    Landmarks Preservation Commission November 22, 2016, Designation List 490 LP-2557 SHELTON HOTEL, 525 Lexington Avenue (aka 523-527 Lexington Avenue, 137-139 East 48th Street, 136-140 East 49th Street), Manhattan Built: 1922-23; architect, Arthur Loomis Harmon Landmark Site: Borough of Manhattan, Tax Map Block 1303, Lot 53 On July 19, 2016 the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Shelton Hotel and the proposed designation of the related Landmark Site (Item No. 4). The hearing had been duly advertised in accordance with the provisions of the law. A representative of the owner spoke in favor of the designation acknowledging the building’s architectural and cultural importance. There were five other speakers in support of the designation including representatives of Borough President Gale Brewer, Community Board 6, the New York Landmarks Conservancy, the Historic Districts Council, and the Municipal Arts Society. A representative of the Real Estate Board of New York spoke in opposition to the designation. A representative of Council Member Daniel Garodnick submitted written testimony in support of the designation. Two other individuals have also submitted emails in support of the designation. Summary Designed by architect Arthur Loomis Harmon and completed in 1923, the Shelton Hotel was one of the first “skyscraper” residential hotels. With its powerful massing it played an important role in the development of the skyscraper in New York City. Located on the east side of Lexington Avenue between 48th and 49th Streets, it is one of the premiere hotels constructed along the noted “hotel alley” stretch of Lexington Avenue, which was built as part of the redevelopment of this section of East Midtown that followed the opening of Grand Central Terminal and the Lexington Avenue subway line.

    2020 ANNUAL REPORT BUILDING BRIGHTER FUTURES CHIcaGO LIGHTS builds brighter futures for Chicago’s youth and adults through supportive relationships and life-changing programs. We believe every person deserves access to the resources they need to overcome systemic barriers and achieve their ambitions. Chicago Lights provides creative youth development and social services that help people build the skills they need to lead fulfilling lives. We partner with Chicago’s youth and adults in mentoring, supportive services, academic enrichment, career development, and arts education. 2020 WAS A Year LIKE NO otHER. All of us were challenged with the effects of the COVID-19 pandemic, social unrest, and economic stress. Many families in Chicago were already facing systemic barriers to employment, education, health, and housing. Add the effects of COVID-19—increased unemployment, remote learning, and lack of access to quality healthcare—and many people were left far behind. But people were resilient. The Chicago Lights family came together to support each other, quickly shifting to a new virtual space. Chicago Lights Tutoring, Summer Day, Dance Academy, and Urban Farm programming for students all pivoted online to stay connected and offer mentorship, job training, academic support, and arts enrichment. The Social Service Center provided curbside services, making sure guests’ basic needs were met with clothing, food, and hygiene items. Case management for guests’ long-term goals related to housing, employment, and health took place over the phone.     REQUEST FOR EVALUATION Address: 445 PARK AVENUE Location: Block 1311 Lot 1 Name: 445 Park Avenue Architect: Kahn & Jacobs Constructed: 1946-1947 Summary: The first post-war office building on Park Avenue – and the first fully air-conditioned commercial structure in New York City – 445 Park Avenue set the stage for future development along Park Avenue. The prominent architecture firm Kahn & Jacobs, architects of the Landmarked Municipal Asphalt Plant (1941-44), designed this building. The rectilinear glass and limestone structure, with its dark granite base, is composed of four setbacks, adhering to the 1916 zoning law. Continuous ribbon windows and limestone spandrel panels give the building a sleekness in stark contrast to its contemporary buildings. Lever Brothers Company, Schweppes, Ford Motor Company, Monsanto Chemical Company, and Universal Pictures Corporation all leased space in the structure in the 1940s. 1 REQUEST FOR EVALUATION Address: 450 PARK AVENUE Location: Block 1292 Lot 37 Name: former Franklin National Bank Building Architect: Emery Roth & Sons Constructed: 1968-1972 Summary: This 33-story skyscraper has been called “the handsomest black skyscraper in the city.” 450 Park Avenue served as the headquarters of the Franklin National Bank from 1972-74, and its sleek black façade and dark glass set it apart from other structures on Park Avenue, especially those designed by Emery Roth & Sons in the previous decades. The building has a smooth façade treatment composed of “black granite” (likely gabbro or diabase) and graceful elliptical window segments of gray-tinted glass. Following the 1961 zoning resolution, the architects designed a privately owned public space on the west side of the structure.

Built 1930-31; Kenneth Franzheim, architect. Landmark Site: Borough of Manhattan Tax Map Block 869, Lot 54. On June 24, 2008, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the 275 Madison Avenue Building and the proposed designation of its related Landmark Site (Item No. 2). The hearing had been duly advertised in accordance with the provisions of law. Three people, including a representative of the building’s owner and representatives of the Historic Districts Council and the Municipal Art Society, spoke in favor of designation. Summary Rising 43 stories in height and completed in 1931, 275 Madison Avenue is an outstanding Art Deco skyscraper dating from the end of New York’s 1920s and early-1930s skyscraper boom. Designed by noted architect Kenneth Franzheim, the building features a striking polished-granite base; three stories high with tall rectangular openings, it was treated by Franzheim as a “stage setting” with a compelling black-and-silver color scheme and rich abstract ornament. Rising above the base is a dramatically massed, slab-form tower that steps back repeatedly before narrowing to a nearly square plan at its upper floors. Like the nearby Daily News Building completed the year before, 275 Madison is best described as a transitional work, bridging the exuberant, “modernistic” Art Deco style and the spare, sculptural qualities of the International Style.
