Maricopa Trail Intergovernmental Agreement
Item 8 REPORTetn nmoii Meeting Date: March 21, 2017 General Plan Element: Open Space and Recreation General Plan Goal: Encourage and cooperate with other agencies to preserve and protect regional open space ACTION Resolution authorizing the City to enter in an intergovernmental agreement with Maricopa County regarding the Maricopa Trail. Adopt Resolution No. 10720 authorizing Intergovernmental Agreement No. 2017-038-COS with Maricopa County for trail signage and maintenance on the Maricopa Trail through the City of Scottsdale. BACKGROUND The Maricopa Trail is a 315 mile-long multi-use trail that connects major open spaces around the Phoenix metropolitan area. The trail was conceptualized by the Maricopa County Parks Department in 1997, with the goal of creating a continuous trail linkage between the various Maricopa County Regional Parks, and other significant regional open space areas, including the City of Scottsdale's McDowell Sonoran Preserve. The Maricopa Trail is established through two primary means: Constructing new trails for the sole purpose of being included as part of the Maricopa Trail, and designating previously existing or planned trails as part of the Maricopa Trail. The City of Scottsdale falls into the latter category, where certain existing routes within the city's trail and path network will be designated as part of the Maricopa Trail. Beginning in the early 2000's, staff from the city's Preservation Division worked closely with the planners from the county to identify existing and planned trails within the city's network that met the county's goal of regional connectivity. As the city's trail planning evolved and trails were constructed, staff from the city and county continued to work together to refine the designated route for the Maricopa Trail through the Preserve. -

Biographical History Harold Atwood Widdison was born in Salt Lake City, Utah on September 10, 1935 to Harold Edward and Margaret Lavona (née Atwood) Widdison. His only sibling, sister Joan Lavona, was born in 1940. The family moved to Helena, Montana when Widdison was 12, where he graduated from high school in 1953. He then served a two year mission for the Church of Jesus Christ of Latter-day Saints. In 1956 Widdison entered Brigham Young University in Provo, Utah, graduating with a BS in sociology in 1959 and an MS in business in 1961. He was employed by the Atomic Energy Commission in Washington DC before returning to graduate school, earning his PhD in medical sociology and statistics from Case Western Reserve University in Cleveland, Ohio in 1970. Dr. Widdison was a faculty member in the Sociology Department at Northern Arizona University from 1972 until his retirement in 2003. His research foci included research methods, medical sociology, complex organization, and death and dying. His interest in the latter led him to develop one of the first courses on death, grief, and bereavement, and helped establish such courses in the field on a national scale. -

Umhoefer, Ph.D. ABSTRACT A CONCEPTUAL HYDROGEOLOGIC MODEL FOR FOSSIL SPRINGS, WEST MOGOLLON MESA, ARIZONA: IMPLICATIONS FOR REGIONAL SPRINGS PROCESSES L. Megan Green Fossil Springs is the largest spring system discharging along the western Mogollon Rim in central Arizona and is a rare and important resource to the region. The purpose of this study was to gain a better understanding of the source of groundwater discharging at Fossil Springs. This was accomplished by (1) constructing a 3-D digital hydrogeologic framework model from available data to depict the subsurface geology of the western Mogollon Rim region and (2) by compiling and interpreting regional structural and geophysical data for Arizona’s central Transition Zone. EarthVision, a 3-D GIS modeling software, was used to construct the framework model. Two end-member models were created; the first was a simple interpolation of the data and the second was a result of geologic interpretations. The second model shows a monocline trending along the Diamond Rim fault. Both models show Fossil Springs discharging at the intersection of the Diamond Rim fault and Fossil Springs fault, at the contact between the Redwall Limestone and Naco Formation. The second objective of this study was a compilation of regional data for Arizona’s central Transition Zone. -
