In December 2009 Warren County conducted a survey to obtain input from properly owners in the Shenandoah Farms Sanitary District regarding current and future management of the District The property owners of Shenandoah Farms POSE Inc Board of Directors have requested that the County consider taking over the operations of the Sanitary District Currently POSE is contracted by the County to maintain the roads and common properties

One copy of the survey was mailed to each address located in the Shenandoah Fauns Sanitary District The address and property owner information was obtained from the County tax records County staff mailed out Three residents came the Government 1819 surveys to Center to pick up a survey 80 of those surveys were returned due to bad addresses Out of the 1742 surveys that were distributed the County received back 252 for a response rate of 145a

A review ofthe surveys received shows that 714 of the respondents are year round residents of Warren County The most respondents 372have lived in the County two to five years 290 of the respondents have lived in the County more than 20 years 273 of the respondents have lived in the County ten to twenty years

Current Management Evaluation

When asked if they are satisfied with the current management of the Shenandoah Farms Sanitary District responses were split with 507 of the respondents stating that they are satisfied with the current management and 493 stating they are not satisfied with the current management

2 An additional analysis was conducted regarding the satisfaction of respondents in relation to their in number of years of residence The survey revealed that the residents who have lived the County less than 2 years were the most satisfied with the current management although this was the group with the fewest total of overall responses The following table shows the breakdown ofresponses

Question number 5 asked if the property owner was satisfied with the current level of maintenance of the common properties in the Shenandoah Farms Sanitary District 649 said yes while 351said no

When asked in question number 6 if they thought the current management of the Shenandoah Farms Sanitary District should be changed 662 of respondents said yes while 338 of the respondents said no

Question 11 asked if the property owner would support participation in the VDOT Rural Addition Program to upgrade roads and have them taken into the State Highway System with the State paying 50 of costs the County 25 of costs and the Shenandoah Farms Sanitary District paying 25 of the costs 748 of the respondents answered that they would support participation in this program and 252 answered they would not support this

When asked if the respondent felt as if the County is on the right track in terms of evaluating the options for management of the Shenandoah Farms Sanitary District 839 of the respondents answered yes while 161 answered no

1 am glad these issues are being look at Although to truly be able to make a decision on these questions I would like to have more information 1 believe what were paying in Sanitary District Fees now should be more than an ample amount It seems as if raising the fees are an annual issue anymore Is the money theyre taking in being spent wisely Will our fees go higher if the County takes over I dontbelieve anyone in the community purchased their homes here with the expectations of asphalt roads curb and guttering street lights etc which it seems like with talk of raising the sdanitary district fees all the time that thatswhat the current Board has in mind yeah it would be great but who could afford it l hope the results of htis survey will be made public and thank you for your attention 13 No but the road maintenance here is piss poor Rot holes patched return quickly Dec 22 2008 842 PM Drainage the end of my driveway washes out because of no drainage This is also piss poor and angering as I cannot solve the problem 14 Answer to 10 is yes only if my road gets paved Dec 22 2009 844 PM 15 I am a landowner for over 30 years and part time resident Answer to 10 and 11 Dec 22 2009 849 PM depends on response to the following Which costs Upgrade costs Ongoing costs or both What would we get in return What is the change in homeownerscosts now vs then 1B The roads are adequate I prefer them to not be better managed It makes Dec 22 2009 853 PM people go slower and make for more privacy rural

We had had our house for sale for the past 4 consecutive years EVERY prospect has complained about the condition of the roads specifically Old Linden Rd

13 Believe this survey should have been more informative Our roads are be havent put in VDOT You givben both parties time to come up with a better plan and time from objective to be covered and VDOT what roads could be taken over time frame 10 years to 30 years Snow removal on said roads before 3 days after like this past snow in Dec 638 wasnY plowed until 3 days after Our roads were done 1 day one lane Next day alt roads We were all able to get out and emergency vehicles in the lane 638 was the worst road

The POSF needs to submit a plan to the County and see if it is the same as their plan wit be Will take more than 3 months for us all to know what is better
