Administered by the Secretary of Agriculture, though Land Grant universities. Enrollment, 1984 – 2017 (2017 numbers) top: total enrollment (6,427) middle: boys (4,205) bottom: girls (2,181) Indiana 4-H Shooting Sports Coordinator Handbook Page 4 4-H Youth Development The 4-H Program is administered by the Secretary of Agriculture, though Land Grant universities (Purdue). It is the only federally-authorized youth serving organization. (Federal oversight requires that we follow policies that other youth serving organizations are not required to follow.) 4-H Utilizes Non-formal programming – emphasizing Experiential Learning (see figure) Volunteers extend our programs far beyond what staff could ever do! Education and youth involvement in the learning process, development of practical skills and abilities, and application of learned skills to other situations. Encouraging interactions of 4-H members with peers, parents, and other caring adults. Inclusion – 4-H programs and activities are open to all youth. Extension employees and volunteers are obligated to eliminate (and should not create) any practices that limit, deprive, or tend to deprive any youth of opportunities for membership and/or participation in the Indiana 4-H program. Partnerships among community groups. These are essential to expand the number and improve the quality of programs, make the best use of available resources, and build community consensus. Volunteers – the people that create programs to meet local needs, deliver quality educational programs, and develop adult and teen leadership. Youth as Resources – Getting youth involved in selecting their own learning activities, participants in real-life learning experiences. Indiana 4-H Shooting Sports Coordinator Handbook Page 5 4-H Strategies: 1. Educate youth and adult participants through practical, hands-on, learn-by-doing methods that emphasize life skills. 4-H strives to develop life skills through the areas of competency, coping, and contributing. These include: Competency Coping Contributing Acquiring knowledge Recognizing self-worth Applying leadership skills Using scientific Relating to others Taking community action knowledge Making decisions Volunteering Making career decisions Solving problems Conserving the environment Managing resources Dealing with change Communicating Mastering technology 2. Promote maximum youth participation in planning, conducting, and evaluating 4-H programs. 4-H believes that participation empowers members and makes learning meaningful for both youth and adults. 3. Identify youth-development issues and provide relevant educational programs to address these issues. 4. Increase public and private support of 4-H program with time, money, material, and commitment. 4-H must take the lead in inspiring the community to bring all available resources to bear on critical youth issues. Indiana 4-H Shooting Sports Coordinator Handbook Page 6 Certification Workshop The 4-H Shooting Sports program is one of the few 4-H programs in Indiana that require certification of volunteers. Each county must have a coordinator and discipline instructors. To become certified volunteers must apply, and be accepted, to be a 4-H volunteer leader in their county, attend an entire 4-H Shooting Sports certification workshop, and pass both a written test and practicum. Note that other certifications and trainings may not be substituted for the 4-H certification workshop. They work with the county extension educator to provide a quality youth program. The coordinator is the conduit between the county educator and discipline instructors.     TODAY’S HANDGUN SAFETY BASICS A Guide to Responsible and Safe Handgun Use and Ownership THE TEN COMMANDMENTS OF HANDGUN SAFETY 1. Watch that muzzle! Keep it pointed in a safe direction at all times. 2. Treat every handgun with the respect due a loaded gun. It might be, even if you think it isn’t. 3. Be sure of the target and what is in front of it and beyond it. Make sure you have an adequate backstop— don’t shoot at a flat, hard surface or water. 4. Keep your finger outside the trigger guard until ready to shoot. This is the best way to prevent an accidental discharge. 5. Check your barrel and ammunition. Make sure the barrel and action are clear of obstructions, and carry only the proper ammunition for your handgun. 6. Unload handguns when not in use. Leave actions open, and carry firearms in cases and unloaded to and from the shooting area. 7. Point a handgun only at something you intend to shoot. Avoid all horseplay with a gun. 8. Don’t run, jump, or climb with a loaded handgun. Unload a handgun before you climb a fence or tree, or jump a ditch. Pull a handgun toward you by the grip, not the muzzle. 9. Store handguns and ammunition separately and safely. Store each in secured locations beyond the reach of children and careless adults. For added safety, also use a locking device such as a trigger lock or a cable lock. 10. Avoid alcoholic beverages before and during shooting. Also avoid mind- or behavior-altering medicines or drugs.

Strikmiller Part 1 of 3 I have been working as a Range Officer at the Honey Island Shooting Range for the past 13 years. I am a NRA Certified Range Safety Officer and have been shooting Highpower with the AR platform for the past 14 years, classified NRA Expert. Over the last 7 years I have won a few medals in the CMP Games at Camp Perry with various old military rifles. I feel somewhat qualified to discuss some things that I notice with rifle shooters for this article especially those getting ready for hunting season. At the Honey Island Shooting Range I predominately work the rifle line with fellow Range Officer and Highpower competitor David LaBalle. This is the time of year when we are in the beginning of hunting season where those getting ready for the big hunt want to see if their tool of choice will be able to hit the mark. Typically there are what I will call three classes of hunters that come out to perform this task: hunter/shooter; hunter; and new to the sport hunter wannabe.
