1. Introduction Project Ireland 2040 sets out the Government’s long-term strategy for developing Ireland’s infrastructure over the next twenty years complemented by an investment package of €116 billion in the years to 2027. In 2020 public investment will reach 4% of national income, a level which will be well above the EU average of 2.9%. This increased funding has been allocated for the construction and delivery of the full pipeline of public investment projects including those detailed in this document. These projects will be crucial for delivering the ten National Strategic Outcomes which have been identified in Project Ireland 2040.
