Pinellas County STSC – Minutes of October 4, 2017

1. CALL TO ORDER Acting Chairperson Carol Cook called the meeting to order at 9:00 a.m.

2. APPROVAL OF MINUTES – June 7, 2017 The summary of the June 7, 2016 meeting was approved as provided.

3. TAMPA BAY AREA REGIONAL TRANSIT AUTHORITY (TBARTA) REGIONAL SCHOOL COMMUTE PROGRAM AND PIKMYKID PROJECT Forward Pinellas staff received a late call that the gentleman who was presenting this item fell ill and will be unable to attend.

4. NEW STATEWIDE STANDARDS FOR SCHOOL ZONES Rodney Chatman, Forward Pinellas staff shared that the Department of Transportation has issued new guidance on signing and marking for school zones effect July 1, 2017. Staff members are already working on this new directive. The objective is to enhance and improve driver awareness in compliance with the safety of school children. The changes to the standards are based on school zone flashing beacon assemblies, speeding fines (doubled fines signage) and placement of pavement markings. Casey Morse and Joan Rice with Pinellas County Traffic and Engineering, shared information pertaining to schools that currently do not have the school zone flashing beacon assemblies and speeding fines doubled signs can submit a request for funding for the flashers and signs. At this time, Citizen Neil Brickfield was invited to address the committee on behalf of Blanton Elementary School, asking the committee to assist in obtaining signage on 66th Street, to announce the schools presence and for drivers to slow down prior to the school rather than when the driver is already in the zone. Ms. Morse and Ms. Rice had all the information needed from Mr. Brickfield to look into his request. Questions were taken and appropriately answered.

5. REVIEW AND RECOMMENDATION OF STSC BYLAWS Mr. Chatman reminded the committee member's discussion and comments on the bylaws at the last meeting were taken into consideration and with those changes, the bylaws were coming back to the committee for action to bring the bylaws before the Forward Pinellas Board for approval. Commission Eggers moved to have the STSC bylaws brought before the Board for approval. It was seconded by Heather Gracy and passed unanimously.

6. OTHER BUSINESS

A. Hazardous Walking Conditions Update Mike Burke with the Pinellas County School Board (PCSB) updated the committee on the Hazardous Walking Conditions. PCSB is still working with FDOT on how they wish to proceed on formalizing the process. They are still using PCSB as the statewide example. Senate bill 188 - Public School Transportation before the legislature in Tallahassee, before the education appropriation subcommittee, proposing to transport all kindergarten through 12th grade on the hazardous walk conditions. PCSB will win and lose in some instances as far as funding goes. The more serious ramification is that they want to change 1006.21, to reduce the walk zone for the schools from 2 miles to 1.5 miles. With this change, 30% to 40% more children will be riding the bus. This will add $10 to $15 million more in transportation costs for PCSB. A new compound will be needed to hold an additional 100 to 125 buses as well as another 100 to 125 school bus drivers. Bus drivers are desperately needed. Commissioner Jacob Karr inquired about an area in Tarpon Springs, Whitcomb Bayou, prone to flooding creating a walk/bike hazard for school children. He also inquired about Anklet Road and that road has no

lighting at the bus stop for students who are waiting to catch the bus. Casey Morse with Pinellas County Public Works will get in touch with Commission Karr to discuss further.

B. Pinellas County Schools Five-Year Facilities Work Program (2017/18 – 2021/22) Mr. Chatman address the committee on the Five-Year facilities work program in that this is just an informational item provided by the school board highlighting some of the current work projects for area schools.

C. Pinellas SPOTlight Emphasis Areas Update Mr. Chatman updated the committee on the SPOTlight Emphasis Areas and mentioned the Technology Forum hosted in late September was a successful event with presentations from FDOT, PSTA, Hart and two private groups working on different forms of aerial transportation.

D. STEPS Program Steps meeting was cancelled for September however other meeting agendas and meeting minute’s information are included in the agenda packet. The schools fared well during Hurricane Irma and there were very little issues with the shelters, with the exception of the delayed power.

3. TBARTA Regional School Commute Program and PikMyKid Project

SUMMARY

The Tampa Bay Area Regional Transit Authority (TBARTA) provides ride-matching services that are improving the way in which parents and students travel to and from school. TBARTA’s Regional School Commute Program matches parents of students at participating schools with other parents at those schools, so they can arrange a carpool, saving time and money. Another service TBARTA provides through the Regional School Commute Program is through PikMyKid. PikMyKid is a public-private partnership with a Tampa-based technology company that uses proprietary software to streamline the school dismissal process. The Florida Department of Transportation (FDOT) awarded TBARTA a $115,000 grant to cover a full year’s cost for the yearly license fee for schools in five area counties — Hillsborough, Pinellas, Pasco, Hernando and Citrus counties. The technology company’s mobile and web-based platform lets parents and school administrators communicate about when the parent is picking up a child from school. A study by University of South Florida College of Business showed schools that subscribe to the system can save up to $43,000 annually in labor, transportation and traffic management.

SUMMARY

The Florida Legislature is considering amendments to Section 1006.23, F.S., which would make substantive changes to public school transportation. Below is a summary of the proposed changes;

 reduces the walk radius from 2 miles to 1.5 miles;  expands the transportation requirement to all public school students who are subjected to hazardous walking conditions;  reduces the posted speed limit standard from 50 miles per hour to 45 miles per hour for roadways that are classified as uncontrolled crossings;  reduces the number of lanes standard from 6 lanes to 4 lanes for roadways that are classified as uncontrolled crossings; and  mandates that the school district superintendent must request a hazardous walking condition review if a written request is received from a parent of a student who attends school in the district.

Pinellas County School District staff will provide a brief overview of SB 188 and its potential impact to public school transportation.

Paragraphs (a) and (b) of subsection (3) of 18 section 1006.21, Florida Statutes, are amended to read: 19 1006.21 Duties of district school superintendent and 20 district school board regarding transportation.— 21 (3) District school boards, after considering 22 recommendations of the district school superintendent: 23 (a) Shall provide transportation for each student in 24 prekindergarten disability programs and in kindergarten through 25 grade 12 membership in a public school when, and only when, 26 transportation is necessary to provide adequate educational 27 facilities and opportunities that which otherwise would not be 28 available and to transport students whose homes are more than 29 1.5 miles a reasonable walking distance, as defined by rules of

Subsection (1), paragraphs (a) and (c) of 39 subsection (2), and paragraph (a) of subsection (3) of section 40 1006.23, Florida Statutes, are amended to read: 41 1006.23 Hazardous walking conditions.— 42 (1) DEFINITION.—As used in this section, the term “student” 43 means any public elementary school student in kindergarten 44 through grade 12 whose grade level does not exceed grade 6. 45 (2) HAZARDOUS WALKING CONDITIONS.— 46 (a) Walkways parallel to the road.— 47 1. It shall be considered a hazardous walking condition 48 with respect to any road along which students must walk in order 49 to walk to and from school if there is not an area at least 4 50 feet wide adjacent to the road, not including drainage ditches, 51 sluiceways, swales, or channels, having a surface upon which 52 students may walk without being required to walk on the road 53 surface. In addition, whenever the road along which students 54 must walk is uncurbed and has a posted speed limit of 45 50 55 miles per hour or greater, the area as described above for 56 students to walk upon shall be set off the road by no less than 57 3 feet from the edge of the road. 58 2. Subparagraph 1. does not apply when the road along which

Is located in a residential area and has a posted speed 64 limit of 30 miles per hour or less. 65 (c) Crossings over the road.—It shall be considered a 66 hazardous walking condition with respect to any road at any 67 uncontrolled crossing site which students must walk in order to 68 walk to and from school if: 69 1. The road has a posted speed limit of 45 50 miles per 70 hour or greater; or 71 2. If the governmental representatives concur 95 that a condition constitutes a hazardous walking condition as 96 provided in subsection (2), the governmental entity with 97 jurisdiction must shall report that determination in writing to 98 the district school superintendent, who shall initiate a formal 99 request for correction as provided in subsection (4). 100 Section 3. Paragraph (b) of subsection (22) of section 101 1002.20, Florida Statutes, is amended to read: 102 1002.20 K-12 student and parent rights.—Parents of public 103 school students must receive accurate and timely information 104 regarding their child’s academic progress and must be informed 105 of ways they can help their child to succeed in school. K-12 106 students and their parents are afforded numerous statutory 107 rights including, but not limited to, the following: 108 (22) TRANSPORTATION.— 109 (b) Hazardous walking conditions.—K-6 Public school 110 students shall be provided transportation if they are subjected 111 to hazardous walking conditions, in accordance with the 112 provisions of ss. 1006.21(3)(b) and 1006.23. 113 Section 4. Paragraphs (a) and (e) of subsection (1) of 114 section 1011.68, Florida Statutes, are amended to read: 115 1011.68 Funds for student transportation.—The annual 116 allocation to each district for transportation to public school

NEWS SERVICE OF FLORIDA 4 days ago February 12, 2018

Despite concerns from school districts and lawmakers about the projected costs, a Senate committee Monday approved a bill that would lead to more students being able to take school buses.

The bill (SB 188), filed by Sen. would require that buses be available for students who live more than 1.5 miles from school — down from the current standard of two miles. It also would make other changes, such as ensuring that buses would be available to all students who encounter “hazardous walking conditions” going back and forth to school.

The Senate Education Committee voted 8-1 to approve the bill, which Steube said was aimed at helping keep children safe. But some lawmakers said they had heard from school districts worried about the potential costs of such an expansion of busing.

A staff analysis said the changes would lead to the transportation of an estimated 61,765 additional students, at a cost of nearly $58.5 million. Also, it said an estimated 908 additional buses would be needed, at a cost of more than $97.1 million.

School Transportation Safety Committee – March 7, 2018 5. New Statewide Standards for School Zones Update

SUMMARY

As discussed during the October 2017 STSC meeting, effective July 1, 2017, the Florida Department of Transportation (FDOT) enacted new statewide criteria for the signing and marking of school zones. These new criterion apply to all school zones for public, private, and charter elementary, middle, and high schools.

Pinellas County staff will provide a brief overview of their progress towards implementation of the new statewide standards.

Florida Department of Transportation Statewide School Zone Implementation Plan

Background

The FDOT Speed Zoning for Highways, Roads, and Streets in Florida Manual update for 2017 includes a new Chapter on statewide criteria for school zones. The new chapter addresses school zones for public, private, and charter elementary, middle, and high schools. This Manual is adopted by Rule 14-15.012, effective July 1, 2017.

Requirement

All school zones in Florida shall meet new criteria for signing and marking within five (5) years from the Speed Zoning Manual adoption date, making compliance a requirement by July 2022.

Implementation Plan

Florida will achieve implementation of new school zone requirements through the following approach:

(1) Outreach Phase (prior to Rule adoption) o Presentations to:  Greenbook Committee  FSITE (FLUTEC)  FACERS  Training at FDOT Design Expo

(2) Inventory Documentation Phase (to occur after Rule adoption) o Local agencies will submit list of existing deficient school zone locations to Districts for inclusion in implementation plan – deadline is 1 year from the manual publishing date.

 No additional requests from maintaining agencies will be considered after the deadline.  Any school zone locations not identified prior to the deadline are still required to be in compliance with new school zone signing and markings criteria, but will not be considered for funding by the Districts.

(3) Notification Request Phase (to occur within 1st year) o Local agencies will be notified by the District within 1 year of manual adoption date to start the formal request and form submission process.

 Notification phase will include standard request forms to be filled out by the Local Agency and submitted to the Districts.  Requests will include location information and device types and quantities for each school zone reported by the Local Agency during the initial inventory documentation phase.  Districts will review and approve/disapprove and process requests received from Local Agencies and prepare for the Deployment phase.

(4) Deployment Phase (to occur during years 2 – 5) o Districts will perform programming of device purchases and coordinate delivery to Local Agencies based on available funding and number of school sites within each District. Federal funding may be available on a year-by-year basis, only for four years.

 Procurement: . Devices and materials may be purchased by the Districts from the FDOT sign shop or statewide APL contract. . Signs, flashing beacons, posts, solar panels, batteries, cabinets, timer/controllers and wireless communications are eligible devices for purchase by the Districts and may vary depending on the Local Agency needs.

 Delivery & Installation: . Delivery to Local Agency for installation (if Local Agency is LAP certified or has agreement with LAP certified County if within County boundary) . Any JPA/LAP agreement shall be in accordance with Federal Aid Technical Bulletin No. 15-02. . If the new school pavement markings location standard cannot be implemented at the time of the equipment upgrade, postponement until the next capital improvement resurfacing schedule will be allowed.

 Certification and Close-out: . Local Agencies will self-certify installation completion by submitting completed self-certification forms that will be provided to each maintaining agency as part of the form submitting Notification Request phase. . Districts will monitor compliance and self-certification results for maintaining agencies. Self-certification forms shall be submitted by the Local Agency within 12 months of delivery of equipment.

The School Transportation and Enhanced Pedestrian Safety (STEPS) Committee is facilitated by the Pinellas County School Board and was created as a forum to discuss and address traffic safety issues around Pinellas County Schools. The STEPS committee consists of technical planning/engineering staff from the local governments and agencies throughout the County. Attached are meeting summaries and agenda from their meetings since the last STSC, as well as a copy of their meeting schedule.

Florida Department of Transportation Announces Crossing Guard Appreciation Day and Award Winners

TALLAHASSEE - Florida Department of Transportation’s (FDOT) Safety Office announces Friday, February 2, 2018, as Crossing Guard Appreciation Day to recognize the hard work and dedication of those individuals who keep Florida’s schoolchildren safe as they go to and from school. FDOT works with law enforcement agencies and provides standards and uniform training across the state to ensure the safety and effectiveness of the program.

Florida Department of Transportation Secretary Mike Dew said, “Florida’s schoolchildren are safer because of the work our crossing guards do each day. Today we honor their service in protecting Florida’s most valuable resource as they bike and walk to school.”

Every year the department recognizes individuals and organizations exemplifying professionalism and responsibility for the safety of children.
