One of these action steps is to receive biannual updates on actions of other Orange County advisory boards that relate to the BOH strategic plan priorities. The summary provided contains BOH top priorities (Health Equity, Substance Use Disorders, and Access to Care) related information from various Orange County advisory boards from October 2020 to March 2021, as available from the boards. Recommended Action: ___Approve ___Approve & forward to Board of Commissioners for action ___Approve & forward to ___________________________ _X_Accept as information ___Revise & schedule for future action ___Other (detail): ORANGE COUNTY ADVISORY BOARD SUMMARY OCTOBER 2020 – MARCH 2021 Board of Health Engagement Submitted April 28, 2021 4/28/2021 Biannual Report Board of Health Engagement BOARD BOH SUMMARY PRIORITY Both schools systems have been very focused on plans to bring students back and safety guidelines over the past six months as well as vaccines for staff. The health department has been very involved in these conversations. Orange County Health Equity, Gender Support Policy - These guidelines are intended Schools Board of Access to Care to help schools promote the educational and social Education integration of transgender, non-binary and gender non- conforming students and staff and ensure a safe learning environment free from discrimination and harassment. Lactation Support Policy - Orange County Schools is committed to assisting working parents and parenting students with the transition back to work/school following the birth of a child by providing lactation support. Orange County Schools passed a resolution recognizing Dr. Kizzmekia Corbett as she was a student at Orange County Schools and was key to the development of the COVID-19 vaccine. OCS has been doing research and considering renaming Cameron Park Elementary School and CW Stanford Middle School as well as other schools in the district. OCS Strategic Planning process began in February 2021. Chapel Hill/Carrboro Health Equity, Drug-Free and Alcohol-Free Workplace Policy updated City Schools Board Substance Use of Education Disorders Board of County Health Equity, In January, the Board approved a proclamation honoring Commissioners Substance Use Dr. Kizzmekia Corbett for her role in the development of Disorders a vaccine to address the COVID-19 pandemic. In February, the Commissioners approved the addition of three positions to the Justice Advisory Council: o Police Chief for the UNC Police Dept o Director of the OC Housing and Community Development Dept. o Director of the OC Human Rights & Relations Dept. The Board approved the Local Management Entity/Managed Care Organization (LME/MCO) 1 4/28/2021 Disengagement Plan continuing the process of disengaging from Cardinal Innovations Health Care and realigning with Alliance Health to administer mental and behavioral health services for Orange County residents. The Board discussed and voted to rename the new Orange County Environmental Agricultural Center (EAC) to the Orange County Bonnie B. Davis Environmental and Agricultural Center. Bonnie B. Davis joined the NC Cooperative Extension Services in the 1950s and retired from the Orange County Cooperative Extension Department in 1990 after 40 years as the Family and Consumer Sciences Agent. The Board approved a resolution supporting local, state, and federal laws that prohibit discrimination based on a person's hair texture or hairstyle if that style or texture is commonly associated with a particular race, religion, or national origin; and adopted an amendment to the Orange County Civil Rights Ordinance prohibiting this discrimination. The Board received a presentation regarding the ongoing Bail Reform Initiatives in Orange County facilitated by Jessica Smith, W.R. Kenan, Jr. Distinguished Professor and Director of the Criminal Justice Innovation Lab at UNC’s School of Government. Chapel Hill Town No meeting minutes are available on the website for the last six Council months. Carrboro Town Health Equity In October, the Council passed a resolution supporting Council reparations for black Carrboro. Mayor Lavelle proclaimed November 20, 2020 as “Transgender Day of Remembrance” in the Town of Carrboro and presented the proclamation to Vanity Reid Deterville with the LGBTQ Center in Durham. Carrboro Town Council approved installation of a Black Lives Matter mural at the Carrboro Century Center on the side of the CommunityWorx building. The Council will receive quarterly updates on the racial and ethnic makeup of advisory boards. The Advisory Board application has been updated with the following: o “We believe as a Town and as a Town Council that racial and ethnic equity and diversity and inclusion are important. Please tell us your thoughts about this and why they are important not only in advisory board/commission work but also in all facets of local government and community work.” 2 4/28/2021 The Council adopted an updated Town Code with gender-neutral language. The Council adopted an ordinance amending Chapter 8 of the Town Code to prohibit discrimination in employment and in places of public accommodations. In January, the Council Town Council adopted a resolution establishing the Racial Equity Commission. Hillsborough Board Health Equity In October, the Board approved of participating in of Commissioners countywide efforts to develop a racial equity strategic Regular Meetings plan. The Board declared January 12th as Dr. Kizzmekia “Kizzy” Corbett Day in Hillsborough in honor of the scientist who is from Hillsborough and key in the development of the COVID-19 vaccine Transit Advisory The Transit Advisory Services (TAS) has not met in the last six Services/OCPT) months. Healthy Carolinians Coordinator Ashley Rawlinson and her community groups have of Orange County all been busy participating in COVID-19 response and vaccination efforts. The works groups will soon be back to creating Community Health Assessment Action Plans around the top priorities. Family Success Staff of the FSA program have been heavily involved in the Alliance COVID-19 pandemic response and vaccine coordination efforts. Staff continue to address family needs regarding access to care, health equity, and substance use disorder as the need presents itself. Justice Advisory Access to Care, Street Outreach Harm Reduction and Deflection Council – Substance Use Program is a 12-month grant received by Criminal Jail/Mental Health Disorders Justice Resource Department (CRJD), Orange County Workgroup Housing and Community Development and Partnership to End Homeless. The mission of the program is to provide case management, housing, clinical interventions, peer support and warm hand offs from law enforcement for people experiencing homelessness. The Criminal Justice Resource Department and Freedom House collaborated and were awarded a 20 month Department of Health and Human Services grant for the following: o Part 1- is a Pre-Arrest Diversion using a harm reduction model involving only people with Substance Abuse issues and with prior criminal histories. The prior history differentiates it from other Pre-Arrest programming. This position will be housed in CJRD. o Part 2- will support people in the jail and with re- entry. This position to be based in CJRD and 3 4/28/2021 called Re-Entry Navigator. The position will work solely with those with substance abuse and opioid issues. Upon release, they will help Orange County residents go to Freedom House and non- Orange County residents to get connected to treatment generally. o The grant’s goal is to reduce overdose and the spread of COVID post-incarceration. The grant will provide COVID education and a warm transfer to substance use disorder treatment whenever possible. There will be three positions at Freedom House - Part-time- MRT/MAT therapist, Fulltime - Peer Support Specialist and a Nurse Practitioner to prescribe Suboxone. EMS is reporting that overdose responses are on the rise and there has been an increase in assaults. 4 .
