Minutes of a meeting of the Parish Council held on Wednesday 13th January 2016 in the Village Hall, Netherseale

1. Apologies were received from Councillors Eaton & Wing, County Councillor Lauro & PCSO McMillan

4. Police Report The following crime had been reported for December: Common Assault in Croft Close

5. Minutes The Minutes of the Meeting held on 25th November 2015 were confirmed as a correct record & signed by the Chairman.

6. Planning a) Applications: 9/2015/1083 - One New Window On Northwest Elevation Of Single Storey Range At 3 Hall Farm Barn Main Street

9/2015/1151 - The Insertion Of Replacement And New Rooflights, New Window To Gable And Timber Panels Replaced With Brickwork At 3 Oakmere House Woolstitch Park Clifton Road Netherseal

No objections were raised to the above applications

9/2015/1133 - The Erection Of A Detached Garage At 25 Church Street Netherseal

No objections were received to the above application providing its designed to fit in with the Conservation area.

9/2015/1138 - Change Of Use Of Agricultural Building To A Dwelling House At Smallholding Clifton Road Netherseal

It was agreed to object to the above application as the site is outside the village boundary & would therefore create enchroachment into the countryside & the current building is a wooden shed, not a permanent structure, & would therefore be unsuitable for conversion into a dwelling house.

b) Decisions The following applications had been granted since the last meeting: 9 2015 0926 The Amended Application (9/2014/0965) For The Erection Of A Double Garage, Rear Extension Porch And Other Associated Works At 5 Rydeware House Woolstitch Park, Clifton Road Netherseal

9 2015 1044 The Felling And Pollarding Of Trees At Sunnybrook 9 Coopers Close

The following appeal had been dismissed since the last meeting; Appeal Notification - Application Reference: 9/2015/0465 - Planning Inspectorate Reference: APP/F1040/W/15/3132895 - Retrospective application for the use of the Coach House as a separate unit of residential accommodation. The Coach House 68 Main Street, Netherseal.

Councillor Hall reported that the Appeal hearing for the proposed development of Valley Road, Overseal had taken place but the decision had not yet been received. However it had been stated at the hearing that the site lies on the ‘Moira Fault’.

The Appeal hearing for the proposed development off Acresford Road, Overseal is due to be held on Tuesday 19th January.

7. WWI Commemorations Further to Minute 7 of 25th November 2015 Councillor Savory is continuing to gather/confirm information. It was agreed to contact DCC to confirm suitable planting sites for the oak trees.

8. MUGA Fence Further to Minute 8 of 25th November 2015 Councillor McGibbon had received an updated quotation for the supply of the fencing, Councillor Savory confirmed he also needed updated quotations for the installation of the fencing to enable him to apply for grant funding.

9. Childrens Play Area Further to Minute 9 of 25th November 2015 no further progress had been made with the steps on the Childrens Play Area.

10. ‘No Dog Signs’ – Recreation Ground/Memorial Field Further to Minute 9 of 25th November 2015 the Clerk had ordered new vandal resistant signs.

11. Closed Churchyard – Oak Tree Further to Minute 10 of 25th November 2015 Councillor Taylor had again contacted SDDC on 6th January regarding the Oak tree in the closed churchyard, however the Tree Officer has still not contacted him regarding a site visit. District Councillor Murray to follow up with SDDC.

12. Dog Bin Waste Bin – National Forest Car Park Grangewood Further to Minute 15 of 25th November 2015 the Clerk had contacted the National Forest regarding the lack of provision of a dog waste bin in the above location but had not received a reply yet.

13. Parking/Driving of Vehicles on the Village Green Further to Minute of 14 of 20th May 2015 Councillor Stone stated that he had installed temporary signs on the Village Green asking people not to drive vehicles up the path to St. Peter’s Church or park on the Village Green as the path is not wide enough for vehicles to travel over without damaging the grass as the ground is soft. Despite these signs several vehicles have been seen parked at the top of the path. Following discussion of the problem it was resolved to write to St. Peter’s Church stating that in light of the ongoing problems of vehicles continue to use the Village Green and path for gaining access the Church the Parish Council propose to install a barrier to stop this happening.

16. Finance a) The Clerk reported a balance of £10956.56 in the Treasurer’s Account at 22nd December 2015 & £23531.09 in the Deposit Account on 4th January 2016

b) The following payments had been made since the last meeting: D. Batchelor (Lengthsman’s Salary) - £69.20 J. M. Nicklin (Clerk’s Salary) - £185.90 A.Stone (reimbursement gift to J. Bird, Rembrance Sunday) - £22.90 Viking Direct (Stationery/printer ink) - £121.94 A.Stone (reimbursement Christmas gifts for voluntary work undertaken) - £21.00 D. Batchelor (Lengthsman’s Salary) - £69.20 J. M. Nicklin (Clerk’s Salary) - £186.10

c) Authority was given to the payment of the following accounts: HMRC (PAYE) - £139.40 Rainbow Waste Management Co. Ltd (skip rental/emptying) - £21.60 Netherseal Parish Hall (Rent) - £32.00 D. D. Rowley & Partners (moving of stone for footpath) - £36.00 It was resolved that the Council in accordance with its powers under Section 137 of the Local Government Act 1972 should make a donation of £1000.00 to Netherseal Parish Hall

d) Budget Councillor Smith had drawn up & circulated a draft budget for consideration. Following discussion it was resolved to set a precept of £9600.00 for the Year 2016/17. A copy of the confirmed Budget is attached at Annex A of these Minutes

e) Summer Play Provision Following discussion it was agreed to book the following Summer Play Provision from SDDC: 1 visit of Sport & Health Olympic Mobile & 1 visit of the Play Mobile

17. Items for Information a) Councillor Taylor reported that a resident of Hawthorn Avenue had contacted him concerning the presence of rats in their property. District Councillor Murrary stated he had been in contact with the resident & the issue had been dealt with.

b) Councillor McGibbon stated he did not feel that the road signage on the A444 at the junction with the Cricketts Inn at Acresford was clear & another sign should be installed. Following discussion it was agreed that the current signage is adequate.

c) Councillor Taylor enquired about DCC’s legislation on the parking of vehicles on pavements. It was stated that as long as there is room for wheelchairs/pushchairs to use the pavement there is no objection to parking on pavements.

d) Councillor McGibbon reported that new fencing at Keepers Cottage Grangewood is encroaching on County Council land. It was agreed to write to DCC informing them of the situation.

e) Councillor Savory reported he had been in contact with Digital Derbyshire regarding broadband speeds & had been informed that there are no current plans for increasing the broadband speed in Netherseal.

f) The Clerk reported that the walkway between Hunts Lane & Hawthorn Avenue is in a very poor condition & in need of repair. District Councillor Hall agreed to contact County Councillor Lauro.

g) It was reported that despite numerous contacts with DCC the street light opposite St. Peter’s Sports Club is still on continuously.

18. Date of the next meeting: 24th February, at 7.30pm
