Your agency must be a participating member of the State Department’s Medical Program and must pay for health services through ICASS for you to be eligible for full HU benefits. Employees on TDY here from other agencies will be seen and their respective agencies are then billed for services rendered. All eligible employees and family members must have a valid Medical Clearance in order to be granted HU access. Please present documentation of your clearance status when you first arrive at Post. This requirement also pertains to all internationally recruited, U.S. citizen personal services contractors (PSC). Any TDY employee assigned to post for longer than 60 days must also have a valid medical clearance on record. Access to the HU for “unofficial” personnel (i.e. non-direct hire personnel and direct hire personnel whose sponsoring agency does not participate at all in the MED program) must be authorized by the Chief of Mission according to established criteria. Two of the criteria are: 1) the beneficiary must be a US citizen 2) the USG must be reimbursed for services provided Under emergency conditions, the COM may grant HU access to any person regardless of whether these criteria are met if she/he deems it to be in the best interests of the USG. FSN and TCN employees are eligible to receive first aid and medical advice for work-related injuries only. The HU requires a note from the supervisor. Routine health care for FSNs is provided by local clinics and physicians through their medical aid plans. Regional Medical Coverage: The Regional Medical Officers, and by extension this HU, is also responsible for providing medical support to 17 other posts in southern, central and western Africa. In light of this, the RMOs travel quite frequently, each being “on the road” about 50-60% of their time. While we endeavor to coordinate travel schedules such that an RMO is always in Pretoria, we are not always successful. The FSHP, while also having regional duties, is more likely to be at post during any given time. The Regional Psychiatrist is responsible for overseeing mental health services at 14 African posts. He is also typically away from post about 50% of the time on regional travel. Available services in the HU: 1) Initial assessment and treatment of acute medical problems 2) Oversight of chronic medical conditions in coordination with patient’s regular physician 3) Preventive care and health promotion activities 4) Excellent supply of health information brochures 5) Routine and recommended immunizations 6) Minor surgery 7) Vision and hearing testing 8) Small pharmacy with courtesy supply of medications for acute illnesses Medical Emergencies Pretoria, and South Africa in general, has an excellent emergency response system for medical problems. Modern well-equipped ambulances are dispatched that have paramedics aboard trained to American standards. Although there is a municipal ambulance system in place such as the 911 system we rely upon in the United States, South Africans who can afford to use a private company when in need of assistance. The Embassy has a contract in place with Netcare 911, an emergency response company. The contract gives us priority service and offers a guarantee that payment will be made for their services to an official American or his family member. When you have a medical emergency, call Netcare 911 at 010 209 8362. Their response center will make an assessment of the situation and dispatch the appropriate assistance to your location. We ask that you contact the HU as well when you have an emergency, but if the situation is critical, do not delay in calling Netcare 911; call them first!
