We look forward to advancing the District Plan review in 2015/2016. We also had some setbacks. A number of our infrastructure projects ran over time and have not fully delivered what we intended. This Annual Report explains how we’ve delivered on the 2014-2015 Annual Plan. For every activity we explain what we did compared to what we said we’d do, what it cost and how we performed against budget: • to ensure consistent decisions and actions are made across our business • to provide some transparency of decision-making processes to the public • to be efficient in the way we work – one well thought-out decision in the form of a policy can be applied to many cases, and staff working within the business have a framework to help them get on with the job • to meet legal requirements. A list of our foremost documents and policies are noted here. These are all available from the Council offices located in Thames, Coromandel, Whitianga and Whangamata and are available on our website at www.tcdc.govt.nz. Key Corporate Documents Coromandel Blueprint: Framework for our Future The Coromandel Peninsula: Blueprint Framework for our Future was developed in partnership with the Waikato Regional Council, Department of Conservation and Hauraki Whaanui. This document provides a plan and helps to set a direction for the Coromandel over the next 30 years for where, what and how people can do things in and on the land and waters of the Coromandel Peninsula. Community Board Plans The Community Board Plans are documents that ensure that communities, through your elected members, have an increased role in determining what happens in your local area. They have provided a structured approach for Community Board input into the development of the 2014/2015 Annual Plan. The Community Board Plans also give effect to the new community governance approach and new Community Board delegations. Ten Year Plan and Annual Plan The Ten Year Plan and Annual Plan are the main strategic planning documents for Council. The Ten Year Plan sets out the activities and services that we intend to provide for a period covering a minimum of ten years, how much they cost and what revenue Council is receiving. This allows us to take a long-term view of our responsibilities while enabling us to adjust for changing financial factors and keep budgets up-to-date. We are required by legislation to develop a Ten Year Plan which must be revised every three years.

Kauri logging and later mining brought workers to the area and, as so often happened, a thriving industry of services and businesses grew to support the workers and their families. The natural harbour at Tairua and the tidal Tairua River made establishment of a prosperous Hikuai possible where river transport bought people and goods to and from the inland valley and hills to the coast. There had not been continual Maori settlement of Hikuai since the 1820’s when conflict between local Maori decimated the local population and the area was not repopulated with Maori. By the mid 1860’s Europeans pursuing the valuable Kauri trade moved into the area to establish a successful logging industry. William Jackson, who managed the Tairua sawmill, established Jacksons Landing to process and distribute logs and to serve as a base for vessels to service the wider area. Commercial Kauri gum digging continued till a few years before the outbreak of World War Two but gum can still be found in the hills today though no longer mined on a commercial basis.

The land settlement Board was working a license to extract shingle; however, it was not specified where they would be doing the extraction. SC, RCC and Land and Survey issued a circular in 1956/7 on the control of shingle extraction in rivers; 1. In tidal rivers or where tidal action occurs it was owned by the Crown and controlled by the Marine dept, 2. Navigable rivers (as defined in s206 of the Coal Mines Act 1925) owned by the Crown and administered by L&S, 3. Non-navigable waterways where there are fishing or road reserves owned by Crown and administered by L&S, On all other water courses the shingle is owned by the adjoining landowner. 1/22/0 Shingle from water courses. Well I'' m an old time bushman and I thought I d take a crack To write a song about these trees before I hit the track It', s about our Kauri Bushmen and about our Kauri pine well they both have gone forever They have crossed the great dividing line They grew up in the valleys and they grew upon the hills And in the far off by- gone days they fed the old sawmills But now all the old sawmills have gone, and most of the Kauris too And of the old time bushmen, there are left but just a remaining few Well,' I m an old time bushman and I' ve been down the Kauri track And I'' ve climbed up the steepest ridges with my friend the lumberjack I'- ve helped to fall the Kauri with the axe and cross cut saw And when these monsters left the stump you'" d hear the bushman ROAR" ",Below below in the gully,'" this monster s on his way then there' d be a crash and a great big bang And then you' d hear the bushmen say "'We ll cut him into pieces and we' ll roll them to the dam, that' s in the creek just down below and when we have some hundred pieces there, the Boss will trip the dam and let them go .
