5 Tradition under debate During the final years of the 1950s, the period of actual reconstruction came to an end. Material standards had risen considerably, and the sombre, anxious atmosphere that was typical of the first half of the decade had given way to confidence in a brighter future. An artistic avant-garde broke with prevalent aesthetic principles; a public reckoning with Nazism gradually got under way; and a younger generation began to make itself heard in social debate. Many said farewell to the Adenauer era even before the ageing Federal Chancellor left his post in 1963. These years, c. 1957–1965, stand out as a comparatively distinct phase in West German post-war history, a phase that can be separated from the preceding and ensuing ones. ‘Dynamic times’ is a label given by historians to this period of just under ten years.1 In spite of the growth and spread of prosperity, there was a simmering discontent in many circles. One underlying cause was the incomplete democratisation. True, the parliamentary system had taken hold and been consolidated; but West German society was not seen as entirely democratic. More and more people made more and more insistent demands for reform – a keyword for the 1960s. Especially the younger generation did not feel at home in an order where older men held all the important positions of power. As a student in German universities from 1961 to 1965 the author was able to witness the current war-guilt debate at first hand and was impressed by the fact that even in such a heavily worked over topic as the First World War, dramatic new evidence was still being unearthed. The second reason for this monograph on the debate is to point up its significance for the historical discipline in general. It shows that "facts" can be interpreted in many different lights and that as Oscar Wilde once pointed out the truth is rarely pure and never simple. In other words the debate shows that it is unwise to be dogmatic about anything in history if only because there is rarely a situation where all the relevant facts are available. And finally, the debate, since it is being carried on largely by German historians, represents a case study as to how false and incomplete images of the past can dominate people's beliefs, attitudes and behaviour, especially in political matters. -

REVIEW ESSAY Comparative Historical Research: German Examples* JORGEN KOCKA Systematic comparison was alien to the historicist paradigm which domin- ated historical research and literature in the nineteenth and early twentieth centuries, particularly in Germany.1 Anyone aiming to reconstruct histor- ical phenomena as individual events, study them under the aspect of "development" and understand them in their context would not be interes- ted in systematic identification of similarities and differences or in their explanation. Narrative and comparison were and are opposites. Without conceptual explanation and theoretical input, historical comparison is not possible. Because German historians were strongly influenced by the his- toricist paradigm until well into the second third of the twentieth century, systematic comparison did not play a major role in their work. In essence it was left to important outsiders like Otto Hintze and historically oriented sociologists like Max Weber.2 After the Second World War German historians increasingly began to question the historicist paradigm. It was by no means abandoned, but certainly much weakened, complemented and modified, and deprived of its monopoly-like dominance. Systematic and analytical approaches gained ground. Some historians sought impulses from the neighbouring social sciences, especially sociology, political science and economics. The emphasis on sympathetic understanding was complemented by objectify- ing analysis as well as critiques of traditional approaches, particularly by younger historians since the 1960s. In addition to the reconstruction of individual phenomena, generalization and typification became more important as aims of historical research. 3 The discovery of Humboldt There were nineteen universities in the German Empire when it was proclaimed in 1871. During the almost fifty years that followed, up until the outbreak of the First World War, the number of students quadrupled. During the same period several institutes of technol- ogy and schools of economics were founded, but only three new universities: Strasbourg in 1872, Münster in 1902, and Frankfurt am Main in 1914. Higher education was, strictly speaking, a matter for the individual constituent states; but the university as an institution was seen as a national undertaking and was the subject of a vivid debate in the pan-German public sphere. Within the borders of the Empire the academic norms were similar, and both students and professors moved easily between universities. All this contributed to a sense of the university as a coherent national system.1 Prussia, which held half of the students and eleven universities, dominated the united Germany. An exceptionally important figure in this context was Friedrich Althoff. Originally a lawyer, he served between 1882 and 1907 with great power and determination in the Prussian Ministry of Education. During this quarter of a century, the system that would later come to be known as ‘System Althoff’ prevailed. With forceful, unorthodox methods, Althoff intervened in 1 Konrad H. As is often the case when university history is investigated more closely, the establishment of a university is a complicated matter; thus the university in Strasbourg had already been founded in 1631, but after the Franco–Prussian War it was re-established in 1872 as ‘Reichs-Universität Straßburg’, and five years later it became one of the universities named ‘Kaiser- Wilhelms-Universität’. -

Making Sense of German History PETER PULZER All Souls College, Oxford IT IS AN HONOUR AND A PRIVILEGE to have been asked to give this lecture in commemoration of an original and influential thinker and a man of great integrity. I first came across Elie Kedourie’s writings in the early 1960s and felt instinctively drawn to the tone of rational scepticism in which he expressed himself—a tone more suited to an eighteenth-century philosophe than to a child of the era of tyrannies. I did not, however, get to know him personally until he came to Oxford in the late 1980s as a Visiting Fellow of All Souls College. He was not, as those who knew him better than I will confirm, a highly extrovert person, but he was courteous and engaging, happy to listen and to respond in an invariably learned and reasoned way. I hope that the topic I have chosen and the way I have decided to approach it would have appealed to him. *** ‘The Third Reich formed the climax of the German special development (“Sonderentwicklung”) as it was directed against the West. Wilhelmine Germany and the First World War, 1890-1918 England and the German Fleet: Alfred von Tirpitz looks back on the Naval Race (1920) In his memoirs, Alfred von Tirpitz (1849-1930) looks back on the arms race that led up to World War I. He faults both German diplomacy and British animosity for the escalation of tensions between the two industrial powers. For Tirpitz, the Moroccan crisis of 1911 was the single most unfortunate event in Anglo-German relations. 1. In the first few years of its encirclement policy, England did not take Germany’s fleet construction program seriously. It was convinced that Germany would not be able to build a first-class fleet with its limited budget. The English believed that our technology was under- developed and that we lacked sufficient organizational experience. They were accustomed to seeing us fail, since a large number of Prussian and German naval plans had never made it past the planning stages. It was only in 1904 that they looked at our naval program anew. Contrary to my wishes, we presented all our ships to Edward VII at the Kiel Regatta Week, and the Kaiser toasted ―the renewed maritime power of the newly created German Empire.‖ King Edward responded coolly and, when inspecting our ships, exchanged meaningful glances and words with Selborne, the first lord of the Admiralty. These exchanges were disagreeable to me. It was an unpleasant shock to the English that we had accomplished so much with limited funds and that we had developed an organic process that was more methodical than their own. -

UMI 300 North Zeeb Road Ann Arbor, MI 48103 COPYRIGHT BY TERRY DALE THOMPSON 1996 ABSTRACT God's Special Way examines the relationship between Halle Pietism and the Hohenzollern monarchy in order to discern the nature and effect on Brandenburg-Prussia of that alliance. Halle Pietism was a reform movement within the Lutheran church in 17th and 18th century Germany that believed the establishment church had become too concerned with correct theology, thus they aimed at a revival of intense Biblicism, personal spirituality, and social reform. The Pietists, led by August Hermann Francke (1662-1727) , and King Friedrich Wilhelm I (rl7l3-l740) were partners in an attempt to create a Godly realm in economically strapped and politically divided Brandenburg-Prussia. In large measure the partnership produced Pietist control of Brandenburg- Prussia'a pulpits and schoolrooms, despite the opposition of another informal alliance, this between the landed nobility and the establishment Lutheran church, who hoped to maintain their own authority in the religious and political spheres.
