THE MINUTES OF THE MEETING OF • THE REGENTS OF THE UNIVERSITY OF NEW MEXICO MAY 15, 1998 The Regents ofthe University of New Mexico met on Friday, May 15, 1998, in the Roberts Room of Scholes Hall. A copy of the public notice is on file in the Office of the President. Regents Present: David A. Archuleta, Vice President Kimberly Richards, Secretary/Treasurer Barbara G. Archuleta called the meeting to order at 1 :05 p.m. ****** • 1 ADOPTION OF AGENDA Regent Penny Taylor Rembe moved to adopt the agenda. Regent Kimberly A. Richards seconded the motion. • Voice vote was taken and Board members unanimously approved. Motion carried. ****** PUBLIC INPUT There was no public input. ****** ApPROVAL OF SUMMARIZED MINUTES OF APRIL 9. 1998 BOARD MEETING AND APRIL 13. 1998 AND MAY 12. 1998 SPECIAL MEETINGS OF THE BOARD OF REGENTS Regent Kimberly A. Richards moved to approve the summarized minutes of the April 9, 1998, April 13, 1998, and May 12, 1998 meetings of the Board of Regents. Regent Penny Taylor • Rembe seconded the motion. Voice vote was taken and Board members unanimously approved. Motion carried. ****** ADMINISTRATIVE REPORT - UNM PRESIDENT RICHARD E. PECK Kennedy Foundation for the Advancement of Teaching U.S. Professor of the Year Award Today is the deadline for UNM college deans to nominate a faculty member for the Kennedy Foundation for the Advancement of Teaching U.S. Professor of the Year Award. This national award for undergraduate teaching carries a $5,000 honorarium and brings recognition both to the individual and the institution. A committee organized by the Provost will select UNM' s nominee, and Dr. Peter White, Executive Affairs Officer, will assist the faculty nominee in completing the application by June 2. United Nations Ambassador Bill Richardson 2 • n {\ f't (\ (' -, Vvliv l~) UN Ambassador Bill Richardson will be awarded an honorary degree at Commencement exercises tomorrow at 9 a.m. in the University Arena. President Peck said the University is • pleased to have Ambassador Richardson on campus. Los Angeles Times Review of Agnes Martin Gallery in Taos President Peck quoted the headline on an L.A. Times article on the Agnes Martin Gallery in Taos: "Worth a Pilgrimage. A Journey to the Agnes Martin Gallery in Taos, New Mexico Offers a Stunning, Even Spiritual, Place for Viewing Contemporary Art." The President mentioned that many of the Regents were at the reopening of the Gallery, and was sure they would like to see how well the remodeling has been celebrated. ****** COMMENTS FROM REGENTS' ADVISORS Jason Bousliman, President. ASUNM Mr. Bousliman introduced ASUNM President-elect Fred Melendres and Vice President-elect Guillermo Caraveo. Mr. Bousliman said that although the election was being contested, he was confident it would be upheld and Mr. Melendres and Mr. Caraveo would take over this year . In his parting remarks as outgoing ASUNM President, Mr. Bousliman emphasized a point he had made at an earlier Regents' meeting on the importance of the University's role as a home to • students. He urged the Regents to continue to support the kinds of activities that have historically been important in bringing everyone together as a University community in Albuquerque. Mr. Bousliman said the most important things he would take away from the Regents' table were not the policies passed and debates entered into, but the good relationship he had with the Regents and the knowledge that the Regents were open to listening to him and thus to the 20,000 students he represented. He said he trusted the Regents to lead the University. Mr. Bousliman thanked President Peck and other members ofthe Administration for giving the students a voice. Regent David Archuleta thanked Mr. Bousliman on behalf of the Regents and said they had appreciated his participation and careful thought in everything he did as a Regents' Advisor. David Miertschin, Former President. GPSA Mr. Miertschin said he agreed with everything Mr. Bousliman said and that it had been a great year in which he enjoyed working with everyone. However, he drew the Regents' attention to important issues that remain to be dealt with from his perspective as GPSA Regent Advisor. These include the Student Fee Review Board process and issues brought forth repeatedly by student services organizations to the SFRB such as serious problems with facilities in need of • 3 .~~~ r '.,: t\ :'"\ r, t \ . '. ~ .! ~ ,,' repair and computer facilities for the various student centers. Major non-SFRB issues that Mr. Miertschin urged the Board to address included student health insurance and Research Project Travel (RPT) funding, the lack of which seriously hampers graduate students in completing their work at UNM and affects UNM's ability to attract the best graduate students. • Regent Archuleta thanked Mr. Miertschin for his methodical participation in the Regents' meetings, and for all the work he and Mr. Bousliman have done. He commended both for representing their organizations better, as he said, than anyone he had seen in the years he has been a Regent. He said the Regents have, indeed, listened to them because of their thoughtfulness and preparation for the meetings. He congratulated both on their graduation and wished them good luck in the future. Mr. Miertschin introduced his successor as GPSA President, Ms. Annie Shank. Annie Shank, President. GPSA Ms. Shank said she looked forward to a very good working relationship with the Board of Regents and an exciting year ahead. She said she had a lot of ideas, and though she and the Board may be at loggerheads at times, it is then when things get accomplished, since if people agree constantly, nothing ever gets done, nothing progresses. She said it takes a certain amount of head butting to make things grow, and she said she believed that they were going to see quite a bit of growth. Regent Archuleta welcomed Ms. Shank and Mr. Melendres. • George Friberg, President. Alumni Association Mr. Friberg said it has been a great and active time for the Alumni Association. The Association had held Star Scholarship Awards meetings and made awards to outstanding students. This evening, May 15, there will a reception at Hodgin Hall for the Class of 1948, followed by a dinner at Zimmerman Library. Members of the Class, wearing gold robes, will march in Saturday's Commencement procession. On Saturday, May 16, the Association will participate in the President's reception for graduates and their families at University House with a "picnic." Mr. Friberg said the Alumni Association Board of Directors will meet June 18 and 19, with participation by representatives of Alumni Chapters from across the nation. On Thursday, June 18, the Association will present its Erna S. Fergusson Award to Dean Emeritus Clinton Adams at a luncheon in the University Art Museum. On June 19, the Alumni Association is having a Farewell Feast for President and Mrs. Peck at the Old Convent in Bernalillo. Kari Ward-Karr. President. Staff Council Dr. Ward-Karr thanked Mr. Bousliman for the optimism and hope he presented, and said she would be missing Mr. Miertschin. She said it has been a great pleasure to serve with this Board 4 • . ~. ~ ., -; ,., .-\ \' 'J "'; '.....; '- \J lJ ~ J of Regents and these constituency members, and that it has been a very good year for the University in terms of everyone working together to the benefit of faculty, staff, and students. • Beulah Woodfin. President. Faculty Senate Dr. Woodfin said she had enjoyed working with Dr. Ward-Karr and Mr. Friberg and the Alumni Association and also wanted to thank Mr. Bousliman and Mr. Miertschin for the enthusiasm they have shown and the bright ideas they have brought to the Board. She said she hoped that most of their ideas could be accomplished and come to fruition in the near future. Dr. Woodfin stated that she had been troubled to learn recently of doubts as to the accuracy of the faculty point of view she had tried to express to the Board. Certainly, she said, if one were to take a walk across campus and question faculty met, one would find would find quite a few that disagree with her on any given issue. However, she thought she had represented the view of a strong majority on most of the issues in question, which is not to say that she has represented a certain block, because few, if any, are in total agreement on all issues. She said she hoped the Regents would respond positively to the Faculty Senate Operations Committee's request for a meeting with the Board to discuss how communication between faculty and the Regents can be improved.
