Positive impact means local election is the implementation of direct democracy. Whereas, one of the negative impacts is the number of direct elections for regional heads that has led to the phenomenon of widespread corruption by regional heads (Kepada Daerah). In Lampung Province, eight (8) regional heads did corruption; four (4) of them caught red-handed with hand-catching operations (OTT) by the Corruption Eradication Commission (KPK). The purpose of this study is to analyze the phenomenon of corruption in regional elections in Lampung Province. This research uses qualitative methods with a descriptive approach. There are three (3) main factors influence corruption: first, anthropological factor, namely strong desire to rule; second, economic factor, namely the desire to obtain financial benefits from the results of power; third, sociological factors, such as the influence of family environment, social and political position status. The dominant factor is the economic factor due to the high political costs and large number of regulatory “loopholes” that can be manipulated for corruption. The high political costs are also caused by money politics. Policies that can be carried out starting from licensing, monitoring post-mining land management, managing mine waste and compiling regulations that can support the realization of green mining and environmental conservation activities. However, apparently the regions of expansion were still a problem that had not been resolved. A problem that emerged among others lead to a border conflict, conflict areas divided by region of origin, debts problem, lack of public services, the handover of the assets of the area, conflicts that lead to violence, and the problem of the financial performance. This research was carried out against the local government of the regions in Lampung Province after the issuance of Law No.22 of 1999 on regional autonomy. Measurement of the effectiveness of regional autonomy includes (1) the financial performance consisting of self-sufficiency ratio, the ratio of effectiveness, efficiency ratio, and growth rate; (2) the welfare of society can be measured by the Human Development Index (HDI). The results showed that the implementation of a new regional division in Lampung Province had not been effective (yet successful), where the performance of financial independence was still included in the criteria of "very low with instructive correlation pattern", and financial growth performance was not good (tends to decrease). The welfare of the people in the new autonomous region in the province of Lampung measured through the Human Development Index (HDI) was still not prosperous, where the value of HDI in each autonomous region was still below 75%.

Halimatu Hira, Faculty of Law Universitas Lampung ABSTRACT Corruption is an extraordinary crime because it is committed by state officials, which has an enormous impact on the state’s losses. This also happened in Lampung Province; throughout 2017-2020, five regional heads (regents) were trapped. The regional leader who committed the act of corruption was dominated by gratification in which the pattern and mechanism used were almost the same, namely the receipt of project fees. The form of revenue for the fee mode is challenging to detect and prove because the receiving process tends to be complicated, involves many parties, and impacts huge state losses. Therefore, this article will comprehensively analyze the acts of corruption in Lampung Province, the patterns and mechanisms that regional heads use, and an assessment of the incurred state losses. However, the capacity building process of extension agents faces many obstacles, therefore, the right solution is required by appropriate utilization of information technology (IT). This study aimed to determine the relationship between the satisfaction level of the farmer and the capacity of THL extension agents using spearman correlation analysis and to study the factors that influence the capacity of extension agents by IT utilization using path analysis. Respondents in this study amounted to 172 THL extension agents and assisted farmers in facilitated BPP (Agricultural Extension Agency) of Lampung Province. The results showed that farmers’ satisfaction level of extension activity was low, THL extension agents’ capacity was in a high category, and there was a significant relationship between farmer satisfaction and THL extension agents’ capacity level. Factors that directly influence extension agents’ capacity level are IT utilization, availability of non-cyber IT, and support of extension agencies.
