The purpose of the amendment is to add activities relating to the proposed Rau Tote Road, as assessed by YESAB under file number 2016-0129. As discussed, attached is a completed Class 4 Mining Land Use Application reflecting the remaining authorized activities on the Rau Project (as per LQ00351, less work conducted in 2019), with the only changes being the addition of the tote road and the claims upon which it will be routed. The YESAB application contemplated two alternate routes, both of which were approved jointly by the Decision Bodies, and ATAC has chosen to proceed with the route which runs solely on non-settlement lands. There are no changes to this application from what was assessed and recommended be allowed to proceed by YESAB in 2016, and subsequently accepted by the Yukon Government and First Nation of Na- Cho Nyak Dun in a March 5, 2018 Consolidated Decision Document. I trust the attached documentation provides all information necessary to process this amendment in a timely manner in accordance with applicable Yukon mining regulations. The first paper devoted to this question was Evans and Archer (1968). Later research has criticized the outcome and methodology of this paper, claiming that alternative weighting schemes or other measures of risk should have been considered. I argue that Evans and Archer’s paper is still relevant. I use two weighting schemes, two measures of risk and different time periods to find that 40-50 stocks is all that is needed to achieve diversification in the US stock market.
