UNOFFICIAL ENGLISH TRANSLATION PRESS STATEMENT INDUSTRY AND ECONOMIC ACTIVITIES IN KLANG CAN CONTINUE OPERATIONS The 22nd Special Session Meeting by the National Security Council (NSC) chaired by the YAB Prime Minister this morning discussed specifically the COVID-19 pandemic spread issues including the situation of new COVID-19 cases in the Klang District. I have reported to the NSC Conference on the results of my discussion early this morning with the Selangor State Health Director, Dato’ Indera Dr. Sha’ari Ngadiman in relation to the health situation in the Klang District and the proactive steps taken by the State Health Department to curb the spread of COVID-19 in Selangor. The NSC Conference gave attention to and took note of the developments and current situation including the feedback received from industry associations as well as from local and international chambers. The State of Selangor contributes 24 percent to the entire Gross Domestic Production (GDP) of Malaysia and 30 percent to the nation’s manufacturing sector. From the labour market aspect, there are almost 3.5 million employees in Selangor which constitutes 23.2 percent of the nation’s labour force. The Klang District is a major industrial activity centre and a main hub for container ports in Malaysia, contributing more than RM400 billion in trade activities in Port Klang in 2019. Therefore, after considering the current health situation in the Klang District and the importance of ensuring economic sustainability, the MKN Conference today decided to allow all economic sectors in the Klang District to continue operations as usual with strict compliance to Standard Operating Procedures (SOPs). -

It examines the way in which the British acquired and controlled land as a resource, and the ways in which companies raised and applied investment capital. It considers the means of recruiting an adequate supply of labour, and controlling it as a workforce; it demonstrates a close relationship between the rubber companies and the State, which was modified by the special interests of the State itself. Land and capital The British established a settlement on the island of Singapore at the beginning of the nineteenth century, but it was not until some 50 years later that they began to take a serious interest in the Malay peninsular proper. -

CHAPTER 6 LANDUSE MASTERPLAN STUDY 6.0 LAND-USE MASTERPLAN STUDY 6.1 INTRODUCTION 6.1.1 The Putrajaya Lake system is a man-made system. For it to perform as envisaged there is a need to develop an integrated land-use masterplan for the catchment, based on an adequate understanding of the natural system supporting it. 6.1.2 To develop the masterplan there is a need to review the existing land-use policies and land-use situation in the catchment. Based on the review and the land-use controls, recommended by the various specialists in the study team to ensure the success and sustainability of the Lake, an integrated land-use masterplan can then be develop to guide the future development in the catchment. 6.2 REVIEW OF LAND-USE POLICIES AND GUIDELINES 6.2.1 The Structure Plans 6.2.1.1 The current land-use policy in the catchment is governed by two district Structure Plans. They are: • The Structure Plan for Putrajaya and part of Sepang District • The Structure Plan for Petaling District and part of Klang District 6.2.1.2 The Structure Plan for Putrajaya and part of Sepang District has defined a set of policies for the planning and development of Putrajaya. The policies governing the planning and management of the area in the Putrajaya Lake Catchment are supposed to create a city possessing the following characteristics: • an “intelligent City” • a “City-in-a-Garden” • a city that meets the administrative needs of the federal government • a city with a carefully monitored physical and ambient environment • a city with a high quality living environment • a city that gives priority to public transport 6-1 Doc Ref: T9903/DOC/013 6.2.1.3 The Structure Plan also supported preservation of the existing development surrounding Putrajaya. -

Quantifying Green Space Cooling Effects on the Urban Microclimate using Remote Sensing and GIS Techniques Siti Nor Afzan BUYADI, Wan Mohd Naim WAN MOHD and Alamah MISNI, Malaysia Key words: Urban Heat Island, urban green space, mono-window algorithm and cooling effects SUMMARY Urban heat island (UHI) is a phenomenon where temperature distribution in the urban area is significantly warmer than its surrounding suburban areas. One of the main causes of UHI is the replacement of natural surfaces by built surfaces through urbanization. Trees and vegetation play vital role to mitigate the UHI effects especially by regulating high temperature in saturated urban areas and their surrounding. This study attempts to evaluate the urban green spaces (UGS) cooling effects on the microclimate of the surrounding areas especially in a hot and humid tropical climate like Malaysia. Shah Alam Lake Garden (Shah Alam), Bandaran Kelana Park (Kelana Jaya) and Subang Ria Recreational Park (Subang Jaya) which are located in the Petaling District, Selangor, Malaysia are selected as the study areas. UGS land cover profile and surface temperature distribution are derived from Landsat 5 Thematic Mapper (TM) image of 2009. Mono-window algorithm is used to generate temperature distribution map of the study areas. Land cover classification and land cover profile of the selected study areas are generated in the digital image processing software. Geographical Information System (GIS) is used to generate the land surface temperature (LST) map, measure the LST of selected points within specified buffer zones, perform overlay and buffer operations. The green space cooling effects intensity and the relationship between intensity and proximity from green space boundary are later determined. -

Although its consequences are not as disastrous as other natural disasters such as earthquakes and tornado storm, but it still gives off a great deal of destruction towards social, operational and financial sectors. Recently, most of the events occurred are not happened at the common marked areas and seasons. It happened anywhere and anytime. Hence, it is not surprise that at any time, any place could be affected by flood incidents. Therefore, an analysis on flood incident is crucial in mitigating the flood risk and at the same developing the flood safety measures. This study aims to analyse the flood frequen- cy and flood magnitude of all nine districts in Selangor. Data is gathered from the Department of Irrigation and Drainage (DID) Selangor, from 2008 to 2017. Petaling Jaya posted the highest number of flood cases at 249 cases out of 1,161 cases in Selangor throughout the period of 2008 to 2017. Poisson distribution was used to estimate the probability of flood occurrence, and the results show that Petaling Jaya has recorded the highest probability of flood occurrence with at least one event in a day. -

This paper addresses the issue of the conserving the natural heritage of environmentally sensitive areas in Kuala Selangor District, Malaysia. Being as environmental goods, the existence of these natural heritage elements is all important as overall it enhances the quality of life. Simultaneously, it is greatly marked that presently there is an increasing tendency in the development which may hamper these sensitive areas. Thus, this research was embarked to analyses the importance of areas of natural heritage found in Kuala Selangor. The research mainly employed the collection of secondary information in terms of textual and statistical information in the form of GIS format to assemble info for analysis purpose. The results indicate that the natural heritage of environmentally sensitive areas comprises of Kuala Selangor Nature Park, Kampung Kuantan, Kampung Bukit Belimbing and Permanent Forest Reserves. These fields hold the prominent values of historical archaeology and biodiversity which should be protected for future generations. As a conclusion, it is clearly evident that environmental goods, letting in natural heritage have invaluable assets that hold its own contribution to raising the overall environmental quality.
