A Furness Peninsula Mid Furness 3 5,346 0% Furness Peninsula Ward lies in the south west corner of Low Furness South Lakeland, adjoining Barrow Borough Council to the south. Part of the proposed ward to the north, lies in the Plus Lowick Polling National Park. District (CL) The proposed ward covers the rural area (including Lowick Parish) surrounding Ulverston to the north, west and south and is made up of a number of different close knit communities. The proposed ward is bounded in the east by the Levens Estuary and Crake Valley. To the west the boundary follows a chain of hills beyond which lie the settlements of the High Furness area. To the south it is relatively low land leading to Morecambe Bay sands. The proposed Furness Peninsula Ward is fed by the A590 from Barrow in the south and Kendal and onwards from the east. It includes the main residential areas in Swarthmoor. B Ulverston North and East Ulverston North 3 4,977 -7% The proposed Ulverston North and East Ward covers the Ulverston Town main residential areas north of the main railway line. Residential areas include the Hart Street, Quebec Street, Ulverston East Soutergate and Daltongate locale. The proposed ward covers an area of approximately 3,150 households or 55% of all dwellings in Ulverston as a whole. The proposed ward is fed by the A590 and includes the Ulverston Health Clinic, main Canal industrial area and town centre services.

Kendal Parks It includes the Oxenholme polling district, which shares a residents’ association with the Parks estate, as well as Kendal Heron Hill containing newer housing close to ASDA (which acts as Kendal Nether a bit of a service centre for this part of town). This part of the ward is all linked together by the main Oxenholme Only the houses on Road out of town to the south east. the Heron Hill estate (including Wasdale A large development in the Kendal Parks area means the Close and Archers variance in this ward will shift from 6% in 2015 to 12% by Meadow) 2021, but at that point most open land within the ward where there is opportunity for development should be built on and the variance should slow.

Garsdale PD (AZ) The main service centre in this area is Sedbergh, with Middleton PD (CO) residents most often travelling to Kendal for additional Whinfell services. Firbank PD (AY) This ward has been split from Kirkby Lonsdale, which is a Killington PD (BY) separate community that is not well linked to Sedbergh both in that residents would often travel out of ward rather than between the two towns, and the lack of public transport between the two centres. As a two-member ward this ward is also more manageable for local councillors and access to local councillors improving the convenience of local government.

Burton & Holme This ward has been split from Sedbergh, which is a Lupton PD (CM) separate community that is not well linked to Kirkby Preston Patrick (CU) Lonsdale both in that residents would often travel out of Hutton Roof PD (BI) ward rather than between the two towns, and the lack of public transport between the two centres. As a two-member ward this ward is also more manageable for local councillors and access to local councillors improving the convenience of local government. K Burton, Holme and Burton and Holme 2 3,450 -3% Currently Burton and Holme is a two member ward. The Beetham Burton PD (AJ), Holme proposed ward removes some parishes along the A65 to PD (BH) the east and adds Beetham East to the north and west. Arnside and Beetham Alongside the two larger villages of Burton-in-Kendal and Holme, this ward contains a number of smaller Beetham East PD communities to the south of (the main service (AD) centre within the district) which also look south to Carnforth in Lancashire as a service centre.

The villages of Arnside, Storth and Milnthorpe (AE) while each individual have strong community links. Milnthorpe We would slightly amend the boundary between the two Beetham parish wards to keep the coast road from going out and back into this ward – but that doesn’t involve moving any electors.

M Levens and Crooklands Levens 2 3,930 10% The proposed wards includes a number of villages to the Crooklands south of Kendal, linked by the A591, A590 and A65 to Kendal as the main service centre for the area. While individual, the villages have strong community links, and for example the Hincaster and Heversham parishes (currently separated in the Levens and Crooklands wards) have developed a joint neighbourhood plan. N Grange and Lyth Valley Grange North 3 6.058 13% The proposed ward brings together the current Grange Grange South wards together with the villages to the north with regard Grange-over-Sands as their key service centre and the Cartmel & Grange parish of Crosthwaite further up the Lyth Valley, while West allowing the villages to the west to remain as part of a only the Grange West Cartmel peninsula ward rather than being split up. PD (BA3) Due to proposed new housing developments in the area Lyth Valley the electorate forecast is set to increase by 18% between Witherslack PD (DO) 2015 and 2021 (892 electorate). Crosthwaite PD (AW) As a consequence, the total number of electors is Lindale PD (CI) forecasted to exceed the level of variance and is the Staveley-in-Cartmel largest variation in the proposals by 2021. Newton PD (CS)

These villages are strongly linked, and West PD (BA3) share Grange as a service centre, but do not form part of the town itself. Holker Also included in the ward is the bulk of the current Staveley-in-Cartmel Staveley-in-Cartmel ward centred on Haverthwaite, except the Newton PD together with the rural parish of Colton to the north of (CS) Haverthwaite (the Colton parish used to be in the Cartmel county council division). Hawkshead On the peninsula the villages are linked by the B5278 Colton parish and B5277, and further north the A590 forms a link as (AQ,AS,AT) well as being the main road which connects this area Minus Satterthwaite with Kendal and Ulverston. Polling District (CX) P Windermere North and Windermere 2 3,521 -1% The proposed ward contains the communities along the Staveley Applethwaite main A591 road between Kendal and . Applethwaite PD (DK) Underbarrow has been added to this ward to reduce electoral inequality and because to add it to Grange Staveley-in- would be weak on community grounds. Underbarrow Westmorland and Crook are close on community grounds as they both Lyth Valley lie in the north of the Lyth Valley. Underbarrow PD (DI) Q Windermere Windermere Bowness 3 5,001 -7% The proposed ward brings together the three more urban North Windermere wards. It is difficult to split these wards on Windermere Bowness community grounds on the ground – indeed Bowness South North is more like “Windermere South” in reality – not much of it would be considered Bowness by local Windermere Town residents.

R Lakes Windermere 2 3,523 -1% The proposed Lakes Ward is situated in the north west of Applethwaite South Lakeland and the centre of the Lake District Troutbeck PD (CG) National Park. Ambleside and The ward incorporates the Troutbeck area in line with Lakes Parish boundaries. Coniston & Crake The proposed Lakes Ward is fed by the A591 from Valley Keswick, the Lakes and the North. The same road also feeds into the ward from the east and Kendal. The A593 Skelwith PD (DD) enters the south-west of the ward and links the area to Coniston, Ulverston and Barrow-in-Furness. In order to reduce electoral variances, Skelwith parish has been included in the ward. This area has strong links to Ambleside and the Langdales and is separated from the rest of the Coniston ward by a watershed. S High Furness Broughton 2 3,872 9% The proposed High Furness Ward combines the current Coniston and Crake Broughton and Coniston and Crake Valley Wards with Valley the area of Satterthwaite and Hawkshead. It is in the far west of the district and made up of a number of isolated except Skelwith PD communities around key service centres in Broughton, Hawkshead Coniston and Hawkshead. Hawkshead parish Key transport links are the A593 Broughton to Ambleside (BD) and Claife parish Road and the B5286 and B5285 between Coniston and (AO, AP) the Hawkshead area. Minus Lowick Polling This ward had the largest variance (15%) in 2015, but District (CL) because most of the area is within the national park – and a part of the park with the highest number of second Plus Satterthwaite homes – that variance will continually fall. Indeed, the Polling District (CX) falling electorate in this area of the district is a key reason that FERs have to be run with such regularity in South Lakeland.

T Whinfell Whinfell 1 1,790 0% Whinfell Ward is one of the largest geographic wards in except Firbank and South Lakeland. It covers an area of 177.5km squared Killington parishes with a total of 886 dwellings. Burneside Whinfell is a very sparse rural community with 11.8 people per square mile. This compares to Kendal Fell Skelsmergh PD (DC) ward with 1672.3 people per square mile. The villages within this ward have ties between each other but not to any surrounding wards to any great extent, other than Kendal being their service centre. The proposed changes to the ward see the parishes to the east of the M6 moving to Sedbergh, and the Skelsmergh and Scalthwaiterigg parishes coming into the ward from Burneside. Now that Burneside is part of a Kendal ward, this area is very different from the remainder of whichever Kendal ward it would otherwise be included in. This change also improves electoral equality. • 1 x 1 Member Ward, 20 • 7 x 2 Member Wards, Wards 51 90,927 • 12 x 3 Member Wards.
