The ACT Emergency Services Agency has received 2,044 calls for assistance from the severe storm activity yesterday.

Currently, 580 jobs have been complete and there are 1,464 jobs outstanding.

Crews made up of ACT State Emergency Service, ACT Rural Fire Service, ACT Fire & Rescue and Transport Canberra and City Services are working together to respond to roof damage, fallen trees, skylight damage and broken solar panels.

Volunteers from New South Wales State Emergency Service have arrived today to support our ACT crews. They will be working closely with our volunteers over the coming days to support the Canberra community following yesterdays storm activity.

We understand this is an incredibly stressful time, but we ask the community to be reassured that we are working through each and every request.

The ACT State Emergency Service prioritise jobs based on the type of damage and the effect on the resident. For example; life or safety hazards including electrical damage or threats to those who are more vulnerable.

It may take a number of days to get through each job. We appreciate your patience while you wait for assistance.

If you no longer need assistance, please call 132 500 to cancel your request.

In a life threatening emergency, call Triple Zero (000).

Please do not reply to this email. For all enquiries call the ESA 24 hour media line on 6207 8564. 1988 1989

ACT State Emergency Service, with the assistance of New south Wales State Emergency Service, are working tirelessly to respond to numerous storm damage incidents around Canberra following the severe storm which passed through Canberra on Monday.

A record high 2100 calls for assistance were received by the ESA. This is more than Victoria which received 1824 calls for assistance for the entire state.

Calls for assistance have been prioritised based on the information given at the time of call, the risk to the community and the circumstances of the caller. Crews are working hard to attend all calls.

We ask that Canberrans remain patient as we clear the record number of calls for assistance.

There are currently 1070 incidents outstanding and 1020 incidents have been completed. 1996

o SIG was deployed at 0900hrs to monitor the Mary’s Hill fire and then complete a reconnaissance of lightning strikes in the ACT region.

o The ADF EC135 helicopter flew a recon route at 0100 to check for lightning ignitions and hot spots at the Mary’s Hill fire. Three hotspots were detected on the Eastern edge of the fire.

o The Mary’s Hill fire is currently 2127 Hectares and has been benign over the last couple of days, which has allowed crews to address hot spots and monitor containment lines.

o Crews are currently working on this fire to extinguish hot spots that were identified by FB100 this morning.

o There is currently no direct threat to life or property.

o PCS have strike teams based at Tumut until Thursday. However, these teams may be withdrawn early if the Mary’s Hill fire hot spots are extinguished, to allow them to stand up on Thursday.

o Tumut have requested 2 RAFT teams for Thursday which has been declined due to stand ups in the ACT. This will be reviewed when fire weather improves.

o Weather conditions are favourable for a direct attack on this fire today. The maximum temperature will be 33 degrees, The FDI is 35 (very high). RH is 16 in Canberra with winds from the Northwest at 20 to 30 km/h.

o The terrain is accessible for entry on foot, however difficult for vehicles to approach directly due to the recent rain.

o An ACTAS vehicle is in the area to provide support to crews if required.

o If fire conditions deteriorate we will re-asses the use of RAFT teams on a day to day basis. 1997

Good morning all, Please find attached the morning update from the ACT ESA IMT.

The storm incidents are steadily diminishing as we work through cancelled jobs and crews address RFAs.

Fire activity is minimal. However, the fire danger is starting to increase.

Crews are working at Adaminaby and Mary’s Hill to extinguish hot spots.

Fire bird 100 is currently flying Mary’s Hill and lightning strikes. Taipan 43 flew a mission last night at 0100 to monitor hot spots.

Overall, the situation is under control and progress is being made at all incidents.

Kind regards

Matthew Mavity

Name of Incident: Pialligo Fire Date: 23 Jan 2020

Report Issued: 23 Jan 2020 11:00 FBAN: Brian Levine

Weather Situation (including outlook): A high pressure will decay as a cold front and low pressure trough approach from the west. This will result in warm and gusty NW winds ahead of a cool southerly change for NSW. The ACT will have a westerly effect, rather than a SW wind change. Temps will cool Friday before warming through the weekend as a trough blocks moisture to the ACT. Chance of thunderstorms through the early part of the week. Thursday, Severe Weather warning has been issued for damaging winds. Dust likely to impact the ACT from early morning resulting in poor visibility. Max temp 33°, min RH 15%, winds NW 35-45km/h gusting to 90km/h in the Urban area; 100km/h along the ranges. Friday, cooler, max temp 29°, min RH 20%, winds WNW 15-25km/h. Saturday, max temp 31°, min RH 20%, NNE/ N 15-20km/h. Sunday, max temp 34°, min RH 16%, winds WNW 15-20km/h.

Fire Behaviour Overview (include relevant fuel information: type and load)  Direct attack unlikely to succeed due to strong and gust winds ahead of the front passage.  Conditions are not likely to ease after the front passage; instead they will remain strong through the day.  Conditions likely to ease through the weekend, making direct attack more feasible.  7 day FDI Outlook:

Detailed Fire Behaviour:  Pialligo Fire: Rates of spread in forest up to 800m/h, flame heights 5-15m, spotting up to 3km. In grass, ROS 2-4km/h, flame heights up to 4.5m.

Key Actions: (strategy and tactics including containment options, long-term planning considerations):  Strong winds could cause erractic fire behaviour, resulting in rapid change in fire direction.  Strong winds and gusts will impact air operations; dust to impact visibility through afternoon.  Dust not likely to decrease winds or fire activity through the day, possibly clearing through late afternoon.

Safety Considerations (Thunderstorms, high winds, instability, Aircraft, etc.):  Severe Weather Warning for damaging winds for the day, likely to remain through sunset. Winds sustained 40- 60km/h and gusts 90-100km depending on the location. Likely to decrease around sunset.  Chance of thunderstorms, could enhance winds gusts. Strom potential could cause fluctuations in west directions and strength.

Uncertainties and Additional Information:  Uncertainties: change in wind direction with cold front. Likely to be more of westerly; Southerly unlikely unless thunderstorms impact.

Janelle,

Please find enclosed amended documents covering:

‐ Project Purpose and Terms of Reference ‐ Project Implementation and Schedule, and ‐ Operational Analysis Matrix

As discussed yesterday we do need to get through a considerable amount of work next week and therefore request:

1. After Action Reviews; 2. Intelligence Briefings and assessments; 3. Public Info release and content summary; 4. Incident Action Plans; 5. Detailed timeline/timelines (down to division or brigade level?) 6. Royal Commission submissions as appropriate 7. Schedule of interviews at ESA discretion from among component elements, per the OA matrix

I appreciate that this may take time and therefore recommend that you forward information to us immediately it is available rather than seeking than as a package. The interviews are critical and your advice on the earliest available date to complete these would be greatly appreciated. We will organise our work around this date.

All the best for the weekend.
