The first phase of the work involved the CAPTAIN CREEK performance of a design analysis report to support Section 4(f) requirements for historic bridges. CONSOR provided historic bridge analysis and design for this 1918 concrete arch bridge located 1.4 miles east of the Payne County Line in Creek County, Oklahoma. The Department determined through the design analysis and Section 106 Consultation meetings that the bridge can be rehabilitated. The analysis is documented in a report that includes historic and environmental considerations, functional and operational adequacies, decision-making thresholds for rehabilitation, and concurrence from the FHWA. US 412 OVER UPRR BRIDGE REHABILITATIONS OKLAHOMA DEPARTMENT of TRANSPORTATION CONSOR developed a bridge rehabilitation/repair field assessment report for ODOT for the eastbound and westbound structures. We performed a bridge condition survey and alternatives analysis for the project. The report detailed two rehab options along with cost estimates for both. One option described abutment replacement with deck replacement, and the other showed no deck replacement. ODOT chose the 2nd option including deck replacement and replacement of deteriorated abutments. We were able to salvage the beams and redesign the deck with appropriate haunches to provide a smooth ride over the bridges. This bridge rehabilitation included deck replacement, salvaging of girders, and repair to the substructure and bearings.

Page 5 SH-3 OVER BRIAR CREEK OKLAHOMA DEPARTMENT of TRANSPORTATION CONSOR developed a bridge rehabilitation repair for ODOT for SH-3 over Briar Creek. The design included deck replacement and steel end beam repairs while salvaging the steel beams. We converted the superstructure to a composite section. For substructure, we repaired the pier columns and designed cap encasements. Some bearings were replaced, while the rest of the bearings were restored. CONSOR developed the PS&E for this project. This bridge rehabilitation included deck replacement, salvaging of girders, and repair to the substructure and bearings.

STATEWIDE BRIDGE REHABILITATION CONTRACT CONSOR is currently performing our on fourth consecutive OKLAHOMA DEPARTMENT of TRANSPORTATION State Bridge Rehabilitation contracts for the Department and was recently selected for a fourth contract. Constructability/Bidability Additionally, for complex projects we utilize our construction services (CS) division during the design phase to provide proactive reviews. First we will assign a project administrator to work with the designers on a day-to-day basis to discuss maintenance of traffic, staging, access, constructability and bidability. This administrator helps shape the design efforts to enable easy construction and future maintenance. We then assign a CS senior engineer strictly to perform phase reviews of the plans, providing fresh eyes to better identify project issues or provide suggestions for improvements. This enhanced approach was implemented on our SR 189 bridge replacement project for Florida DOT District Three, which resulted in a reduction of the project’s footprint saving the District over $5M in acquisition costs. PROJECT EXPERIENCE: Over 60 years combined experience working on ODOT Projects. Completed over 500 Bridge Hydraulic Designs.

COMPUTER AIDED DESIGN Office is based on Bentley Systems MicroStation CADD, with over 20 years experience in its use. In addition to MicroStation the hydraulic package StromWorks and the Civil Design Package Inroads are used. This provides the capability to use ODOT survey data directly with no conversion.

FEMA FLOOD MAP REVISIONS Over 30 years experience in dealing with the National Flood Insurance Program. Completed numerous flood map revisions. Familiar with all policy and procedures regarding work within designated floodplains.

SCHEDULING: Workload for the first and second quarters of 2020 is moderate. Work for the second half of 2020 is minimal

Offenses Any consultant or person doing architectural, surveying or engineering work for the State of Oklahoma, their agents, servants or employees, who shall receive gratuity from any contractor or builder of any public building or works, or solicit, receive or make any political contribution from or to a contractor or a builder of any public building or works, or who attempts to interfere with the competitive bidding process of the State of Oklahoma in any manner, is guilty of a misdemeanor, and upon conviction thereof shall be fined not less than One Hundred Dollars ($100.00) nor more that Five Hundred Dollars ($500.00), and by imprisonment in the county jail for not less than six (6) months nor more than one (1) year.
