2018 Tax Toolbox Seminar “To Promote the Professionalism and the Growth of Our Members” America’s tax experts CSEA Inland Empire Chapter August 2018 "NOW THAT THE CLIENT HAS DIED — WHAT IS THE TAX PROFESSIONAL'S ROLE IN SETTLING THE CLIENT'S ESTATE OR TRUST" BY GARY QUACKENBUSH, ESQ. As tax professionals we spend a lot of time determining just how certain taxes are and how to assist our clients in navigating the treacherous waters of the US tax code. The presentation will explore the first half of Benjamin Franklin’s statement, that death is the other certain factor. Most of us have dealt with, and all of us will deal with the death of a loved one or of a client. As a tax professional, there are certain responsibilities that must be undertaken, ethically, to assist the client’s survivors to settle the affairs of a deceased client. Mr. Quackenbush will help us understand what should be done and what must be done as a tax professional and the boundaries within which you must work to carry out your ethical obligation to your clients and their survivors. His presentation will start with the basics and quickly move into intermediate details involving the tax professional’s responsibilities regard- ing trust administration and estate settlement. About the Speaker: Gary Quackenbush operates his Financial Solutions law practice, GQ LAW, out of the Rancho Bernardo area in San Diego, California. Since 1988 his emphasis has been tax and financial problem solving and implementing solutions for tax problem resolution such as: Offers in Compromise, audit reconsideration, appeals, installment agreements, bankruptcy, federal district court actions, federal tax court actions, etc. His estate planning practice focuses on wills, trusts, and estate administration including probate court work. His office handles civil litiga- tion cases such as personal injury, contract disputes, property disputes, and business matters. His business consulting involves choice of and formation of business entities such as sole proprietorships, partnerships, corporations, and Limited Liability Companies. Gary received a Bachelor of Science degree in business finance from Brigham Young University in 1984. He received his Juris Doctorate from California Western School of Law in 1988. He is admitted to practice in all courts in the State of California and in all courts in the State of Colorado, U.S. Bankruptcy Court in the Southern and Central Districts of California, Federal District Court in the Southern and Central Districts of California, Federal District Court and U.S. Bankruptcy Court in the District of Colorado, and U.S. Tax Court. Gary is the host of his own radio show, “GQ on the Law” on Stitcher Radio and can be found in iTunes. He is a weekly guest on the “Word on Wealth” radio program with Marty Schneider on KCBQ 1170 AM and KPRZ 1210 AM. He is past president of the California Society of Tax Consultants at the state level and is president of CSTC San Diego Chapter.     DFG News Release Public Scoping Meetings Held to Receive Comments on Suction Dredge Permitting Program November 2, 2009 Contact: Mark Stopher, Environmental Program Manager, 530.225.2275 Jordan Traverso, Deputy Director, Office of Communications, Education and Outreach, 916.654.9937 The Department of Fish and Game (DFG) is holding public scoping meetings for input on its suction dredge permitting program. Three meetings will provide an opportunity for the public, interested groups, and local, state and federal agencies to comment on potential issues or concerns with the program. The outcome of the scoping meetings and the public comment period following the scoping meetings will help shape what is studied in the Subsequent Environmental Impact Report (SEIR). A court order requires DFG to conduct an environmental review of the program under the California Environmental Quality Act. DFG is currently prohibited from issuing suction dredge permits under the order issued July 9. In addition, as of August 6, Governor Arnold Schwarzenegger's signing of SB 670 (Wiggins) places a moratorium on all California instream suction dredge mining or the use of any such equipment in any California river, stream or lake, regardless of whether the operator has an existing permit issued by DFG. The moratorium will remain in effect until DFG completes the environmental review of its permitting program and makes any necessary updates to the existing regulations.     Charlie Ochs Sarge In Charge Growing up in Klamath Falls, OR, Charlie Ochs started his radio career in 1962 at his hometown station. A decorated U.S. Army sergeant and combat correspondent in Vietnam, Ochs put himself through college with radio jobs, working his way up with stops in Medford, OR and Beau- mont, TX. He was the morning show host at KNIX/Phoenix, PD/mornings at KIKK/Hous- ton and VP/GM at Country KCBQ/San Diego. From 1987-1990 he was VP/GM for WQYK AM & FM/Tampa, then VP/GM for WMZQ/Wash- ington, DC for 10 years. He returned to Tampa in 2000 and rose to SVP/MM for WQYK AM & FM, Urban WLLD, Classic Hits WRBQ, Jazz WSJT and Tropical WYUU.
