- The vaccination campaign against Coronavirus was launched today in a number of governmental and private hospitals for the groups identified according to priority within the first phase, as the Minister of Public Health confirmed that the vaccine is a new stage in the fight against the epidemic and that the vaccination campaign is one of the most important steps that have been achieved.

- The Ministry of Public Health reported that PCR tests were completed for flights that arrived to Beirut and were conducted at the airport on February 10 and 11, 2021, where forty-seven (47) positive cases were recorded, distributed over the following flights:

General Decisions / Announcements

- The meeting of the Committee for Follow-up of Preventive Measures and Procedures for Coronavirus, which was held on Friday 12/2/2021, issued the following recommendations: • Amending the proposed preventive health protocol for the commercial sector as follows: ✓ Carry out a periodic PCR examination for all employees working in the commercial sector when it is reopened. ✓ Emphasizing that all customers must possess a transfer permit from the IMPACT platform before they shop in the store. ✓ Forming a working group that includes a representative of the Committee on Preventive Measures and Measures to Confront the Coronavirus, and representatives of the Beirut Merchants Association, associations, committees and trade unions and the Federation of Chambers of Commerce, Industry and Agriculture in Lebanon to develop an implementation mechanism for the proposed protocol and the time frame for its implementation.

• The Ministry of Economy and Trade, in coordination with the Ministry of Finance, work to develop a financial stimulus plan for the commercial sector in light of the losses it suffered as a result of the Corona epidemic.

Based on the recommendation of the ministerial committee charged with following up on the issue of preventive measures and measures for the Coronavirus in its meeting on 02/05/2021, and based on the necessities of the public interest and safety requirements, the Presidency of the Council of Ministers issued Resolution No. 96 / PM on 6/2/2021 regarding updating The strategy to confront the Corona virus and the stages of gradually easing the closure restrictions, based on the exceptional approval of the President of the Republic and the Prime Minister. The main highlights of the decision:

First: Updating the strategy to confront the Coronavirus and the stages of gradually easing the closure restrictions raised by the Ministerial Committee, which included:

✓ Community response plan. ✓ Surveillance and tracking plan. ✓ The development of the number of government hospital beds. ✓ National vaccination plan

The mechanism for easing restrictions imposed on sectors and the movement of individuals is organized into four detailed stages attached to the decision, provided that the process of moving from one stage to another is subject to periodic evaluation by the relevant ministerial committee:

✓ The first phase: starts from five o'clock in the morning of Monday, 02/08/2021, until five o'clock in the morning of Monday, 02/22/2021. ✓ The second phase: starts from the end of the second phase until five o'clock on Monday 08/03/2021. ✓ The third phase: starts from the end of the third phase until the fifth hour of Monday morning, 3/22/2021 ✓ The fourth stage: starts from the end of the third stage

Second: Extending the work of the first paragraph of Resolution No. 26 / M PB issued on 01/11/2021 with regard to:

✓ Preventing the movement of arriving travelers through land and sea border crossings, with the exception of transit ones, without including shipping operations, provided that the land borders are open one day a week for the passage of the Lebanese. ✓ The committee, consisting of the ministers of the interior, municipalities, public health, tourism, public works and transport, to determine the minutes of implementing procedures related to the movement of navigation and arrivals through the airport, on a regular basis.

Third: It is forbidden to go out and enter the streets and roads from five o'clock in the morning of Monday on 02/08/2021 until five in the morning of Monday on 02/22/2021 with the exception of some bodies, institutions and persons specified in the tables attached to the decision, provided that everyone abides by the obligation to obtain Required permissions to navigate through the website covid.pcm.gov.lb, or by text message on the number 1120, in addition to adhering to safety standards. As for the groups excluded from the obligation to obtain permission to move, and specified in detail in the decision, they must use the job cards while on the move.

Fourth: All ministries, in coordination with the concerned agencies, are required to take all measures that would put this decision into immediate implementation, strictly apply it, respect safety and prevent Coronavirus

Fifth: Exemptions or exclusions of some emergency and new cases are reviewed according to a decision issued by the Presidency of the Council of Ministers after consulting the concerned ministers and based on a request submitted through the website.

The Follow-up Committee on Preventive Measures and Procedures for Coronavirus, which was held on 02/05/2021 at 10:00 am headed by Major General Mahmoud Al-Asmar, issued recommendations to adopt a plan to open the specified sectors in four phases, separating each phase from another two weeks, provided that the first phase begins on 02/08/2021 while maintaining the curfew 24/7. During this stage, health indicators of the spread of the epidemic will be evaluated continuously.

- The Presidency of the Council of Ministers issued Resolution No. 46 / PM on 21/2/2021 based on the recommendation of the Ministerial Committee in charge of following up on the issue of preventive measures and procedures for the Coronavirus in its meeting on January 21/2021, where the President of the Republic and the Prime Minister decided to give an exceptional approval to extend the full closure decision No. 26 / PM on 11/1/2021 until 5 a.m. on Monday corresponding to 8/2/2021.
