Background In the last ten years, ownership of an underground storage tank (UST) used for the storage of materials which might threaten human health or the environment has become a source of substantial liability. Until recently, the duties associated with owning a UST have been largely a product of the common law and the statutory and regulatory laws associated with human safety and fire prevention.
