One, introduction

许昌利用亚行贷款旱作持续农业目总投资 3894.9 万元，中利

用亚行贷款 200 万美元折合人民 1548 万元，占总投资的 39.7％；

目单位自筹 2346.9 万元，占总投资的 60.3％

Xuchang to use ADB loan dryland sustainable agricultural projects with a total investment of 38949000 yuan, including the use of ADB loan of US

$2000000 (RMB 15480000 ), accounting for 39.7% of the total investment; project unit prepares 23469000 yuan oneself, accounting for

60.3% of the total investment.

目建设内容和规模

1.1 旱作农机研发和示范推广目建设

1.1 dry farming development and demonstration project

主要建设内容包括旱作农机生产厂建设和农机服体系建设扩建

排架结构厂房三栋，购置通用工设备机械工用设备起重设

备电气设备及保设备共计 1017 套，年产秸秆粉碎还田机 5000

免耕施肥覆盖旋播机 5000 ，年产数显深松多用机 5000 ；还

将建设省外农机服站 30 个

The main construction contents include rainfed agricultural production plant construction and construction of system of agriculture machinery service. The expansion frame structure houses the three plant, the acquisition of general processing equipment, machinery processing equipment, lifting equipment, electrical equipment and environmental protection equipment 1017 sets, with an annual output of field straw chopper 5000, no-tillage fertilizing cover rotary sowing machine 5000 units, with an annual output of digital subsoiling multipurpose machine

临颍县利用亚行贷款旱作持续农业目总投资 4773.94 万元，

中利用亚行贷款 300 万美元折合人民币 1819.53 万元，占总投资

的 38.1％；地农民自筹 178.58 万元，占总投资的 3.74％,目单

自筹 2775.83 万元，占总投资的 58.1％

The Dryland Sustainable Agriculture Project of Linying has been invest 4773.94 million yuan. Including that borrow 300 million dollars(about 1819.53 million yuan) form ADB, accounting for 38.1 percent of the total investment; raise178.58 million yuan from peasants of productions base, accounting for 3.74 percent of the total investment ;enterprise raise 2775.83 million yuan by itself, accounting for

58.1 percent of the total investment.

1.1 农产品生产地建设 Construction of Productions base

建设优质小麦地 3 万亩，建设内容包括工程措施设备购置等

工程措施包括本农田整治 3 万亩，打 70 眼，修复旧 100 眼，

引进优质小麦良种种子设备购置包括灌溉设备 79 套

Construct 1999.9 hektare(30'000mu) High quality wheat base.The construction contents including engineering measures and equipment purchase , etc .The engineering measures including 1999.9 hektare of the Basic farmland regulation, sink wells 70 set, repair old wells 100 set,introduce good quality wheat seed.The purchase of equipment including purchase 79 set irrigation equipments .

1.2 配套农产品加工企业建设 Construction of Enterprise

技改和新建小麦加工生产线 1 条，建设内容包括土建工程和设备

购置土建工程包括新建生产车间 5000 方米，仓 2000 方米

设备购置面粉加工设备 1 套，检测设备 1 套，保设施改造2015

增资续建成品 620 方米，粮食储备 2180 方米，新增加工

设备磨粉机 4 及配套设备和 2 S11 型 800KVA 变压器生产规模

提高 2 万吨

Construct one productions line of wheats. The construction contents including building projects and equipment purchase. Building projects inculding workshop with 5'000 ㎡, storage with 2'000 ㎡. Equipment purchase inluding a flour processing equipment and a testing equipment ,and, transforming environmental protection facilities,etc.2015 capital continued construction of the finished product storehouse 620 square meters, the grain reserve depot 2180 square meters, the new processing equipment milling machine 4 sets and ancillary equipment and

2 sets of S11 type 800kVA transformer. The scale of production increased 2 million tons.

对地管理人员技术人员及农户进行和技术指导，中进

行国外考察 3 人，国内考察 5 人，管理人员 33 人次，

技术人员 200 人次，农民 1000 人次

The construction contents the managers and the technicians and the peasants training of the productions base. And include studying abroad 3 times one month, studying domestic 5 times one month, training of the managers 33 times,technicians 200 times,peasants 1000 times.

2.1 农业生产地 Productions Bases

本告期内已完成新建和修复水 170 眼，购置各种农机 79 套，完成 PVC 地埋管 20000 米及配套设施，完成小麦良种采购及发投入小麦种子 225 吨，播种种植小麦 18750 亩

This report has been completed during the period of new and repair well 170 eyes, purchase all kinds of farm 79 (set), the complete PVC buried pipe of 20000 meters and supporting facilities, complete wheat breeding procurement and issue. The wheat seeds in 225 tons, sowing wheat planting 18750 mu.

3.1 境缓措施 the mitigation measures of environmental

3.1.1 改善目区农业生态境 the improving of argo-ecological environmental of project region

目实施后，通过节水灌溉保性耕作增施机肥广生

物防治技术等措施，改善目区农业生态境，涵养水源增强植被

防风固沙调节田间小气候，防治土壤沙化和水土流失，维农田生

态衡，保农作物生长，明显的生态效益

There is an obvious eco-efficiency in improving of agri-ecological, water conservation, enhanced vegetation, sand-fixing, micro-climate regulation of farmland by means of which water-saving irrigation, conservation tillage, using organic fertilizer, promoting the technology of biological control etc. in

3.1.2 提高水资源利用率 improving utilization of water

本目采取的节水灌溉措施和生态保措施，提高了农业灌溉效

率，少了水资源的无效浪费目通过充分利用地表水，合理开采

地下水，效调了目区地下水，实了目区地下水资源的采

补衡

The measures which have done have improved efficiency of agriculture irrigation, lowered waste of Water Resources. It has been realized the balance between using and supplement of groundwater resources, by full use of surface water, rational use of groundwater of the project region.

3.1.3 少境污染 lower pollution of the environment

通过用优质良种，增施机肥，但效少境污染，改善

农业生产条件，还以促进农业生态境良性循加工目采用先

进的节能工艺技术设备，强化能源计量和检测管理等措施，做到

合理利用和节约能源

It is not only lowered pollutions of the environment efficiency and improved conditions of agricultural productions, but also promoted virtuous circle of the productions base by using quality seeds, organic fertilizer etc. Processing project using advanced energy-saving technology and equipment,etc.Strengthen the measures of energy measurement and examination management to realize optimal use and energy saving.

3.1.4 改变土壤质量 improved quality of the soil

目实施后，农田水利础设施的配套完善改善土壤同时，随

着耕作土地衡施肥合理喷施农药秸杆还田等农业技术措施的

实施合理地耕作土地，目区土地耕作质量所提高，土壤机质

含量将进一步增加，土壤理化性状得到改善，保水保肥通气能力

增强，农田生态境向良性方向发展

It has been improved the poor soil by equipping with infrastructures of irrigation after implementation of the project. At the same time, it has been improved with the technology of agriculture of balanced fertilization, rational use of pesticides, SNPK etc. The quality of the soil has been improved too. The organic matter content of the soil has an increase. It is improved in water holding, fertilization holding, and it is developing in virtuous circle.

3.1.5 提高目区农业产品品质 improved the quality of the agriculture productions of the project region

司通过对农民进行定期种植技术，并负责提供优质种子

残留农药高效肥料供等，效提高农产品品质

There is an improved with peasants regular training and supplying seeds pesticides fertilizations by the enterprise in quality of the agriculture productions.

3.1.6 大幅度增加目区农产品产量 a significant increase in yield of the agriculture productions

3.2 监测进展情况 monitor progress

建立了完善的监测体系，对操作人员进行了系统的同时利

用县企业配套的水质监测设备，如 COD 监测仪氨氮监测仪大

等专业水质监测设备，备了水质常规监测能力，进一步规避境运

营风险

The PMO has established perfect system of monitor. These is a systematic training to the stuff. At the same time, there are some professional monitoring equipments of water quality, such as COD

Monitor, Ammonia Monitor, SS Monitor, E.coli laboratory instruments etc.

So, there is the general ability of monitoring of water quality, and it could avoid environment risk of operations.

一INTRODUCTION 简介

安县亚行贷款方旱作农业目是为改善安县旱作农业生

产条件，增加农民收入，实农业持续发展和产业而实施的该

目总投资 3592.9 万元，中利用亚行贷款 230 万美元折合人民

1780.2 万元国内配套 161.7 万元，中级配套 80.9 万

元，县级配套 80.9 万元地农民自筹 203 万元目单位自筹 1448.1

万元 Anyang County, north of ADB loan projects for the improvement of dry farming dry farming production conditions in Anyang County, increase farmers' income and achieve sustainable development of agriculture and industry implemented. 建设甜玉米黄桃芦笋地 10000 亩，建设内容包括工程措施

设备购置等工程措施包括本农田整治 6000 亩，修建田间道路和

修渠各 3000 米，滴灌，200 亩塑料大棚，无害地认证，引进良

种超甜玉米种芦笋种黄桃树苗设备购置包括农机编织袋等 Construction of sweet corn, peach, asparagus base of 10,000 acres, including engineering measures construction, equipment purchase, etc.

Remediation projects include 6,000 acres of farmland, roads and construction of field drainage pipes of 3,000 meters, acres of drip irrigation, pollution-free base for certification, the introduction of improved varieties of super sweet corn seed, asparagus species, peach seedlings. Purchase of equipment, including farm machinery, bags and so on.

The construction contents the managers and the technicians and the peasants training of the productions base. And include studying abroad 2 times one month, studying domestic 8 times one month, training of the managers 35 times, technicians 250 times, peasants 1500 times.

善，保水保肥通气能力增强，农田生态境向良性方向发展

The Dryland sustainable agriculture project loaned from the Asian development bank in Zhecheng has been invested 35.409 million Yuan, including that borrow 2.0 million dollars (about 1.230 million Yuan) form

目区地处黄河滩地，地面荒芜风沙重，目进行土地综合

治理，科学规划合理建设高效节能日光温室，格按照绿色作物生

产技术操作规程生产，仅高了目区绿色作物覆盖率，而起到

了防治水土美境的作用，效改善了目区生态境

郸城县利用亚行贷款旱作持续农业目总投资 2801.6 万元，

中利用亚行贷款 150 万美元折合人民 1161 万元，占总投资

的 44.44％地农民自筹 197.8 万元，占总投资的 7.06％目单

位自筹 1442.7 万元，占总投资的 51.5％

The Dryland Sustainable Agriculture Project of DanCheng has been invest 28.016million yuan, including that borrow 1.5million dollars(about 11.61 million yuan) form ADB, raise1.978 million yuan from peasants of productions base, enterprise raise 14.427million yuan by itself.

目建设内容和规模 Project construction content and scale

1.1 农产品生产地建设 Construction of Productions base

原设计建设脱毒红薯地 10 万亩，建设内容包括工程措施设

备购置等工程措施包括新打 350 眼，修复旧 600 眼，新建

5000 亩节水灌溉地埋管理系统工程建设，新建地 200 ㎡管理

用，购置地设备购置 590 套，包括秸杆还机 10 套

红薯挖掘机 500 套机喷雾器 30 套旋耕机 20 套农用

拖拉机 30 套，完地 10000 亩脱毒红薯地膜覆盖工程

四遇到的问题 problems

于该目规划较早，体实施较晚，随着来农业综合开

发扶贫开发标准粮建设代农业粮食类产业工程建设农

水利小农水工程建设等目在地内续投入，沟渠

路桥涵电等础配套设施以及配套机械力等已能充分满足

旱作农业生产的需求，因第一包打等生产地建设工程第二

包地埋管购置和第包地农用机械购置均已失去了建设的必要

结合县农业条状及目建设的实需要，已将述包的

建设内容作如调整，中第一包打等生产地建设工程和第

二包地埋管购置个包，合金额共 5042420 元人民，调整

购置薯种 2200 吨，供 50000 亩地生产用种第包地农用机

械购置，合金额 3020000 元人民，调整购置红薯用肥

料 950 吨，供 20000 亩地生产用肥

目实施，通过节水灌溉保性耕作增施机肥广生

物防治技术等措施，改善目区农业生态境，涵养水源增强植被

防风固沙调节田间小气候，防治土壤沙化和水土流失，维农田生

态衡，保农作物生长，明显的生态效益

本目采取的节水灌溉措施和生态保措施，提高了农业灌溉效

率，少了水资源的无效浪费目通过充分利用地表水，合理开采
