Landmarks Preservation Commission July 15, 2008, Designation List 404 LP-2302 TESTIMONY AT THE PUBLIC HEARING On May 13, 2008, the Landmarks Preservation Commission held a public hearing on the proposed designation of the West Chelsea Historic District (Item No. 1). The hearing had been duly advertised in accordance with the provisions of law. Ten witnesses spoke in favor of the designation as proposed, including representatives for Council Speaker and Councilmember for District 3 Christine Quinn, Borough President Scott Stringer, State Senator Thomas Duane, Manhattan Community Board 4, Assemblymember Richard Gottfried, the Historic Districts Council, the Municipal Art Society of New York, the New York Landmarks Conservancy, the Council of Chelsea Block Associations, and Save Chelsea. One of these speakers expressed interest in expanding the boundaries to include additional properties not within the proposed district. The owners and/or representatives of two properties (a total of ten speakers) were opposed to including their properties or portions of their properties in the proposed district. Representatives of two properties (a total of five speakers) took no position on the proposed district. One witness, representing an owner, asked for zoning changes in order to support the proposed district. One owner asked that the hearing be continued. On June 3, 2008, the Landmarks Preservation Commission held a continued public hearing on the West Chelsea Historic District (Item No. 1). The continued hearing had been duly advertised in accordance with the provisions of law. Four witnesses spoke in favor of the designation as proposed, including representatives for the Roebling Chapter of the Society for Industrial Archeology and the Chelsea Waterside Park Association. The owners and/or representatives of two properties (a total of eight speakers) were opposed to including their properties or portions of their properties in the proposed district. Representatives of one of these properties testified against inclusion at the previous public hearing; the continued public hearing was requested by the owner of the second property. Two letters were also presented to the Commission in support of the proposed designation. WEST CHELSEA HISTORIC DISTRICT BOUNDARIES The West Chelsea Historic District consists of the property bounded by a line beginning at the intersection of the northern curbline of West 28th Street and the eastern curbline of the West Side Highway (aka Joe DiMaggio Highway, Twelfth Avenue), extending easterly along the northern curbline of West 28th Street to a point formed by its intersection with a line extending northerly from the eastern property line of 548-552 West 28th Street (aka 547-553 West 27th Street), continuing southerly across the roadbed, along said property line, and across the roadbed to the southern curbline of West 27th Street, easterly along said curbline to a point formed by its intersection with a line extending northerly from the eastern property line of 536-542 West 27th Street, southerly along said property line to the southern property line of 534 West 27th Street, easterly along said property line and the southern property lines of 532 through 516 West 27th Street, to the western property line of 510-514 West 27th Street, 2 northerly along said property line to the southern curbline of West 27th Street, easterly along said curbline to a point formed by its intersection with a line extending northerly from the eastern property line of 510-514 West 27th Street, southerly along said property line to the southern property line of 510-514 West 27th Street, westerly along a portion of said property line to the eastern property line of 513 West 26th Street, southerly along said property line and across the roadbed to the northern curbline of West 26th Street, easterly along said curbline to the western

It was connected with the processes of transformation of urbanization and the introduction of new materials for building such as concrete, cast iron, reinforced concrete or steel. Still, wooden forms existed all the time as elements of construction of adjacent objects and decorations of facades. Porches were usually made of wood. The paper presents examples of porches found in Poland in tenement houses from the turn of the XIX and XX centuries.     Landmarks Preservation Commission June 27, 2000, Designation List 316 LP-2074 BROAD EXCHANGE BUILDING, 25 Broad Street (aka 25-33 Broad Street and 44-60 Exchange Place), Manhattan. Built 1900-02; Clinton & Russell, architects. Landmark Site: Borough of Manhattan Tax Map Block 25, Lot 19. On May 16, 2000, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Broad Exchange Building and the proposed designation of the related Landmark Site (Item No. 1). The hearing was duly advertised in accordance with the provisions of law. Three people spoke in favor of designation, including representatives of Council member Kathryn Freed, and the Historic Districts Council. The Commission received a letter of support from the building's owner and a resolution of support from Community Board l. Summary Located in the heart of Manhattan's financial district, the Broad Exchange Building was, at the time of its construction in 1900-02, the largest office building with the highest estimated real estate value built in Manhattan. Designed by the renowned architectural firm of Clinton & Russell, the Broad Exchange Building contained 326,500 square feet of rentable floor area and was estimated to cost $3.25 million. The builders of the Broad Exchange used all the new technologies introduced during the 1890s in order to create taller structures. The twenty story high building has a steel frame, elevator, and caisson construction. The design of the building is a tripartite composition, common to many of New York's tum-of-the century skyscrapers with a base, shaft, and capital.

    Landmarks Preservation Commission November 22, 2016, Designation List 490 LP-2557 SHELTON HOTEL, 525 Lexington Avenue (aka 523-527 Lexington Avenue, 137-139 East 48th Street, 136-140 East 49th Street), Manhattan Built: 1922-23; architect, Arthur Loomis Harmon Landmark Site: Borough of Manhattan, Tax Map Block 1303, Lot 53 On July 19, 2016 the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Shelton Hotel and the proposed designation of the related Landmark Site (Item No. 4). The hearing had been duly advertised in accordance with the provisions of the law. A representative of the owner spoke in favor of the designation acknowledging the building’s architectural and cultural importance. There were five other speakers in support of the designation including representatives of Borough President Gale Brewer, Community Board 6, the New York Landmarks Conservancy, the Historic Districts Council, and the Municipal Arts Society. A representative of the Real Estate Board of New York spoke in opposition to the designation. A representative of Council Member Daniel Garodnick submitted written testimony in support of the designation. Two other individuals have also submitted emails in support of the designation. Summary Designed by architect Arthur Loomis Harmon and completed in 1923, the Shelton Hotel was one of the first “skyscraper” residential hotels. With its powerful massing it played an important role in the development of the skyscraper in New York City. Located on the east side of Lexington Avenue between 48th and 49th Streets, it is one of the premiere hotels constructed along the noted “hotel alley” stretch of Lexington Avenue, which was built as part of the redevelopment of this section of East Midtown that followed the opening of Grand Central Terminal and the Lexington Avenue subway line.
