CL56 DISCLOSURES OF INTEREST Councillor Coventry declared a personal interest in Item 4(a) (Community Governance Review Working Group), as an elected Member of Community Council. Councillor Fraser declared a personal interest in Item 4(a) (Community Governance Review Working Group), as an elected Member of Parish Council. Councillor Marland declared a personal interest in Item 5(b)(v) (United Nations International Year of Co-operatives), as an elected member of the Co-operative Group. Councillor Barry, declared a personal interest in Item 5(b)(iv) (MKFM), as a Director of Secklow Sound, which was due to start broadcasting in December. Councillor Barry, declared a personal interest in Item 5(b)(vi) (Surviving Winter), as a member of the Royal British Legion who might be working with the Community Foundation. Councillor Brock, declared a personal interest in Item 5(b)(vi) (Surviving Winter), as a Vice President of the Community Foundation.

CL57 ANNOUNCEMENTS 1. Britain in Bloom The Mayor congratulated: (a) as the regional champion for the Thames and Chiltern area in the Britain in Bloom competition, and for receiving a silver award in the national competition; (b) Milton Keynes for receiving a gold award in the large city category for the Thames and Chiltern area, and for receiving a silver award in the national competition; and (c) and Greenleys for winning a silver gilt award in the Urban Communities category. 2. Homes and Communities Agency The Mayor announced that the Homes and Communities Agency had announced the appointment of three Board members, including Dr Ann Limb OBE. The Mayor stated that he would be sending congratulations to Dr Limb on behalf of the Council. 3. Duke of Edinburgh Gold Awards The Mayor congratulated the following local students who had received Duke of Edinburgh Gold Awards: Ho-Kwan Chik; Lauren Field; Peter Sacre, Ryan Goldhawk; Stephanie Painter; Jacob Saunders; and James Sutton. 4. Red Bull Racing The Mayor welcomed the celebration of the Red Bull Formula 1 racing team which was planned for 10 December 2011 in and announced that both Members and officers would be working to use the event to maximise the benefits to Milton Keynes, whilst ensuring access and availability of public transport for residents and visitors to the city centre on this important shopping day before Christmas.

Olympic Torch Relay The Mayor announced that the Olympic Torch would be passing through Milton Keynes on 9 July 2012, en-route between Luton and Oxford. 7. Dan Wheldon The Mayor announced the death of the reigning Indy Car Champion, Dan Wheldon, who was born in . The Mayor informed the Council that a memorial service was held for Mr Wheldon in Emberton last weekend and that the Leader had written a letter of condolence to Mr Wheldon’s family on behalf of the Council.

CL58 REPORTS FROM CABINET AND COMMITTEES Community Governance Review Working Group – 12 October 2011 The Mayor moved the following procedural motion with regard to the debate on this matter, which was seconded by the Deputy Mayor: “That in accordance with Council Procedure Rule 21.1, Council Procedure Rule 13.6(c), ‘Offering amendments to the mover of the motion’ and 13.6(e) ‘transfer of ownership of the motion’ be waived during consideration of this item.” On being put to the vote the procedural motion was declared carried with 37 Members voting in favour, 10 Members voting against and 1 Member abstaining from voting. RESOLVED – That in accordance with Council Procedure Rule 21.1, Council Procedure Rule 13.6(c), ‘Offering amendments to the mover of the motion’ and 13.6(e) ‘transfer of ownership of the motion’ be waived during consideration of this item. (a) Campbell Park and Central Milton Keynes Parishes Councillor Gerrella moved the following recommendation from the meeting of the Community Governance Review Working Group held on 12 October 2011, which was seconded by Councillor A Geary and on which a recorded vote was requested: “That, with effect from 1 April 2012, the Campbell Park Grid Square be transferred from Campbell Park Parish to Central Milton Keynes Parish, as a separate parish ward of Central Milton Keynes Parish.” The Council heard from 4 members of the public on this recommendation.

The Assistant Director (Democratic Services) reported that there was an error in the schedule of electoral arrangements for Campbell Park Parish in that the Woolstone Parish Ward had two councillors. A report would be submitted to the next ordinary meeting of the Council to correct the error. RESOLVED – That the Council requests the Cabinet to consider transitional funding arrangements to support the parishes, as necessary, to implement the arrangements agreed by the Council. CL59 PROCEDURAL MOTION Councillor A Geary moved and Councillor Crooks seconded the following procedural motion: “That with the exception of the following items, all remaining matters be deferred for consideration at the next scheduled meeting of the Council on 10 January 2012: (a) Item 5(b)(i) – Red Bull Racing; (b) Item 5(b)(v) - United Nations International Year of Co- operatives; (c) Item 5(b)(vi) - Surviving Winter; and (d) Item 6 - Appointment of Proper Officers – Public Health.” On being put to the vote the procedural motion was declared carried by acclamation.

CL60 RED BULL RACING Councillor A Geary moved the following motion, which was seconded by Councillor White: “That this Council: (a) warmly congratulates the Red Bull Racing team on its recent victories in both the Formula 1 World Drivers’ Championship and the Constructors’ Championship; (b) acknowledges that this is the second successive year in which they have achieved this magnificent double; (c) recognises that the racing team is the peak of an effort that involves 600 people at the Tilbrook base in Milton Keynes who design and create the cars and establish the infrastructure which makes it all possible;

MILTON KEYNES 8 NOVEMBER 2011 PAGE 12 COUNCIL (d) appreciates the significant role which Red Bull Racing plays in the local economy and in raising the profile of Milton Keynes on the national and international stage; and (e) looks forward to continuing to work with the Red Bull team to ensure their ongoing successful involvement in Milton Keynes.” On being put to the vote the motion was declared carried unanimously. CL61 UNITED NATIONS INTERNATIONAL YEAR OF CO-OPERATIVES Councillor Marland moved the following motion, which was seconded by Councillor Miles: “That this Council recognises that 2012 is United Nations International Year of Co-operatives (IYC); that co-operatives and mutuals are active in diverse finance, business and service sectors throughout the world including in Milton Keynes; and calls on the Cabinet to ensure that co-operative and mutual models are given due consideration in relevant decision making throughout the Council, encourage the sector’s growth in Milton Keynes, and report back on how that undertaking can be implemented in time to take advantage of the UNIYC.” On being put to the vote the motion was declared carried unanimously.

CL62 SURVIVING WINTER Councillor Brock moved the following motion, which was seconded by Councillor Lloyd: “That this Council: (a) notes with interest the “Surviving Winter” campaign being rolled out nationally by the Community Foundation Network; (b) notes the Milton Keynes Community Foundation is supporting and taking part in this scheme; (c) acknowledges the benefit that this scheme and other similar schemes can provide to people in fuel poverty; (d) encourages people who do not rely on the income from the winter fuel allowance to participate in the scheme to provide real benefits to the people of Milton Keynes in most need; and (e) notes that the Milton Keynes Community Foundation will be working with Age UK and other local agencies to distribute funds raised to those in most need of help.” On being put to the vote the motion as amended was declared carried unanimously. That Milton Keynes Council appoints all Consultants in Communicable Disease Control/Health Protection and other appropriately qualified health protection professional deputies employed within Thames Valley Health Protection Unit or successor organisation, the Director of Public Health, or successor titles, the lead officer for Environmental Health and appropriately qualified health protection professionals employed by Milton Keynes Council with the duty to safeguard Public Health to the role of Proper Officer under the Public Health (Control of Disease) Act 1984, as amended by the Health and Social Care Act 2008, and Regulations made under it and the Public Health Acts 1936 and 1961. 2. That under the Public Health (Control of Disease) Act 1984, as amended by the Health and Social Care Act 2008, and Regulations made under it and the Public Health Acts 1936 and 1961and the provision of the Local Government Act 1972 Section 270(3) for the appointment of Proper Officers, the persons specified above be appointed to act.” On being put to the vote the motion as amended was declared carried unanimously.
