The Outreach took place from 21 to 22 October, with the first day being spent in the town of Graaff-Reinet. On the 22nd of October, the Eastern Cape’s , Noxolo Kiviet, and members of her Executive Committee (MECs) opened up the floor to the residents of the District in , in the area of Baviaans.

Government Spokesperson, Mzukisi Ndara, explained that the Outreach effort was a result of a Cabinet decision taken last year, to visit local government spheres and communities on an annual basis. This, he added, was an inherent part of the Cabinet’s operation to strengthen inter- governmental relations.

MakesChristmas ± 5 dozen Stars These bite size mince pies make wonderful gifts. We have used a slightly bigger cutter for the bottom star, but you can use one size only.

SHORT-CRUST PASTRY

2 cups (240 g) cake flour pinch of salt 2 T (30 ml) castor sugar ½ cup (125 g) butter, fridge temperature 2 egg yolks 3 ½ T (52.5 ml) cold water

Sift the flour and salt and cut or rub in the butter to form coarse crumbs. Add the castor sugar. Mix the egg yolks with cold water and add to the flour. Cut the liquid in with a small knife to form a crumbly mixture. Use your hand to gather and knead the mixture together until it forms a ball. Don’t add more water, simply keep working the dough lightly.

Wrap the dough in plastic and leave to rest (in cooler weather, it is best to leave out of the fridge, as it can become too hard and brittle). Roll out to 2mm or thinner, on a well floured surface, using a floured rolling pin.

Cut out 30 x 6cm star shapes and 30 x 5cm star shapes. Spoon ½ t of Christmas fruit mince on each 6cm star. Top with the smaller stars. Place on a baking paper lined baking sheet. Rest in a cool spot for 30 minutes. Bake at 190ºC for ± 12 minutes.

TO SERVE Sieve a little icing sugar over.

Cold Christmas Puddings with Fresh and Dried Fruit Cones

½ cup (125 ml) seedless raisins ½ cup (125 ml) sherry grated rind from one orange ¾ cup (180 ml) water 1 x 250 g Ina Paarman’s Lemon Cheesecake Mix 1 cup (250 ml) whipping cream

Add the raisins to the sherry in a glass measuring cup and microwave on high for 1 minute. Add grated orange rind. Leave to cool to room temperature or (in the fridge if in a hurry).

Measure the water into a medium size mixing bowl. Sprinkle the cheesecake mix over and beat until well blended. In a smaller mixing bowl whip the cream until stiff. Using the same beaters, re-whip the cheesecake mixture for 1 minute until smooth. Stir in the raisin/sherry mixture. Gently fold the whipped cream into the cheesecake mixture using a spatula or metal spoon and stir until evenly blended.

Rinse moulds or tiny coffee cups with cold water; don’t dry. Divide the cheesecake mixture between the moulds, shake and tap each one a few times to make sure the mixture has settled right down. Cover with cling film and refrigerate overnight.

FRESH AND DRIED FRUIT MIXTURE

125 g dried apricots, finely sliced 125 g dried mango, sliced into 1cm lengths 125 g dried apple rings, coarsely sliced 1½ cups (375 ml) sparkling apple juice 500 g fresh, stoned litchis or 1 x 565 g tin litchis, drained 500 g strawberries or 250 g cherries or 250 g raspberries or 1 large bunch black grapes, halved and seeded

Place the chopped dried fruit in the sparkling apple juice and soak for 3-4 hours or overnight in the fridge. Keep the litchis and strawberries, cherries or grapes in the fridge separately to be added just before serving.

TO SERVE Turn cheesecake moulds out into dessert plates. Mix the fresh fruit with the soaked dried fruit mixture and spoon around the desserts. Garnish with a sprig of holly or mint.

Many years ago, shortly after completing my studies, I chose to return to Port Elizabeth because I felt that it was the city that best suited my lifestyle and interests. And the place that perhaps most satisfies my many interests is the Baviaanskloof.

As a naturalist, I love the outdoors and all that nature has to offer, from anthropology to zoology, from fauna to flora, and the immense sense of satisfaction that you have at the end of a hard day’s hike. There are few things better than staring up at a brilliant sky on a cold night with the intermittent calls of a nightjar breaking the silence or floating on your back in a cool stream while the baking heat of the day distorts the shapes around you. All this and so much more is to be found in the wilderness that is the Baviaanskloof.

My family and I ventured into the Baviaans recently, venture being the operative word. There are plenty of signs along the way warning sedans to go no further. Now, unlike other warning signs found in game reserves that are ignored by either the brave but more likely the stupid visitor, these signs cannot be ignored in the Baviaanskloof. The road is, in various places, rough, steep, narrow, angled, flooded and, in one or two places, all of the above! My wife has not stopped berating me for the new “4X4 stripes”, courtesy of a couple of acacia trees, that adorn the sides of her newly acquired SUV.

As the name suggests, the Baviaans is home to numerous troops of baboons, that will not hesitate to rob you blind if you leave your food lying about. Of the big five, buffalo and leopard are resident and they are accompanied by a number of other large mammals including kudu, mountain rhebuck, mountain zebra and red hartebeest. The bird life is prolific and snakes, tortoises, monitors and lizards are frequently sighted. The vegetation changes dramatically as you gain altitude, beginning with forest on the valley floor and changing to valley bushveld, then and grassland on the summit.

The camp sites have a braai plinth. Yip, that’s it! (Actually there is a long drop too, but, to be honest, the bush is way better). Bath in the river. If this sounds rough, let me stress that it is. If you are more comfortable with hot and cold running water, electricity and porcelain, don’t venture into the Baviaans.

On our particular trip we had no choice but to picnic at the site reserved for day visitors. To be frank, it was miserable. There are no braai facilities and no streams in which to float. Disappointed, and robbed by the baboons while looking for a stream, we headed back to the creature comforts at home. Next time I visit the Baviaans it will be to camp.

What makes the Baviaanskloof so attractive to some is that it is largely inaccessible to most and too rough for the rest. That, and of course the untouched, natural beauty.

“We initiated the project earlier this year with the help of the Social Development Department, which supplied R500 000 to help 10 people to launch the project,” said Madlakane.

Thanks to the skills they learnt while working at Sinazo, eight of the original people involved in the project obtained permanent jobs, while the remaining two brick makers continue with the project making bricks for the local construction industry. “These two employ other workers, albeit temporarily, when the need arises,” said Madlakana. In an attempt to decrease unemployment and poverty under the guidance of the Department of Roads and Public Works in the Eastern , the Baviaans Municipality registers needy and unemployed personnel in Willowmore, Steytlerville and Baviaanskloof in the Office of Councillor Jappie Booysen.

Those listed on the database are given jobs as casuals on a rotational basis said Community Services Secretary, Anja van Jaarsveld.

“Some of these people distribute pamphlets while others plant grass and trees. Another group would do some work in institutions like the Youth Centre,” said Van Jaarsveld.

“We’ve got 97 people working on this cleaning project. They work in groups - all over the town to keep it clean. These people come from our communities and are paid R480 for eight days of work – to provide food for their families,” said their foreman, Jimmy Blaauw.

Baviaans Municipality is taking sport very seriously after the success of the Baviaans Soccer Challenge, held shortly before the 2010 Soccer World Cup. The initiative has revived the interest in sport amongst the youth that live in the area.

“The Baviaans Soccer Challenge was established by the Community Services Department of the Baviaans Municipality in an attempt to mobilise and galvanise the youth to take an interest in sport and help to build soccer fever ahead of the Soccer World Cup,” said Community Services Secretary, Anja van Jaarsveld, adding that the Challenge is set to be an annual event.
