It is bounded to the east by Scott hall road, to the North Stainbeck Lane and Road (excepting the Stonegate area) before cutting along Woodhouse Cliffe and down through Buslingthorpe. The major estates within this neighbourhood are the Miles Hills, Beckhills, Potternewtons, Farm Hills, Sugarwells, Boothroyds and Stonegates. Demographically, the area is becoming more diverse ethnically with 77.86% of the population being White British 5.14% Black Caribbean and 2.44% of Pakistani origin. Faith wise 60.74% of the population Christian and 3.68% Muslim. The population of this neighbourhood is also considerably younger than would be expected with 20.50% children and 50.84% under the age of 30. 33.5% of households within this area are in owner occupation and 50% rent from the local authority.

In addition, this report provides an update on the position regarding the future of the caretaker’s bungalow on the site of the former Miles Hill Primary School. The bungalow was refurbished to accommodate family and childrens services, paid for by Sure Start and the Area Committee. The report recommends a request is submitted to ring-fence any future capital receipt from the sale of the site to the value of the capital invested by Sure Start/Area Committee in order to fund relocation of the services on the Beckhill estate. The request will be subject to the development of a robust business plan and agreement from the Council’s Asset Management Group to the terms of any relocation to non-Council facilities. The report asks the Area Committee to consider the outcomes of the study, address the issues that have emerged and to decide on any further action. Purpose of this report 1 The purpose of this report is to deliver the feasibility study into a proposed Joint Service Centre for Beckhill estate to the Area Committee and present the preferred option for development into a viable proposal.

Built in the 1970’s, the topographical challenges in the area were dealt with in a way which maximised the density of development, but the shortcomings of this approach have over recent years become apparent with poor public realm which has contributed to the occurrence of anti- social behaviour. A number of properties have been cleared over the last 10 years making land available for new development. This Neighbourhood Framework has been prepared to set out the development opportunities in the area whilst also setting out the design principles that any new development must adhere to. It also identifies a range of other investment requirements in the area to make it an even better area to live for both existing and future residents. Many of these improvements proposals have emerged directly from discussions with residents and we would like to thank everyone for their time and contributions. Delivery of the proposals is key to the future success of the Beckhill area. The Council will now work hard with partners and developers to deliver the required improvements and secure the delivery of new homes.

The Council’s response to Matter 6 details the overall site assessment and selection process used for allocation of sites in the Plan. The Council considers that this approach is the most appropriate in terms of meeting CS aims and objectives for the MD as a whole and that the selection of sites is justified. This response to Matter 7 sets out how the overall methodology and process has applied in this HMCA. It highlights the specific characteristics of and evidence relating to Inner and notes whether there are any specific issues arising. 1.2 Further to paragraph 3.4 of the submission SAP CD1/1 the Inner Area comprises a series of distinct areas and neighbourhoods that form a ring around the City Centre, characterised by urban deprivation based on the decline of the manufacturing sector in the UK. However, they all have individual characteristics that make them distinct from each other. The general decline of heavy and light in industry in the UK hit areas such as Leeds Inner HMCA much harder than others. Over time the decline left behind a legacy of large areas of brownfield land much of which is proposed for regeneration.
