This submission supports that already made by Cllr Craig Simmons (Green, St Mary's Ward) Having reviewed the public comments submitted, the LibDem Group believe that the revised Boundary Commission proposals (6th November) represent a balanced response to the many and varied views expressed and are a significant improvement on the originally proposed boundaries for South East Oxford. The revised proposals retain - and in some cases improve - electoral equality whilst better reflecting community boundaries and identities as well as promoting more effective and convenient local government for the following reasons: A less drastic change from current ward boundaries Leaves current polling districts largely intact Better alignment with current residents associations and neighbourhood watch schemes Better alignment with corresponding County Division boundaries Splits fewer residential streets across ward boundaries Better alignment with current and proposed controlled parking zones Better alignment with Conservation Areas Better reflection of travel patterns We acknowledge that the proposed Donnington and Iffley Ward spans two of the smaller communities, but the need to retain electoral equality makes this inevitable. In fact, this is the case now where the Iffley Fields and Donnington communities are accommodated within a single ward (Iffley Fields Ward). The arrangements within the revised proposals represent, we believe, an overall improvement in this respect. We accept the Boundary Commission's suggested ward names. As can be seen from the Boundary Commission's own Recommendations Map, there is good alignment with the names given to different parts of the City by the Ordinance Survey. Uploaded Documents: None Uploaded https://consultation.lgbce.org.uk/node/print/informed-representation/15505 1/1 Oxford City Council Periodic Electoral Review Response to Further Commission Draft Proposals for Oxford - Oxford and District Labour Party 20th November 2018 Summary Oxford and District Labour Party (“Oxford Labour”) objects strongly to the Further Draft Commission proposals for the seven wards covered by the current further draft recommendations, because of the splitting of Rose Hill and Iffley, and the consequential impacts on Littlemore. The submission restates support for the initial proposals put forward by Oxford Labour, but recognising that the Commission has already considered these, proposes a hybrid of the Commission’s Original and Further Draft proposals as a way of avoiding the serious problems with the full Further Draft proposals. [nb – the headings below refer to the wards in the Further Draft Proposals] A. Littlemore, Rose Hill, Donnington and Iffley (part), Cowley (part) The proposed Donnington and Iffley wards joins two communities with only limited links, and does so at the expense of separating two communities with much stronger links, Iffley and Rose Hill. As a consequence poor boundaries that do not reflect communities are introduced into the proposed Littlemore ward. Iffley and Rose Hill have been in the same electoral area since at least 1979, and community links between the two are strong. Community groups and individual residents in both areas have raised strong objections to the separation of the two communities, and Oxford Labour backs those objections. Oxford Labour therefore proposes that Iffley and Rose Hill are kept in the same ward, as the Original Draft proposals did. This then makes the proposed changes to Littlemore unnecessary. The boundaries in the Further Draft proposals remove Littlemore’s village green from the ward that covers the bulk of the parish area, and includes it in a ward with Rose Hill, an area with which it has only limited links across a main road. The use of the ring road – a bypass road that over flies the village of Littlemore rather than marking a natural boundary between communities at this point - is equally flawed. The boundaries in the Original Draft proposals took account of the fact that the current Littlemore ward will be too large if it retains its current boundaries, and that a small area needs to be added to a neighbouring ward. Rather than an artificial link across the Oxford Road boundary between two different communities - part of the core of the village and Rose Hill - the Original Draft proposals put the area around Van Diemans Lane into the Cowley ward, where there is a less clear boundary and more of a gradual shift from one area to another. Oxford Labour therefore proposes that the boundary between Littlemore ward, Rose Hill ward and Cowley ward retain the boundaries from the Original Draft proposals. B. Cowley and Temple Cowley (majority of) Consultation on the Original Draft proposals expressed concern about the boundary between these two wards in the Florence Park area, and Oxford Labour accepts those concerns, and supports the amendments to avoid this that were put forward by Oxford City Council in its submission. This would involve the use of the boundary between these wards in the Further Options draft as it runs between the Boundary Brook and Between Towns Road, and then an amendment of the proposed boundary between Between Towns Road and the Oxford Business Park to include Garsington Road, Napier Road, Phipps Road and St Luke`s Road in the Temple Cowley Ward. This is a clear improvement in the Florence Park area, and the inclusion of the above four roads in Temple Cowley ward links them with an area that they shared an electoral ward with from 1979 to 2002, and resolves the Florence Park issue without causing the serious community divisions in Littlemore, Rose Hill and Iffley that the Further Draft proposals do. C. St Mary’s, St Clement’s, Donnington and Iffley (part), Temple Cowley (small part) Oxford Labour wishes to restate that its preferred option is for the scheme previously submitted for this area in response to the Original Draft proposals. This scheme avoids the necessity of splitting Rose Hill from Iffley, uses reasonable boundaries in the tightly packed streets around the Cowley Road, and makes the Cowley Road the centre of wards rather than the boundary between them. However Oxford Labour is aware that the Commission, having considered all submissions, appears to prefer a different approach to this area. Therefore, as a second best option but one which avoids the serious deficiencies of the full Further Draft options, we propose an alternative approach to this area with retains the St Mary’s and St Clement’s wards as proposed in the Further Draft options. This then leaves the Donnington part of the proposed Donnington and Iffley ward, which when combined with a small section of the proposed Temple Cowley ward (the area North East of Cowley Road from the boundary with St Clement’s ward at Belvedere Road as far as Glanville Road) creates a ward with reasonable community links, while avoiding any splits in the roads between Iffley and Cowley Roads. While Oxford Labour has no strong views on ward names, this ward is named Donnington in the attached street list to differentiate it from the Donnington and Iffley ward in the Further Options scheme. To reiterate, this proposal – for the retention of the St Mary’s and St Clement’s wards from the Further Draft options, and the creation of a ward from Donnington to Barracks Lane – is not Oxford Labour’s preferred option, which is the scheme previously submitted. However to avoid the serious flaws with the Further Options scheme in the southern end of the seven wards subject to the current consultation, this alternative proposal seems a much better option that that being consulted on.
