Disclaimer the List Is Intended Only As a Preliminary Screening Tool For Disclaimer The list is intended only as a preliminary screening tool for identification of potentially impacted sites in Manitoba. The list alone should not be relied upon to determine if impacts are present on a site. Impacts from on-site activities or neighbouring properties may be present but have not been brought to the attention of this department. The list includes sites for which Manitoba Conservation maintains a file; however not all sites have impacts exceeding applicable guidelines. Some sites may have been remediated but residual impacts may remain that do not pose a threat to human health or to the environment. The list includes impacted or contaminated sites in Manitoba that have been entered in the Department’s Environmental Management System database, but may not include all sites for which the Department currently maintains files. A complete file search is recommended to confirm all the information Manitoba Conservation maintains on a site. This addendum provides the reasons for the Board’s decisions. 1 INTRODUCTION 1.1 Application 990464 Shell Canada Limited (Shell) applied to the Board, pursuant to Section 9 of the Hydro and Electric Energy Act, for approval to construct and operate a 150 megawatt (MW) natural-gas- fired cogeneration plant on its approved Scotford Upgrader site. This site is adjacent to the Scotford Refinery in Strathcona County, about 14 km north of Fort Saskatchewan, Alberta. The cogeneration plant would include • a natural-gas-fired combustion gas turbine, which would generate 80 MW of electric power, • a heat recovery steam generator (HRSG), and • a steam turbine, which would generate about 70 MW of electric power. The applicant described the cogeneration process as follows: • Natural gas would be fired in the combustion turbine to generate about 80 MW of electricity. • Heat would be recovered from the hot combustion turbine exhaust gases in the HRSG, which would produce steam. • The steam would be delivered to the upgrader to help meet its steam requirements. • High-pressure HRSG steam and the excess high-pressure steam from the upgrader process units would be delivered to the steam turbine to produce an additional 70 MW of electricity. 1.2 Application 1051618 Shell also applied, pursuant to Part 4 of the Pipeline Act, for approval to construct and operate approximately 8.7 km of 762 mm outside diameter pipeline to transport hydrogen gas from the existing Dow Chemical Canada Inc.

    PART FOUR № 4 COMING TO KEEYASK KEEYASK GENERATION PROJECT COMING TO KEEYASK Travelling to and from Winnipeg Most people come to Keeyask by flying or driving to the Gillam or Thompson Airports, where shuttle buses pick up employees and take them to the Keeyask site. From Winnipeg commercial and private flights leave every day for Thompson and Gillam. Your employer will provide you with all your flight information, including flight schedules, location of the airport, and shuttle bus information. No matter what type of flight you are taking, you still need to check in at the airport with your ID and you need to go through security. Check in at your airport at least one hour before your flight leaves. 2 HOURS KEEYASK GENERATING STATION 3 HOURS GILLAM THOMPSON WINNIPEG 1HRS WINNIPEG 2HRS № 4 If you work for BBE: BBE charters flights that fly in and out of the Thompson airport from Winnipeg. WINNIPEG TO THOMPSON From Sunday – Friday (every day except Saturday). Canadian North flight leaves Winnipeg Airport’s Main Terminal at 4:30 PM (16:30h) and arrives in Thompson at about 5:30 PM (17:30h). The shuttle bus picks up employees from the Thompson Airport and travels to Keeyask at approximately 5:30 PM (17:30h) each flight day. THOMPSON TO WINNIPEG From Monday – Saturday (every day except Sunday). The shuttle bus leaves Keeyask main camp each flight day for Thompson Airport at 3:30 AM (03:30h). Canadian North flight leaves Thompson at 8:00 AM (08:00h) and arrives in Winnipeg at about 9:00 AM (09:00h).

Abstract This thesis attempts to explore the implementation of the Mechanistic Empirical Pavement Design Guide (MEPDG) in Canada, specifically in Alberta. In order to achieve this goal, quality of Canadian climate data files used for the MEPDG and its effects on flexible pavement performance were evaluated. Results showed that temperature and precipitation data used in the MEPDG are close to Environment Canada data. This study demonstrated that asphalt concrete rutting, total rutting and longitudinal cracking were sensitive to Canadian climate. However, alligator cracking, transverse cracking and International Roughness Index (IRI) were found less sensitive to climatic factors.
