Solar Farm. Updates on the progress of the planning applications for the towers and relating to the archaeological dig are being received prior to any actual build taking place. PARISH COUNCIL MEETING: 030/21 Chairman’s Remarks & Requests for Absences. None 031/21 Minutes of the last meeting for approval The minutes were reviewed and approved. 032/21 Declarations of Interest None Items for discussion and/or consideration: 033/21 AGM meeting in May review Due to Government restrictions although the hall will be open for use, there can only be 6 attendees, therefore this meeting will not be open to the public to attend in person. There are audit requirements that need to be signed and approved prior to the audit taking place in June, therefore all PMPC members will attend. 034/21 Items for May Newsletter The Clerk requested submissions for the next Newsletter due in May. The decision was taken that we should defer the publication until after 17th May to allow hard copies to be circulated to the Parish/s. 035/21 PMPC Benches renovation The approval was given to go ahead with the quotation received to renovate the benches belonging to PMPC. These are: 1 x Penton Corner, 2 x Pond, 1 x Trinity Rise. A separate quotation for the benches owned by PRC will be forwarded to the Chairman. 036/21 PMPC Projects for 2021 Ongoing financials allow for a degree of spend this fiscal year. We have our reserve of £5k put aside. After annual costs and leaving an allowance, we can budget for approximately just under £3k of project spend. Suggestions put forward included a new solid notice board at the entrance to the recreation ground to replace the flimsy one in place. The Clerk will obtain quotations. The suggestion put forward to engrave the board in remembrance of Prince Phillip was agreed upon. The purchase of 2 x Union Flags was suggested. The Clerk will enquire of PRC and PCC if they require these. Version 1 page 2 PENTON MEWSEY PARISH COUNCIL 2021 037/21 Councillors Reports: Cllr Carrick requested a Welcome Pack for new residents. Cllr Briant will follow up with the resident at Penton Corner concerning the noise from the highway. The Clerk will escalate to both County & Borough Councils and request an update. The ownership of the old road is currently unknown. Cllr Briant thanked all residents who have offered to become TVBC community pickers and have collected their pickers and equipment. The benefits are already being seen in and around the village. Concern was expressed about the state of the highway, particularly Foxcotte Lane from beyond the village gates at Weyhill end to past the gates into Charlton. One particularly dangerous pothole has taken many months of reporting both online and to the County Councillor before any action has been taken. Thanks was given to Cllr Booth for checking and repair where necessary of the planting at Newbury Hill. The Clerk will ask Cllr Bennett to remove the dead branches that are placed on the edge of the highway. 038/21 Clerk Report: The Clerk reported that although advised otherwise, the gates at the private road were at times open. Members of the public have been seen walking around the units out of hours. The clerk will report to the Agent. The verge at the pond is in a very bad state. The drains are damaged and the verge eroded. The pumping station has been removed; however, the bollards remain. The Clerk will request removal. The drain damage will be reported and investigations made if kerbstone can be erected to avoid further damage to the verge. 039/21 Finance: The end of year audit recommended that evidence of payments and transactions was included within the minutes. Planning permission is sought for the variation of condition 16 of planning permission 11/02569/CMAN to allow concrete crushing to take place on site outside the waste handling buildings at Dannab Transport (Homestead Farm), Weyhill Road, Penton Corner, Andover, SP11 0QX. 1.2. The main points for consideration are the benefits of the proposal with regard to the recovery of construction, demolition and excavation waste, the potential impact on the amenity of users of the locality due to noise and dust from the concrete crusher and the visual and landscape impact from public viewpoints. 1.3. The proposed development is located within an approved and operational waste site that is within the countryside and the local gap. The proposed plant (crusher) would not generate a level of noise or dust that would cause an unacceptable adverse amenity impact should the site be operated in accordance with the proposed conditions (Policy 10(c)). The location of the site and the size of the plant would change the character of the landscape as it would be visible from the public Right of Way and across the fields to the west of the site however the development would be in the context of the adjacent Portway Industrial Estate and therefore the impact is not considered to be a significant visual impact (Policy 10(d) and 13).
