Report on Heritage Conservation - We All Gain - by the Conservancy Association to the Lord Wilson Heritage Trust, 2005 Embedded in these reports you find a series of recommendations which make a comprehensive 'Heritage Conservation Policy'. The key issues to address are funding arrangements and amendments of various existing institutional arrangements from departmental responsibilities, operating procedures to ordinances. INTRODUCTION 1.1 The Town Planning Ordinance (Cap. 131) (the Ordinance) was enacted in 1939. Until the enactment of the Town Planning (Amendment) Ordinance 1991 (the Amendment Ordinance 1991), there had been no fundamental changes to the Ordinance apart from a number of piecemeal amendments. With the significant changes in Hong Kong's political, social and economic circumstances in recent decades, the Ordinance is no longer able to provide the necessary degree of guidance and control for planning and development in Hong Kong.
