must comply with the Pueblo of Isleta Drug Free Workplace policies PREFERENCE: Tribal preference and Native American Indian preference applies to all Pueblo of Isleta positions .
